A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARSON ESTABLISHING A TEEN COMMITTEE, PROVIDING
CERTAIN ORGANIZATIONAL AND PROCEDURAL STANDARDS
FOR SUCH COMMITTEE, AND DESIGNATING CERTAIN RIGHTS
AND DUTIES OF THE MEMBERS OF SUCH COMMITTEE
THE CITY COUNCIL OF THE CITY OF CARSON DOES RESOLVE AS FOLLOWS:
Section 1. CARSON TEEN COMMITTEE ESTABLISHED. There shall be
and there is hereby es�ished a Committee to be known and designated as the Carson Teen
Committee or Teen Committee.
Section 2. MEMBERS. The Teen Committee shall consist of members
who shall be se ectl ed in accordance wRT this resolution and confirmed by the City Council.
Section 3. MEMBER QUALIFICATION'S. Each Teen Committee member
shall be a resident of the City of Carson and shall e at least 13 and not more than 18 years
of age at the time of assuming his seat as a member of the Teen Committee. Candidates shall
have maintained a grade average of "C" or better for the two semesters preceding candidacy
for the Committee, and a grade average of "C" or better shall be maintained during a member's
term of office on the Committee.
Section 4. MEMBER SELECTION. Teen Committee members shall be
selected from eat iG -9 school and junior higF-s`cFo-o1 that serves the City of Carson by vote
of the student body of each school on the candidates attending such school. The number of
members of the Teen Committee shall be apportioned on the basis of one Committee member
for each such school having an enrollment of at least 100 students who reside in the City of
Carson and two members from schools having 1,500 or more students who reside in the City of
Carson.
Section 5. MEMBER TERM OF OFFICE. The term of office of each member
of the Teen Committee shall begin upon confirim-a-ff-o-n-G-yiffie City Council and shall extend to
and including September 30 of the calendar year next after such confirmation, and thereafter
until a successor is confirmed for such office.
Section b. ABSENCE FROM MEETINGS. If a member of the Teen
Committee is absenfi r-om three successive regular meetings without Council excuse, or absent
far any reason for more than six regular meetings in any 12 -month period, the office of such
member shall be vacated and the City Administrator shall immediately notify the City Council
thereof. Upon such notification, the City Council shall name a successor for the remainder
of the term of such member:
Section 7. ORGANIZATION. The Teen Committee shall at its first
regular meeting oTeac- —year elect from among its members a Chairman, a Vice Chairman, a
Secretary, and such other officers as may be necessary for the administration of its business.
Said officers shall take office at the first regular meeting of each year and shall serve until
their successors, respectively, have been elected. The Committee shall adopt rules and
regulations for the conduct of its business and shall keep a record of all its minutes, resolutions,
actions, findingsand determinations. Copies of all minutes, resolutions, actions, findings
and determinations shall be filed with the City Clerk and the City Administrator.
Section 8. MEETINGS. The Teen Committee shall hold at least one
regular meeting each nth at suc -rime and place as may be designated in the rules and
regulations of the Committee. The Committee shall further provide in its rules and regulations
the manner in which special meetings may beheld and the notice to be given of such
meetings. A majority of the members shall constitute a quorum.
Section 9. REMOVAL OF MEMBERS. Notwithstanding any other provision
of this resolution, nay member of the Teen Committee may be removed from office at any time,
with or without cause, by the off irmative vote of at least three members of the City CounciL.

Section 10. DUTIES OF MEMBERS. The Teen Committee shall have the
power and duty, except as may be otherwise provided by law, to:

1 . Act in an advisory capacity to the City Council in matters pertaining
to the interests, desires and ideas of the youth of the City of Carson;
2. Consult and advise with public officials, commissions, civic,
educational, professional and other organizations and citizens
generally on matters affecting proposed teen programs and
activities;
3. Make periodic inventories of teen activities and recreational
facilities that exist or may be needed and interpret the needs for
teenagers to the City Council.

hereby certify that the whole number of members of the City Council of said City is five;
that the foregoing resolution, being Resolution No. 72-151, was duly and regularly adopted
by the City Council of said City at a regular meeting of said Council, duly and regularly
held on the 21st day of August, 1972 and that the same was so passed and adopted
by the following vote:
AYES: COUNCILMEN: Bridgers, Calas, Smith, Yamamoto & Marbut.
NOES: COUNCILMEN: None.
ABSENT: COUNCILMEN: None.
