that the Village establish a Police Department to be under the control of
the Mayor. The police chief and all employees of the department shall be
appointed by the Village Council for the calender year. It shall be the duty
of the police department to enforce the ordinances of the Village and all the
applicable State Laws; to make arrests for traffic violations, to investigate
accidents and crimes committed within the Village and to carryout those duties
specifically imposed by the Council.
The Police Department shall keep written records of all violations
and final disposition of illegal offenses.
The department shall submit to the Council annually a traffic and
crime report declaring the number of accidents investigated, number of
persons killed and injured and other pertinent data together with recommen-
dations for future traffic and safety activities.
The Mayor shall appoint two members of the Council to serve as a
Police Committee to handle routine matters with the Police Department.
