OTHERS PRESENT: B.MURPHY, VILLAGE ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; S.AMANN, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; J.BABER, BUILDING SUPERVISOR; M.GARRIGAN, PLANNING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND B.DOSTER, POLICE CHIEF. PRESIDENTIAL COMMENTS No Comments. TRUSTEES COMMENTS Trustee Fay: • Wished everyone a Merry Christmas • Stated that he attended a neighborhood watch meeting and someone suggested having Sales Person Identifications for vendors and asked the staff to look into something like that. • Asked the staff to look into a policy or ordinance addressing the buildings that go dark. Trustee Bonuchi congratulated the Lyons Club for donating $16,000 in gift baskets to needy families. Trustee Racich thanked the Plainfield Emergency Management Agency for volunteering over 9,000 man hours. Trustee Peck stated that it has been an honor to work with everyone and looks forward to the New Year. C) Cash & Investments, Revenue, and Expenditure Reports of November 2009. Lockport Street. g) Ordinance No. 2910, authorizing the execution and delivery of an Intergovernmental Cooperation Agreement and Certain Documents in connection therewith and related matters. Motion carried. 3) STAPLES SIGN VARIANCE (PC CASE # 1492- 101509.V) Trustee Fay moved to adopt Ordinance No. 2911, granting approval of a variance to permit off - site monument signage up to 48 square feet for the subject property commonly known as 13305 S. ILLINOIS STREET RE- ZONING AND SPECIAL USE (PC CASE # 1498 - 111209.RZ/SU) Trustee Fay moved to adopt Ordinance No. 2912, granting approval of a map amendment (re- zoning) to rezone the property commonly known as 15028 S. Illinois Street from R -1 to BT. Seconded by Trustee Kachel. Vote by roll call. Peck, yes; Racich, yes; Bonuchi, yes; Fay, yes; Kachel, yes; Lamb, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to adopt Ordinance No. 2913, granting approval of a special use permit to allow a retail use in the BT district for the property commonly known as 15028 S. Illinois Street, subject to the stipulations listed in the staff report. Seconded by Trustee Peck. Vote by roll call. Motion carried. 5) PLAINFIELD TELEVISION GROUP Trustee Peck moved to withhold funding for the Plainfield Television Group and to get the Village equipment back. Seconded by Trustee Fay. Vote by roll call. Peck, yes; Racich, no; Bonuchi, yes; Fay, yes; Kachel, yes; Lamb, no. 4 yes, 2 no. Motion carried. 6) 2009 TAX LEVY PUBLIC HEARING Trustee Fay moved to open a Public Hearing on the 2009 tax levy. Seconded by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried. Trustee Fay moved to adopt Ordinance No. 2914, for the levying and collecting of taxes for the Village of Plainfield, Will and Kendall Counties, Illinois for the fiscal year commencing on the first day of May, 2009. Seconded by Trustee Racich. Vote by roll call. Peck, yes; Racich, yes; Bonuchi, yes; Fay, yes; Kachel, yes; Lamb, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report. BUILDING DEPARTMENT REPORT Mr. Joe Baber presented the November 2009 Building Report. PUBLIC WORKS REPORT Mr. Persons announced that the Southwest Branch of the Chicago Metro Chapter of the American Public Works Association has acknowledged the Lockport Street Reconstruction and Streetscape Project as Public Works Project of the Year — Transportation - $5 -$25 Million. Staff will accept the award on January 6th and present it to the Board at a future Board Meeting. POLICE CHIEF'S REPORT Chief Doster announced that the Code Enforcement Portal allows citizens to file code enforcement complaints online by logging onto http : / /citiview.plainfieldpd.com. Chief Doster stated that with recent layoffs of three officers and the impending disability pension many of the programs currently performed by the Police Department may need to be reevaluated. After some general discussion, it was the consensus of the Board to bring this item to a future Committee of the Whole Workshop meeting. Trustee Fay moved to Resolution No. 1600, authorizing execution of an agreement for Police Services. Seconded by Trustee Peck. Vote by roll call. Peck, yes; Racich, yes; Bonuchi, yes; Fay, yes; Kachel, yes; Lamb, yes. 6 yes, 0 no. Motion carried. Chief Doster presented the November 2009 Operations Report. ATTORNEY'S REPORT No Report. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Bonuchi.Voice Vote. All in favor, 0 opposed. Motion carried. OTHERS PRESENT: B.MURPHY, VILLAGE ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; S.AMANN, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; J.BABER, BUILDING SUPERVISOR; M.GARRIGAN, PLANNING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND B.DOSTER, POLICE CHIEF. 2009 TAX LEVY PUBLIC HEARING Mayor Collins called the meeting to order at 7:15 p.m. Present roll call stands. Mrs. Traci Pleckham stated that the tax levy ordinance reflects a proposed property tax request of $6,425,000.00 for the total property tax levy. It is the intent of the Village to maintain the 2008 overall levy rate of .4079. There were no public comments. Trustee Fay moved to adjourn the Public Hearing and return to the regular business meeting. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried.
