MEETING MINUTES
MAY 17, 2010

CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present.
Mayor Collins led the pledge to the flag. There were approximately 25 persons in the audience.
PRESIDENTIAL COMMENTS
Mayor Collins:
• Proclaimed the month of June 2010 as Relay for Life Month.
Presented Citizen Appreciation Awards to two (2) Citizens that assisted in the
apprehension of a criminal burglarizing a neighbor's house.
Presented Mrs. Gaylord with the Darr- Gaylord Landmark Plaque.
TRUSTEES COMMENTS
Trustee Fay:
• Thanked everyone involved with Spring Fest.
• Encouraged the reconsideration of closing Lockport Street during downtown activities.
He expressed concern with traffic backing up with the closing of Commercial Street.
• Encouraged everyone to participate in the DuPage River Sweep that will be on Saturday.
Trustee Racich thanked the American Cancer Society for their dedication to education, research, and
fundraising.
Trustee Kachel pointed out that with the closing of Commercial Street there has been a lot of cut -thru
and speeding traffic in the alley and asked the staff to look into signage prohibiting cut -thru traffic.
Trustee Lamb thanked the Historic Preservation Commission and Mrs. Gaylord for the landmark.
Trustee Peck thanked all the members of various commissions for their hard work and dedication to
the Village.
PUBLIC COMMENTS on items not on the Agenda (3 -5 minutes per topic)
Mayor Collins stated that a resident contacted him with concerns regarding traffic on Meadow and
asked if the Board would consider putting up a no turn sign prohibiting traffic from turning on
Meadow from Indian Boundary. Mr. Persons stated that he would do an in -house traffic study to see
if prohibiting traffic on Meadow was warranted. Trustee Racich suggested putting out the police car
with the mannequin. Trustee Kachel suggested looking into installing the smaller speed detectors,
like Oswego has.

1) APPROVAL OF AGENDA
Trustee Fay moved to approve the Agenda. Seconded by Trustee Peck. Vote by roll call. Bonuchi,
yes; Fay, yes; Kachel, yes; Lamb, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
2) CONSENT AGENDA
Trustee Fay moved to approve the Consent Agenda to include:
a) Minutes of Board Meeting and Executive Session held on May 3, 2010.
b) Bills Payable Report for May 17, 2010.
c) Cash & Investments, Revenue, and Expenditure Reports for April 2010.
d) Ordinance No. 2939, increasing the Class "Q" Liquor Licenses to one (1) for
Rosals.
e) Ordinance No. 2940, increasing the Class "K" Liquor Licenses (Beer Garden)
to twelve (12) for Bin 48.
f) Authorize the Village President to execute a lease agreement with Crosswinds
Church for Village property located at 14300 S. Route 59.
Seconded by Trustee Bonuchi. Vote by roll call. Bonuchi, yes; Fay, yes; Kachel, yes; Lamb, yes;
Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
3) ECONOMIC DEVELOPMENT TASK FORCE
Trustee Fay moved to adopt Ordinance No. 2941, forming the Economic Development Task Force.
Seconded by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Kachel, yes; Lamb, yes; Peck,
yes; Racich, yes. 6 yes, 0 no. Motion carried.
4) LOGOPLASTE PLAINFIELD TAX ABATEMENT AGREEMENTS
Trustee Fay moved to approve two tax abatement agreements for Logoplaste which will allow them
to relocate their corporate facilities to the Village of Plainfield . Logoplaste is proposing to lease
75,000 square feet of vacant space in a vacant light industrial building on Van Dyke along with
constructing a new 23,767 square foot facility at the Diageo facility on 143rd Street and Van Dyke
Road. Seconded by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Kachel, yes; Lamb,
yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.

Mr. Persons presented the Public Works Report — March & April 2010
POLICE CHIEF'S REPORT
Chief Doster stated that residents on Amboy Street have expressed concern regarding parking on
Amboy Street. The street is very narrow and if cars are parked along both sides of the street
emergency vehicles will be unable to get through. The Traffic Committee supports posting of no
parking signs along one side of Amboy. The residents were also contacted and the majority
approved of no parking on the north side of the street.
There was some general discussion. Trustee Peck suggested that staff look into alternatives, perhaps
widening the street.
Trustee Peck moved to place no parking signs on the north side of Amboy Street for a period of 90
days. Seconded by Trustee Kachel. Vote by roll call. Bonuchi, yes; Fay, yes; Kachel, yes; Lamb,
yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.

No Report.
Mayor Collins read the reminders.
Trustee Fay moved to Adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed.
Motion carried.
