OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; DWOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; DMARQUEZ, BUILDING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 15 persons in the audience. PRESIDENTIAL COMMENTS Mayor Collins: • Thanked the Moose coordinating the Turkey Drop. They collected and donated 1,050 turkeys to area Food Pantries and MorningStar Mission. • Wished everyone a Happy Thanksgiving. TRUSTEES COMMENTS Trustee Fay wished everyone a Happy Thanksgiving. PUBLIC COMMENTS on items not on the Agenda (3 -5 minutes per topic) No Comments. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Seconded by Trustee Bonuchi. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on November 7, 2011 b) Bills Paid and Bills Payable Reports for November 21, 2011 C) Cash & Investments, Revenue, and Expenditure Reports for October, 2011. d) Approval of extending the closing time for liquor license holders to 2:00 a.m. for Wednesday, November 23, 2011 for "Black Wednesday ". e) Ordinance No. 3014, decreasing the number of Liquor Licenses as identified in the staff report. Village of Plainfield Meeting Minutes — November 21, 2011 Page 2 of 3 3) SPRINGS AT 127TH (PC CASE #1568- 102111.AA /Z /SU) Trustee Bonuchi moved to open the public hearing for the annexation agreement for a proposed 340 -unit apartment development at 23756 W. 127x' Street and to continue the public hearing to the December 5, 2011 meeting of the Village President and Board of Trustees. Seconded by Trustee Lamb. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes. 6 yes, 0 no. Motion carried. 4) CHURCH OF LATTER DAY SAINTS Trustee Fay moved to adopt Ordinance No.3015, authorizing the Execution of an Annexation Agreement. Seconded by Trustee Peck. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to adopt Ordinance No.3016, annexing the subject property. Seconded by Trustee Racich. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to adopt Ordinance No. 3017, approving a Special Use for a Religious Facility. Seconded by Trustee Racich. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes. 6 yes, 0 no. Motion carried. 5) WITTE FINAL PLAT Trustee Fay moved to reapprove the final plat for Witte located at Route 59 north of 127th Street. Seconded by Trustee Lamb. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes. 6 yes, 0 no. Motion carried. 6) SCHOLZ CERTIFICATE OF APPROPRIATENESS Trustee Bonuchi moved to approve a Certificate of Appropriateness for a six foot decorative aluminum fence for the property commonly known as 15018 S. Bartlett Avenue. Seconded by Trustee Lamb. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes. 6 yes, 0 no. Motion carried. 7) ROD BAKER QUICK LANE Trustee Peck moved to direct the Village Attorney to draft a Special Use ordinance for an auto lithe facility for Rod Baker Ford Quick Lane at lot 4 at the Meijer's Planned Unit Development. Seconded by Trustee Racich. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to approve the site plan for Rod Baker Ford Quick Lane at Lot 4 within the Meijer's Planned Unit Development. Seconded by Trustee Racich. Vote by roll call. BUILDING DEPARTMENT REPORT Mr. Dean Marquez, Building Supervisor, presented the Operations Report for October, 2011. PUBLIC WORKS REPORT No Report. POLICE CHIEF'S REPORT Chief Konopek presented the Operations Report and the PEMA Report for October, 2011. ATTORNEY'S REPORT Attorney Harvey announced that the Appellate Court denied the Fox Moraine Landfill in Yorkville. The decision can still be appealed to the Illinois Supreme Court. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried.
