MEETING MINUTES
DECEMBER 19, 2011
AT: VILLAGE HALL
BOARD PRESENT: M.COLLINS, DRIPPY, M.BONUCHI, P.FAY, B.LAMB, G.PECK,
AND J.RACICH. OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY,
ATTORNEY; M.GIBAS, VILLAGE CLERK; S.AMANN, ENGINEER; A.PERSONS, PUBLIC
WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; J.PROULX, PLANNER;

CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were
present. Mayor Collins led the pledge to the flag. There were approximately 20 persons in the
audience.
PRESIDENTIAL COMMENTS
Mayor Collins:
• Commented on the Shop with a Cop event. 36 children were given money to shop at
Target with a Police Officer.
• Stated he attended an event on Saturday where needy families were given Jewel Gift
Cards.
• Stated that Village Board and directors paid for an employee luncheon. The employees
donated can goods and money to Guardian Angel. The remainder of the food was also
donated.
• Mayor Collins wished everyone a Merry Christmas and a Happy New Year.
TRUSTEES COMMENTS
Trustee Fay wished everyone a Merry Christmas and a Happy New Year.
Trustee Bonuchi wished everyone a Merry Christmas and a Happy New Year. She also
commented on the event Saturday and giving gift cards to needy families.
Trustee Peck wished everyone a Merry Christmas and reminded everyone not to drink and drive.
Trustee Rippy wished everyone a Merry Christmas and a Happy New Year.
Trustee Racich commented on the Employee Holiday Party and thanked Aurelios for their great
food. Trustee Racich wished everyone a happy and safe holiday.
Trustee Lamb stated that he is proud to be a part of the Village and wished everyone a Merry
Christmas and a Happy New Year.
PUBLIC COMMENTS on items not on the Agenda (3 -5 minutes per topic)
Ms. Colleen Davis, Big Brothers & Big Sisters, presented a certificate of appreciation to the
Mayor. She also thanked Trustee Peck for the introduction to the Mayor and the community.

1) APPROVAL OF AGENDA
Trustee Fay moved to approve the Agenda. Seconded by Trustee Peck. Vote by roll call. Rippy,
yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
2) CONSENT AGENDA
Trustee Fay moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting held on December 5, 2011.
b) Bills Paid and Bills Payable Reports for December 19, 2011.
C) Cash & Investments, Revenue, & Expenditure Reports for November 2011.
d) Ordinance No. 3020, Authorizing the sale of 3.8 +/- acres located at Coil Plus
Drive to WESCOM.
e) Letter of Credit Reduction for Patriot Square, Unit 2 bond in the amount of
$25,000.00 be released and the improvements for this unit be accepted by the
Village.
Seconded by Trustee Peck. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes;
Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
3) SPRINGS AT 127TH (PC CASE #1568- 102111.AA /Z /SU)
Trustee Fay moved to adopt Ordinance No. 3021, approving the annexation agreement for
annexation corridor of the property commonly known as 23838 W. 127�h Street. Seconded by
Trustee Lamb. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, no;
Racich, yes. 5 yes, 1 no. Motion carried.
Trustee Bonuchi moved to adopt Ordinance No. 3022, approving annexation of annexation
corridor of the property commonly known as 23838 W. 127�h Street. Seconded by Trustee
Racich. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, no; Racich, yes.
5 yes, 1 no. Motion carried.
Trustee Fay moved to adopt Ordinance No. 3023, approving the annexation agreement for
the proposed development of the property commonly known as 23756 W. 127th Street.
Seconded by Trustee Lamb. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes;
Peck, no; Racich, yes. 5 yes, 1 no. Motion carried.
Trustee Fay moved to adopt Ordinance No. 3024, approving annexation of project site
commonly known as 23756 W. 127th Street. Seconded by Trustee Lamb. Vote by roll call.
Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, no; Racich, yes. 5 yes, 1 no. Motion
carried.
Trustee Fay moved to adopt Ordinance No. 3025, for map amendment (re- zoning) of
subject site commonly known as 23756 W. 127th Street from R -1 to R -4. Seconded by Trustee
Lamb. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, no; Racich, yes.
5 yes, 1 no. Motion carried.

Trustee Fay moved to adopt Ordinance No. 3026, for approval of a special use for planned
development for a 340 -unit apartment development on the property commonly known as 23756
W. 127�h Street, subject to the stipulations noted in the staff report. Seconded by Trustee Racich.
Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, no; Racich, yes. 5 yes, 1
no. Motion carried.
Trustee Fay moved to approve the Preliminary Plat of Springs at 127�h Street Subdivision,
subject to the stipulations noted in the staff report. Seconded by Trustee Lamb.
Trustee Fay stated that he wants a through review of water prior to bringing the Final Plat for
approval.
Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, no; Racich, yes. 5 yes, 1
no. Motion carried.
Trustee Fay moved to approve the site plan review for a 340 -unit apartment development
on the property commonly known as 23756 W. 127�h Street, subject to the stipulations noted in
the staff report, including a third stipulation that the fence type and tree mix will be brokered by
Staff Seconded by Trustee Lamb. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb,
yes; Peck, no; Racich, yes. 5 yes, 1 no. Motion carried.
Trustee Racich stated that the Plainfield School District also recommended approval and this is a
demonstration of intergovernmental agreement.
Trustee Peck left the meeting at 7:26 p.m.
4) SUBDIVISION CODE TEXT AMENDMENT
Trustee Fay moved to direct the Village Attorney to draft a Text Amendment to Ordinance No.
2936 of the Village's Subdivision Code establishing a flat hourly fee for construction services as
per a fee schedule approved by the Village Board. Seconded by Trustee Bonuchi.
Trustee Lamb questioned whether or not the hourly review rate was sufficient. Administrator
Murphy stated that in his opinion the rate is reasonable.
Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, absent; Racich, yes
yes, 0 no, 1 absent. Motion carried.
Trustee Peck returned to the meeting at 7:28 p.m.
ADMINISTRATOR'S REPORT
Trustee Fay moved to authorize the Mayor to execute Refuse Hauling Contract with Waste
Management. Seconded by Trustee Lamb.
Trustee Peck stated that he would like to have a bid process for refuse hauling. Trustee Lamb
stated that he is pleased with the contract, but expressed some concern regarding disposal of CFL
light bulbs and requested that the staff communicate with residents on how to dispose of them.
Mike Morely, Waste Management, stated that if the disposal of the CFL's becomes a problem

with the Village, he will work with staff Trustee Racich stated that he too is pleased with the
contract. Trustee Bonuchi stated that she understands Trustee Peck's suggestion of having a
bidding process, but pointed out that Waste Management is the industry leader and is good with
the community.

no. Motion carried.
MANAGEMENT SERVICES REPORT
Trustee Fay moved to adopt Ordinance No.3027, for the levying and collecting of taxes for the
Village of Plainfield, Will and Kendall Counties, Illinois for the fiscal year commencing on the
first day of May, 2011. Seconded by Trustee Racich. Vote by roll call. Rippy, yes; Bonuchi,
yes; Fay, yes; Lamb, yes; Peck, no; Racich, yes. 5 yes, 1 no. Motion carried.
Trustee Rippy moved to adopt Ordinance No.3028, adopting an Amendment to Ordinance No.
2635, Imposing a Home Rule Municipal and Service Occupation Tax Exempting Certain Food
and Drugs with a Sunset Clause to automatically remove the increase in 2015. Seconded by
Trustee Racich. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, no; Lamb, yes; Peck, no;
Racich, yes. 4 yes, 2 no. Motion carried.
Trustee Rippy moved to adopt Ordinance No.3029, adopting an Amendment to Ordinance No.
2932, adopting a Motor Fuel Tax for the Village of Plainfield with a Sunset Clause to
automatically remove the increases in 2015. Seconded by Trustee Racich. Vote by roll call.
Rippy, yes; Bonuchi, yes; Fay, no; Lamb, yes; Peck, no; Racich, yes. 4 yes, 2 no. Motion
carried.
Trustee Lamb moved to adopt Ordinance No.3030, establishing a Gas Use Tax. Seconded by
Trustee Racich. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, no; Lamb, yes; Peck, no;
Racich, yes. 4 yes, 2 no. Motion carried.
Trustee Bonuchi moved to authorize the execution of a Municipal Gas Use Tax Collection
Agreement between the Village of Plainfield and Northern Illinois Gas Company. Seconded by
Trustee Racich. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, no; Lamb, yes; Peck, no;
Racich, yes. 4 yes, 2 no. Motion carried.
ENGINEER'S REPORT
No Report.
PLANNING DEPARTMENT REPORT
No Report.
BUILDING DEPARTMENT REPORT
Mr. Dean Marquez presented the Operations Report for November, 2011.
Trustee Fay requested that the staff bring forward information on inspections for multi - family
buildings. Trustee Peck stated that he would like some information on mandating sprinklers.

PUBLIC WORKS REPORT
Trustee Lamb moved to adopt Ordinance No. 3031, amending the water /wastewater rates and
charges. Seconded by Trustee Racich. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes;
Lamb, yes; Peck, no; Racich, yes. 5 yes, 1 no. Motion carried.
Mr. Persons stated that the improvements have increased the water pressure in Walker's Grove
and Nature's Crossing subdivisions and is now at 60psi.
POLICE CHIEF'S REPORT
Chief Konopek presented a draft ordinance pertaining to littering. Trustee Rippy requested
additional language stated except as otherwise authorized. The Chief will bring the revised
ordinance back to the Board at the next meeting for adoption.
Trustee Fay moved to adopt Ordinance No.3032, enacting Chapter 6, Article 1, Section 6 -31,
relating to damage to Village property. Seconded by Trustee Peck. Vote by roll call. Rippy,
yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
Trustee Rippy moved to adopt Ordinance No.3033, amending Chapter 6, Article 1, Section 6 -21,
related to the possession of cannabis. Seconded by Trustee Bonuchi. Vote by roll call. Rippy,
yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
Chief Konopek presented the Operations Report for November, 2011.
ATTORNEY'S REPORT
No Report.
Mayor Collins read the reminders.
Trustee Fay moved to adjourn. Seconded by Trustee Peck. Voice Vote. All in favor, 0 opposed.
