MEETING MINUTES
JANUARY 9, 2012

CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Peck arrived
at 7:13 p.m. All other Trustees were present. Mayor Collins led the pledge to the flag. There
were approximately 6 persons in the audience.
PRESIDENTIAL COMMENTS
Trustee Fay moved to appoint George Rapp to the Historic Preservation Commission with the
term expiring on October 18, 2013. Seconded by Trustee Racich. Vote by roll call Bonuchi,
yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes. 6 yes, 0 no. Motion carried.
Mayor Collins informed everyone that the American Public Works Association, Chicago Metro
Chapter, Southwest Branch, recognized the Village of Plainfield with an award for the Illinois
Route 126 and Essington Road traffic signal improvements. The vehicle detection equipment
includes state of the art technology that continuously tracks range, speed, and acceleration to
ensure accurate estimated time of arrivals and more accurate gap detection. The "Dynamic
Dilemma Zone Protection" equipment will recognize vehicles entering the decision point, near
the intersection, and delay the signal from turning yellow thereby reducing the likelihood of
vehicular accidents.
Mayor Collins stated that he welcomed home Sgt. William McKinney, and thanked everyone
involved with the Welcome Home Organization. Mayor Collins stated that Trustee Peck also
attended the celebration.
TRUSTEES COMMENTS
Trustee Fay urged drivers to be cautious of sidewalks and pathways that intersect with the
roadways. Trustee Fay also cautioned people regarding the use of headphones while jogging or
bike riding.
Trustee Lamb commented on the Essington Signal and thanked staff
Trustee Bonuchi congratulated Allen Persons and the Public Works Staff for the award.

1) APPROVAL OF AGENDA
Trustee Fay moved to approve the Agenda. Seconded by Trustee Lamb. Vote by roll call

Motion carried.
2) CONSENT AGENDA
Trustee Fay moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting held on December 19, 2011.
b) Bills Paid and Bills Payable Reports for January 9, 2012.
C) Ordinance No.3034, increasing the Class "M" Liquor Licenses to three (3) for
The Penalty Box Bar and Grill to be located at 16108 S. Route 59, Unit 134 -138.
d) Resolution Number 1641, Abating the 2011 Tax Levies for the General
Obligation Refunding Bonds, Series 2004A.
e) Resolution Number 1642, Abating the 2011 Tax Levies for the General
Obligation Refunding Bonds, Series 2004B.
f) Resolution Number 1643, Abating the 2011 Tax Levies for the General
Obligation Bonds, Series 2005A.
g) Resolution Number 1644, Abating the 2011 Tax Levies for the General
Obligation Refunding Bonds, Series 2005B.

j) Ordinance No. 3035, approving an Intergovernmental Agreement between the
Village of Plainfield and the Plainfield Park District with respect to the transfer of
certain properties that the Village owns within the Wilding Pointe and Arbor
Creek Subdivisions and property that the Park District owns at the intersection of
Oak Street and Arnold Street.
k) Ordinance No. 3036, repealing Ordinances No. 2979, 2980, and 2981 regarding
the annexation of property for Oswego High School.
Seconded by Trustee Lamb. Vote by roll call Bonuchi, yes; Fay, yes; Lamb, yes; Peck, absent;
Racich, yes; Rippy, yes. 5 yes, 0 no, 1 absent. Motion carried.
3) SUBDIVISION CODE TEXT AMENDMENT
Trustee Fay moved to adopt Ordinance No.3037, a Text Amendment to Ordinance No. 2936 of
the Village's Subdivision Code establishing a flat hourly fee for construction services as per a
fee schedule approved by the Village Board. Seconded by Trustee Lamb. Vote by roll call
Bonuchi, yes; Fay, yes; Lamb, yes; Peck, absent; Racich, yes; Rippy, yes. 5 yes, 0 no, 1 absent.
Motion carried.

MANAGEMENT SERVICES REPORT
Trustee Fay moved to adopt Ordinance No.3038, Authorizing the Issuance of not to
exceed $8,100,000 General Obligation Refunding Bonds, Series 2012, of the Village of
Plainfield, Illinois. Seconded by Trustee Lamb. Vote by roll call Bonuchi, yes; Fay, yes;
Lamb, yes; Peck, absent; Racich, yes; Rippy, yes. 5 yes, 0 no, 1 absent. Motion carried.
ENGINEER'S REPORT
No Report.
PLANNING DEPARTMENT REPORT
Trustee Fay moved to extend approval of the Site Plan and Major Change to the Planned
Development for the property commonly known as Lot I -6, Brentwood Circle until August 2012.
Seconded by Trustee Lamb. Vote by roll call Bonuchi, yes; Fay, yes; Lamb, yes; Peck, absent;
Racich, yes; Rippy, yes. 5 yes, 0 no, 1 absent. Motion carried.
There was some general discussion regarding a request for an outdoor merchandise display for
the Meijer's Gas Station located at Route 59 and 135th Street. It was the consensus of the Board
to have the staff bring back an ordinance with guidelines regarding outdoor displays and bring it
to a future Committee of the Whole Workshop.
Trustee Peck arrived at 7:13 p.m.
Trustee Fay moved to approve the use of Village -owned property and local streets for Plainfield
Fest to be held on July 20, 21, and 22 and for Plainfield Riverdays, to be held on September 14,
15, and 16. Seconded by Trustee Peck. Vote by roll call Bonuchi, yes; Fay, yes; Lamb, yes;
Peck, yes; Racich, yes; Rippy, no. 5 yes, 1 no. Motion carried.
Trustee Bonuchi moved to adopt Resolution No. 1647, a Resolution Supporting the Plainfield
Riverfront Foundation's Pursuit of Grants On Behalf of the Village of Plainfield. Seconded by
Trustee Peck. Vote by roll call Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy,
yes. 6 yes, 0 no. Motion carried.
Trustee Peck asked to keep the Board informed of grants that have been approved and applied
for.

POLICE CHIEF'S REPORT
Trustee Fay moved to adopt Ordinance No.3039, enacting Chapter 6, Article I, Section 6 -30,
relating to Littering. Seconded by Trustee Lamb. Vote by roll call Bonuchi, yes; Fay, yes;
Lamb, yes; Peck, yes; Racich, yes; Rippy, yes. 6 yes, 0 no. Motion carried.
Chief Konopek presented the PEMA Report for December, 2011 and the 2011 Special Events —
After- Action Report.
Trustee Bonuchi moved to authorize the Village President to execute an Intergovernmental
Agreement with the Will County 9 -1 -1 Emergency Telephone System Board for the funding of a
9 -1 -1 Surcharge Reallocation. Seconded by Trustee Lamb. Vote by roll call Bonuchi, yes;
Fay, yes; Lamb, yes; Peck, no; Racich, yes; Rippy, yes. 5 yes, 1 no. Motion carried.
ATTORNEY'S REPORT
No Report.
Mayor Collins read the reminders.
Trustee Fay moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0
opposed. Motion carried.
