BOARD ABSENT: MCOLLINS. OTHERS PRESENT: T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; DMARQUEZ, BUILDING SUPERVISOR; AND K.GRECO, POLICE COMMANDER. CALL TO ORDER, ROLL CALL, PLEDGE Trustee Fay called the meeting to order at 7:00 p.m. Roll call was taken, Mayor Collins was absent, all Trustees were present. Trustee Fay led the pledge to the flag. There were approximately 7 persons in the audience. Trustee Racich moved to appoint Trustee Fay as temporary chairman for tonight's meeting. Seconded by Trustee Rippy. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. PRESIDENTIAL COMMENTS Chairman Fay: • Proclaimed May 2012 as Motorcycle Awareness Month • Invited everyone to attend the Memorial Day Parade on Monday, May 28tH TRUSTEES COMMENTS Trustee Racich encouraged everyone to participate in the Wounded Warrior race on Saturday, bring a flag and line the streets and cheer people on. Trustee Lamb pointed out that the State of Illinois does not have a law requiring helmets to be worn while riding motorcycles and asked if there was evidence regarding wearing helmets and safety. Commander Greco stated that there is plenty of evidence. Trustee Rippy pointed out that there are two sides regarding wearing helmets and some people claim that the helmet obscures with their vision. Trustee Rippy stated that he recently lost his wallet and that someone dropped it into the bank night deposit box. It was returned with everything intact including the cash. Trustee Rippy thanked whoever returned his wallet. Trustee Bonuchi stated that school is out next week and encouraged everyone to watch for kids this summer. Trustee Bonuchi also encouraged everyone to be respectful of the importance of the Memorial Day Holiday. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Lamb moved to the Agenda. Seconded by Trustee Bonuchi. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Bonuchi moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting and Executive Session held on May 7, 2012. b) Bills Paid and Bills Payable Reports for May 21, 2012. C) Cash & Investments, Revenue, and Expenditure Reports for April, 2012. d) Ordinance No.3057, authorizing aggregation of electrical load. Seconded by Trustee Lamb. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 3) TAILWINDS DISTILLING, LLC Trustee Bonuchi moved to adopt Ordinance No. 3058, creating a Class "S" Liquor License for Tailwinds Distilling, LLC to be located at 14912 S. Eastern Avenue, Unit 103. Seconded by Trustee Peck. Trustee Bonuchi stated that she welcomed the business. Trustee Rippy asked if distilling would cause an odor. Mr. Garrigan stated that it is fully enclosed and will not have any negative impact on the community. Trustee Lamb asked if the applicant met the requirements of the Federal and State Governments regarding security. Mr. Garrigan stated that the applicant will comply with all the government requirements. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT Traci Pleckham pointed out that the Senate Democratic Caucus has offered forth a proposal for the FY 2013 budget. The proposal includes a Local Government Distributive Fund (LGDF) freeze that would prevent municipalities and counties from capturing any income tax revenue growth during the next fiscal year. Based upon IML estimates, holding back LGDF growth will cost municipalities and counties approximately $20 million to $50 million. This proposal would cost the Village of Plainfield approximately $81,000. MANAGEMENT SERVICES REPORT No Report. ENGINEER'S REPORT No Report. Village of Plainfield Meeting Minutes — May 21, 2012 Page 3 of 3 PLANNING DEPARTMENT REPORT No Report. BUILDING DEPARTMENT REPORT Mr. Dean Marquez presented the Operations Report for April, 2012. Trustee Racich pointed out the increase in building permits. PUBLIC WORKS REPORT No Report. POLICE CHIEF'S REPORT Trustee Fay moved to authorize the purchase of Barcode Evidence Analysis Statistics and Tracking (BEAST) Evidence Management System Program, by Porter Lee Corporation in the amount of $12,523.50 with an additional $875.00 yearly maintenance fee. Seconded by Trustee Racich. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Commander Greco presented the PEMA Report for April, 2012 and the Operations Report for April, 2012 Trustee Lamb acknowledged Chief Konopek and the Command Staff for their efforts preparing for the NATO Summit and requested that the Chief prepare a report for the Board. ATTORNEY'S REPORT No Report. Trustee Fay read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried.
