HomeMy Public PortalAbout73-213RESOLUTION NO. 73-2:13 A RESOLUTION OF THE CARSON REDEVELOPMENT AGENCY AND THE CITY COUNCIL OF THE CITY OF CARSON PROVIDING FOR IMPLEMENTATION OF DESIGN AND DEVELOPMENT APPROVAL IN REDEVELOPMENT PROJECT NO. 1 THE CARSON REDEVELOPMENT AGENCY AND THE CITY COUNCIL OF THE CITY OF CARSON HEREBY FIND, ORDER AND RESOLVE AS FOLLOWS: Section 1. All applications for issuance of building permits for new construction, an or permits for alteration or repair of existing structures involving an estimated expenditure of $5,000.00 or more, in Redevelopment Project No. 1, prior to the issuance of such permit shall be reviewed as herein provided as to design and architectural compatibility with development in the project area, land coverage, setbacks, site plan, circulation plan for pedestrians and vehicles, landscaping, compatibility with the general plan and redevelopment plan and other factors relative to a harmonious development of the project area. Section 2. All such applications shall be examined by the Director of Community DeveTopment and within ten days of his receipt thereof shall be forwarded with his analysis, findings and recommendations to the Executive Director of the Carson Redevelopment Agency. The Executive Director shall within five days after receipt of the analysis, findings and recommendations of the Director of Community Development file a written report with the Agency approving, conditionally approving or disapproving the proposed development. Such report shall include findings as required by the Redevelopment Plan. Section 3. The Executive Director's report shall be placed on the agenda of the next meeting of the Agency. If the proposed development has been approved by the Executive Director, is certified by the Executive Director to involve no new policy, and involves an estimated construction cost of less than $100,000.00, no action of the Agency shall be required. If the development shall involve on estimated construction cost of $100,000.00 or more, or if the Executive Director has imposed any condition or has disapproved the development, or if any new policy is involved, the proposed development shall be acted upon by the Agency. The Agency may approve, approve conditionally or disapprove the proposed development on the basis of the criteria referred to in Section 1 hereof. Unless the developer shall consent to an extension of time the Agency shall act on the proposed development when the matter first appears on its agenda when an Agency quorum is present, and any failure to so act shall constitute an approval of the Executive Director's recommendation.
