A meeting of the Waterworks Committee was held to -day and Was attended by Mayor Gamble, who_pre.eided:,. :and.Councilmen Sharpley,Blumenthal and Logan and Mr. A.P.Solomon,jr. 1 The Mayor called the meeting to order. The Mayor asked Mr Solomon about additional fire plugs and water rates - r Solomon said that the new proposals included all fire plugs necessary as to rates, his company did not want to raise the rates and will not unless necessary - Mr Solomon was asked wiat would happen if his company did not get the money from the RFC, he said that the. TWW would carry on regardless and that he expected t4 start work by November 1st - he was asked what the Town will get from the TWW in the next ten years - he said that the TWW expected to grow with the Town - the Mayor informed Mr Solomon that the Town authorities felt that they were under no obligations not to go on with t: a Term's plans - Mr Solomon was excused - the Mayor said that he did not thimk that the TWW could get the money from the RFC and that the RFC will wait on the Town. There being no further business -the meeting adjourned. Savannah Beach,Tybee Inland, Ga. October 17, 1932. A spectral meeting of Council was held to -day at 4:09 p.m.and was attedded by Mayor Gamble, who presided, and. Councilmen Blumenthal, Demere and Logan and Messrs. A.P.Solomon,jr., J.M.Rogers and.C.F.Powers. The Mayor called the meeting to order and informed the gathering that this was a continued meeting from a previous one. The purpose of this meeting was explained by the Mayor so that the three clauses not specificully covered in the last proposal submitted by the TWW, could be clarified now; 1 The TWW to indtst&ll more plugs when needed. (2) The TWW agrees to go under the supervision of the Public Service Commssion. (3) The Extension of new lines. the Mayor that he was ready to receive the report of the T. Mr Rogers said that he would submit what he thinks that the TWW can do, also that the old proposal had been withdrawn, it was possible for the TWW to install a system approved by the S.E.U.Assn up to 30 plugs, Town to furnish police protection , would install the necessary equipment to give adquate service, would furnish to Town without cost for watering flLwers, fire protection and sewerage, that the TWW expected the Town to add 20 years to its present franchise, he said that he did not draw any specific contract to submit to the Town - the Mayor said that the TWW agreedto grant 300 feet extensions without cost to the property owner - Mr Rogers said that they could not do that - 53 54 Mr Salomon said that the TWW could not go to further expense, they cannot make thenextensions- there is no way to get rev- enue except to make extra charges, there is no charge to the Town for water -� Mr Rogers . said that the town might grow to such ail extent that the TWW could not eXjtend its lines - Mr said that supposing that a property owner builds a house they will not pay the high cost of extending water lines - if Tybee expects to,build they must help home owners - he would not want to stop anyone from using the lines that his company pays for - Mr Solomon said that The TWW must get seventeen new buildings to take water the first years, su gested the thought that suppose 5 new buildings were built in Venetian Terrace woulf the Town pave the . streets - Mr Cann said that it was the property owners lookout - Mt Rogers said that liv- ing on Tybee was a luxury and that property. owners should be able to pay for what they need, he must arrange for things that, he wants - Mr Cann said that the TWW allows 12.50 for a cut - in to the property owner who first laid the pipe, which the TWW collects from any subsucpent water taker who cuts in on that line, and when the amount that the line originally cost the first property owner is paid to him by the new water takers using that line, the TWW claims possession of the line - Mr rogers said that if a man lays a water main and pays for it no one has a right to cut in on it - Mr Cana remarked that if that is the situation there are a lot of pipe on the is- land that would be taken up i. Mr Rogers said that he regarded the water main that he paid for as his property - the Mayor said that as he understood it there is no change in the orig- inal letter except as regard to the 60 feet extentions - Mr Rogers suggested nullifying the old letter containing the proposal - Ye said the TWW is to furnish 30 fire hydrants and service same, water and also furnish water for sewerage and watering flowers,ect., without cost to the Town- Mr Cann said that he expected to see at least 50 new houses built on Tybee within the next two years, he'underatood that the municipal plant at Pooler furnished water for $ 10.00 per year and have a surplus each year, with the TWW one of the things that keep the rates up,is that large salaries are paid the officials and also, that the plant is old° new plants are modern and automatic and require very little attention, he noticed that the salaries of Mr. A.P.Solomon,sr and Mr. A.P. Solomon,jr., take up practiculiy the income of the company - Mr Powers mentioned that no plant is perfect - Mr Cann said that a modern plant could be operated much more efficiently and economically - Mr Powers said that to get bake to the exten- sion of the new lines, he believes that the difference in the number of feet new extensions to be agreed upon could be adjusted, that he did not like to attend meetings - Mr Cann informed Mr Powers that mr Solomon promised to have new plans,specifications, ect., at the meeting to -day - Mr Powers said that the three points to be agreed upon were as follows; (1 Question of extension of extra lines. (2 The TWW be placed under the P.S.Commission. (3 The TWW will furnish water, without cost to the Town, for fire protection, for sewerage, and for the watering of flowers_ ,ect. , - - the Mayor asked that if any substantial growth took place would the TWW replace smaller lines with 6 inch mains - Mr solomon said Yes - Mr Cann said that suppose 50 buildings 55 were erected within one year, if the `tevenue of the TWW is in- creased to a certain 'point by the increase in newbu ldings the TWW should be willing to cooperate and now is thetime to settle the question, what arrangement could be °made beyond seventeen buildings, why not put all revenues beyond seventeen buildings a year it special fund to take care of extensions of newlines, the water rates noe charges on Tybee are three time that charged by Pooler - Mr Solomon said that more water is consumed on Tybee in- two - months than is consumed at Pobier in a year - Mr Cann said that suppose that seventten new buildings do not go up and the TWW defaults what is the Twan to do for free water from the TWW - Mr Powers said that the Town will get water syetem - Mr Rogers sad &that the TWW' has gone 41 years without defaulting - Mr Shatpley suggested that the Town put in extra mains and plugs and at the end of ten years that the TWW take over from the Town 4 Mr Powers said that the TWW will not obligate to do what it dosent think that it can do - Mr Solomon said that the Tww is donating to the Town; 1600.00 for 10 years - Messrs Powers, Rogers and Solbmon,jr., were excused. A letter was readfrom the Sup't of the Board of Education, Mr 0.B.Strong relative to the schoolteachers cottage and he agreed that the teacher should pay for water rent and the°use of the cottage during the months that the school is closed. The discount on the taxes due byliot el Tybee for the fiscal year, 1932, was allowed. The Mayor called attention the advertisement that is being run in the l9cal,paper relative to the foreclosure proceedings on the property of Mr. E.B.Izlar, the ad shows lot # 94, ward 4, as entending down to low water mark, and he of the opinion_ahat this is wrong. The matter was referred to the Town Attorney. Mr Cann suggested putting in all old features of the old con- tract in near franchise if it is adopted.
