HomeMy Public PortalAbout20130523_PSCMinutes.pdf 5-23-2013 Public Safety Committee Minutes Approval of Minutes from previous meetings: 4-8-2013 – Unanimous 4-25-2013 – Unanimous Present: City Council – Wanda Doyle, Jan Fox, Bill Garbett Diane Schleicher City Manager, Chief Sasser TIPD, Joe Wilson DPW, William Moseley TIPD City Attorneys, Bubba Hughes, Tommy Branch. New Business: 1- Beach Bum Parade: A- Status of Parade Safety this Year: Wanda Doyle – I received several complaints from merchants that this was the worst parade ever, there were water balloons being thrown and unruly behavior of spectators along Tybrisia Street. There was pressure washers on floats, barricades in the vicinity of Tybrisia Street were knocked down. Wanda Doyle – Who inspects the floats Police officers or the Parade Organizers prior to the start of the parade? William Moseley – The Parade Organizers are responsible for inspecting the floats William Moseley – We could lengthen the area of the barricades on Tybrisia Street Wanda Doyle – Could the parade use an alternate route and by-pass Tybrisia Street? William Moseley – Yes Wanda Doyle – Is the parade becoming a drunken fest? Bill Garbett – I do not believe the parade is becoming a drunken fest anymore than Pirates Fest, St. Patrick’s Day or any other parades, it is a lot of fun. B – Recommendations for Future Improvements: Wanda Doyle – Maybe the parade starts too late in the day allowing too much consumption of alcohol by spectators. Diane Schleicher – I will have Chantel Morton set up a meeting with Jack Boylston to review the issues. Jan Fox – Keep these complaints on file when considering future parade permits William Moseley – We had several incidents of water being sprayed into convertibles and one incident of a person moving their furniture in an open pick- up truck, water was thrown on their personal items. 2 – 10 X 10 Family Tents on the Beach: A- Does the City need to require them to be located behind Lifeguard stands for public safety? Chief Sasser – Where could the tents be placed at high tide there is not room behind the Life Guard Stands, we should leave this issue alone, also tents are used to keep people out of the sun preventing blistering and future skin cancer. If we ban the location of tents, where do you stop at banning other beach equipment? Chief Sasser – We have an ordinance to Obey the Lifeguards and they can request a tent be relocated if causing a public safety concern. Wanda Doyle – Can we have Hunter Robinson contact other beaches in regards to location of tents on the beach? Chief Sasser – We do not need to change or add an ordinance to control tent location on the beach just because other beaches may have an ordinance. 3- Discuss Traffic Control at Tybrisia and 16th Street Parking Lot During Busy Season: William Moseley – Designate two lanes of travel, the traffic jam occurs when vehicles are waiting on another vehicle to leave a parking space and the traffic backs up. Diane Schleicher – The Parking Lot is designed for two lanes Joe Wilson – Signage of One Way Street is in place we will add arrows in the street or repaint the ones that have faded. I will leave barricades at the Ocean Rescue Trailer; they can put them in the street when traffic is heavy in the vicinity of the Marine Science Center and the Round-A-Bout on Tybrisia. Wanda Doyle – I would like to have Diane look at this also Diane Schleicher – There will be parking assistants present for July 3rd fireworks Old Business: 1 – Public Safety Building: A- Discuss status of RFP for CM at Risk: Wanda Doyle – Bubba Hughes has a DRAFT RFP Bubba Hughes – The DRAFT is very close to being finished Tommy Branch – Some of the financial disclosure language will be removed there are no issues with Greenline Jan Fox – Could we request a Dunn & Bradstreet report be submitted instead of a financial report? Wanda Doyle – Can we give permission to Bubba to proceed after the financial disclosure language is removed? Bubba Hughes – After the revisions we can proceed to advertise Diane Schleicher – The City will advertise the project Tommy Branch - I believe in the agreement with Greenline they were to handle the advertising Bubba Hughes – I will check on the wording in the Greenline contract Tommy Branch – What is the project budget? Wanda Doyle – The total project budget is 3.2 Million Dollars. Bubba Hughes – This is the amount that will be for the architect, project manager and contractor. B. Discuss Indoor Shooting Range Feasibility: Wanda Doyle – Diane Schleicher and I were at a meeting with METRO Chief Willie Lovett and asked his opinion on the feasibility of an indoor shooting range. His suggestion was no. I will recommend to City Council that we do not include the indoor shooting range. 2- Beach Patrol – A – Review Shifts and Duties: 3- Bicycle Patrol on South End: A – Review Shifts and Duties William Moseley provided information requested 2-A & 3-A. **NOTE: I was not present at this meeting, these minutes were prepared solely from the audio of the DVD Tape Recording, because of technical difficulties there was no video.
