THE CITY OF RICHMOND, INDIANA, SEPTEMBER 1, 2005
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, September 1, 2005, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members John Kenny and Mary Jo Flood.
Also attending were City Attorney Walt Chidester, Police Chief Kris Wolski and William F.
Glasser III.
The following business was conducted:
CALL TO ORDER
Kenny called the meeting to order and noted for the minutes that he, Mary Jo Flood and legal
counsel was present.
APPROVAL OF MINUTES
Kenny made a request to the board to approve the minutes for the August 25, 2005 meeting.
Flood made a motion to approve with a second by Kenny. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Kenny made a request to the board to approve the claims for payment in the amount of
$66,959.67. The largest amounts were the monthly 911 payment for joint dispatch services to
Wayne County and paint supplies for the Street Department to replenish their inventory. Flood
made a motion to approve with a second by Kenny. The motion was unanimously passed.
REQUEST
A. Kenny presented to the board a request that was submitted by Steve Terzini for the
approval to close Ft Wayne Ave. from North "D" Street to North "E" Street on
Saturday, September 24, 2005 from 4:30 AM to 12:00 Am for the 2nd Annual Everett
Festival. Flood made a motion to approve with a second by Kenny. The motion was
unanimously passed.
B. Kenny presented to the board a request that was submitted by Jonathan Brookbank
the President of the Richmond High School Student Council for the approval to hold
the Annual Homecoming Parade on Thursday, September 29th beginning at 6:00 PM
starting at the Municipal Swimming Pool, then going east on Main Street, then south
to Hub Etchison Blvd. Flood made a motion to approve with a second by Kenny.
The motion was unanimously passed.

C. Kenny presented to the board a request that was submitted by Beth Fields from Main
Street for the approval to close East Main Street from 5th to 10th Streets on October 1,
2005, with a rain date of October 8th, from 6:00 AM to 7:00 PM to hold the first
Annual Build a Career Expo. Flood made a motion to approve with a second by
Kenny.
D. Kenny presented to the board a request that was submitted by Fire Chief Mike
Crawley for the approval to use a fire apparatus for the Homecoming parade that will
take place on Thursday, September 29, 2005. Flood made a motion to approve with a
second by Kenny. The motion was unanimously passed.
E. Kenny brought to the board a request that was presented by Chief Kris Wolski for the
approval to appoint William F. Glasser III as a Special Police Office for Earlham
College. The purpose of this appointment is so that he would have police powers
such as the ability to be able to arrest and carry a firearm on Earlham College
property. Flood made a motion to approve with a second by Kenny. The motion was
unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
