ORDER CBECKS JANUARY 18, 1977 6492 Physicians Health Plan 553.80 The Council of the City of Medina met in regular session on Tuesday, January 18, 1977 at 95 7:35 P.M. Members present: Mayor, Wayne Neddermeyer: Councilmembers, Arthur Theis, Nancy Laurent, William Reiser, Thomas Crosby; Clerk Donna Roehl; Attorney Richard Schieffer Minutes of January 4, 1977 Wayne Neddermeyer asked that Item 4, Page 91 be corrected to note that Hennepin County is working on a North -South route through Medina and money should not be spent on a project that would overlap their plans. Also Page 92, Assessors Salary, PERA should be included in the total amount, not be in addition to. Richard Schieffer suggested that Item 4, Page 91 should reflect the Mayor as asking audience for in -put regarding use of Community Development money. Motion by Arthur Theis, seconded by Nancy Laurent to approve minutes of January 4, 1977, as corrected. Motion carried unanimously 1. WOODLAKE SANITARY LANDFILL Motion by Arthur Theis, seconded by Thomas Crosby to approve license to Woodlake Sanitary Landfill to operate during 1977, fee and bond having been delivered to the City. Motion carried unanimously 2. MAIN STREET VACATION Rodney Schumacher presented petition signed by the 4 affected property owners requesting the vacation of Main St., Lake Independence. Richard Schieffer explained that a public hearing is held 2 weeks after publication notice in official newspaper. A letter from the City engineer is needed stating whether or not utilities are in the street or any objections there may be to vacating. Council would need to determine if street is._no longer usable as city property. Discussion as to whether or not the City owns the street and the fact that the law says the vacated street goes to adjacent property owners. Motion by Nancy Laurent, seconded by Thomas Crosby to hold a public hearing on Tuesday, Feb- ruary 15, 1977 at 8:00 P.M; regarding the vacation of Main Street, Lake Independence in accord- ance with petition filed with the city. Motion carried unanimously 3. CURFEW HOURS, HENNEPIN COUNTY PARKS Discussion of request from Hennepin Co. Park Reserve District regarding extension of snowmobile curfew hours in County parks; from 10:00 P.M. to 12:00 on weeknights and from L2:00 to 2:00 A.M. on weekend nights. The consensus of the council was not to object to extension of hours at this time but to reserve the right to reverse their decision if problems are encountered. 4. MEDINA TRAIL SYSTEM Discussion of a trail system for Medina, Arthur Theis stated that he would check with members of committee that had been organized some years ago; Julius Dorweiler and Harry Sipe. Also Thomas Crosby suggested Robert McCrea and Robert Franklin as possible members of a committee 5. CITY HALL RENTAL Clerk was instructed to put an ad in the Crow River News and contact the Northwest Suburban Chamber of Commerce regarding possible tenants for the lower level of the City Hall. 6. POLICE MUTUAI AID AGREEMENT Police Chief Hoover presented an agreement regarding mutual aid among Hennepin County and municipal police departments. At present Medina does not belong to the organization. Motion by Thomas Crosby, seconded by Nancy Laurent that Medina join in the Mutual Aid agreement. Motion -carried unanimously 1. Criminal Justice Meeting )iscussion of letter from Gary Flakne regarding an informational meeting regarding criminal justice. Members felt that publicity for such a meeting should be handled by Hennepin County and if it were felt that enough people would attend we would provide facilities. Richard Schieffer stated that he would donate time to such a meeting as he is interested and is familiar with what is being done. Thomas Crosby stated that he would contact Mr. Flakne"s office with Medina's coments. 9 6 8. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS Jim Ford of Hennepin County property management presented information regarding possible projects that had been discussed at the public hearings. He stated that road bank sloping would be permitted as would blacktopping of a road. He noted that Council may reallocate funds from one project to another at a later date. Wayne Neddermeyer asked if it would be better to re -grade a road badly in need of work or blacktop a road that is is good condidtion. Discussion of what it would cost to regrade a road. Also discussion of the North -South County route through Medina. Memo from Jim .Lane regardin various projects to which funds could be allocated, was presented. Motion by Thomas Crosby, seconded by Arthur Theis to adopt Resolution 77-2 regarding part- icipation with Hennepin County in the Community Development Block Grant Program and to designate the following projects for Medina: 2000 to Comprehensive Planning; $2000 to planning. relating to Medina Morningside sewering; $3000 to Independence Beach Park land acquisition; $12,000 to upgrading Hunter Drive South. Motion carried unanimously 9. ROBERT SEARLPS Representative Searles appeared to request in -put from Councilmembers regarding the appoint- ment of a respresentative to the Metro Council. He stated that a meeting would be held Jan- uary 24th at Champlin. Wayne Neddermeyer informed him that the Northwest Hennepin League of Municipalities was supporting Frank Larkin as a representative. Thomas Crosby stated that someone was needed who would address the needs of rural areas. 10. VOCATIONAL TECHNICAL APPLICATION Discussion of letter from Vo Tech stating that they were temporarily withdrawing their application. Thomas Crosby felt that because of the withdrawlthe application should no longer be worked on. Wayne Ned'ermeyer felt that because public lands were involved Medina should make a determination. Thomas Crosby asked if an amendment to the Zoning Code should be considered. Richard Schieffer stated that it is very common for municipalities to study one particular area in connection with their Comprehensive Plan. John Lobben of Vo Tech stated that .t'ey consider the letter a withdrawl of their app- lication and would be starting with a new application at a later date; perhats'a month, perhaps a year or at such time as the legislature appropriates money. Motion by Thomas Crosby, seconded by Wayne Neddermeyer to table the issue until February 1st, in view of the f-ct that withdrawl letter had been received just prior to the meeting. Motion carried unanimously 11. SALARIES .Nancy Laurent presented a study of hours worked by full time and part time. road personnel. They .ask that consideration be given to hiring another full time person. Thomas Crosby' asked if present full time people would want to do more overtime work. Donna Roehl presented a comparison study of salaries of Clerks in nearby communities and also the number of actual hours she had worked since January 1st. It was recommended that these salaries and that of the Building Inspector and Planning and Zoning Administrator be discussed at the February 1st meeting and that Russ Bouley again be asked to appear with his proposal. 12. BILLS Motion by William Reiser, seconded by Arthur Theis to pay the bills; Payroll ## 4369-4377 and Order Check #6492. Payroll amount $2236.46. Order Check $553.80. Motion carried unanimously 13 PLANNING COMMIS`?ION VACANCY Letter of resignation from Planning Commission by Nancy Laurent was read. Motion by Arthur Theis, seconded by Thomas Crosby to accept Nancy Laurent's resignation and to write her a letter of thanks for her work. Also to place the appointment of a member to fill the vacancy on the February 1st. agenda. Motion carried unanimously 14. CHESTNUT ROAD DEDICATION Richard Schieffer stated that he had discussed with Morris Holmberg the dedication, Mr. Holmberg, of his portion of Chestnut Road to Medina. Y 97 15. PRIVATE USE OF CITY HALL Discussion of use of City Hall by private individuals. Motion by Thomas Crosby, seconded by Nancy Laurent to deny use of the city hall to private parties, at this time, in view of the fact that there are numerous private halls available in the immediate area. 16. COMMUNITY HEALTH SERVICES Donna Roehl explained the plans fat have been made by H-nnepin County for providing health care to citizens. a 40 cent per.bapita'_rebate will be paid to the Suburban Public Health Nursing Service to provide home visits, child health and immunization clinics and day care center health consultation. In addition to those provided for the 40 cents councils may decide to pay for additional services available from the same service. Council decided to table any action until further study.
