HomeMy Public PortalAbout2010-04-08 HPC MINUTES Village of Plainfield Historic Preservation Commission Record of Minutes Date: April 8, 2010 Location: Village Hall Chairman Lambert called the mee ting to order at 7:05 p.m. ROLL CALL Present: Commissioners Bright, Olsen, Bortel, Wright, Derrick, Spangler, and Chairman Lambert Absent: Commissioner Allen Also present: Michael Garrigan –Village Planner; Merrilee Trotz, Secretary PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA APPROVAL OF MINUTES: Commissioner Bortel made a motion to approve the minutes from February 11, 2010 as presented. Commissioner Derrick seconded the motion. Voice vote. All Commissioners were in favor. Motion carried. CHAIR’S COMMENTS: None COMMISSIONERS COMMENTS: None PUBLIC COMMENT: (Items not on the Agenda) No one approached the microphone. STAFF REPORT Planner Garrigan stated there were no ne w Landmark or District applications; there has been one pre-application meeting for 23842 W. Main Street and a landmark application is in the process of being prepared. There have been no new demolition permits received and none approved since the last meeting of the commission. The preservation wa tch list remains the same. He stated there the owner of 24108 W. Lockport is talking about making some modifications to the southern elevation and to the side elevations. He stated the owner is talking about using a quick brick or veneer on these elevations. This building ha s been identified as contributing. Staff will be sensitive to any façade grant application as this building in on the watch list . Commissioner Bortel asked if staff would want histories on the hou ses listed on the watch list. Planner Garrigan indicated th at would be beneficial. Commissioner Bortel stated when he had them completed he would give them to staff for the records. Chairman Lambert said since no application has come before the commission that discussion should be general. He also indicated that 24004 W. Lockport should be removed from the wa tch list as there is a demolition permit. He stated the watch list was to be a tool. Commissioner Spangler asked if this could be an opportunity to talk with the building owner and offer suggestions. Planner Garrigan said there could be some fact fi nding or fact determination with regard to the existing building to see if they can be renovated or restored versus being replaced of it they have to be replaced that they are replaced in a manner using the Secreta ry of Interior Standards. Commissioner Spangler said quick brick depending on how it was installed it might damage the brick further. Commissioner Spangler said they might be able to offer some input that might be cost saving to him. Historic Preservation Commission Minutes April 8, 2010 Page 2 of 3 Chairman Lambert stated if we do not have an application before us we might be overstepping our duties unless we have been directed otherwise. Commissioner Olsen stat ed we could offer to help. Commissioner Olsen asked if the facade grant criteria could be tied to historically correct restoration. Planner Garrigan indicated the Lockport Street Design Guidelines are consistent with the Secretar y of Interior Standards. Chairman Lambert suggested staff could offer HPC assistance or guidance. Commissioner Spangler asked if staff would ask or offer the commissioners assistance. Chairman Lambert asked if he could get a recap of the proposed building code amendments that may affect or pertain to historic buildings. Planner Garrigan said there is general su pport to adopt the International Building Code standard which would provide more flexibility. Chairman Lambert asked if someone could come and speak to the HPC to give them a better understanding as the Historic Preservation Commission as to the I llinois Energy Code. Planner Garrigan said he would contact the Illinois Historic Preservation Agency. Commissioner Spangler asked if that could be tied into the Green Building initiativ e. Planner Garrigan said that might be a good theme as there is nothing gree ner that preservation. Commissioner Derrick said Michael Jackson did that presentation in Geneva. Chairman Lambert said it would be good for us to have an understanding and how it impacts historic buildings. OLD BUSINESS: None NEW BUSINESS Modifications to the Preservation Ordinance Planner Garrigan stated there was a lot of discussion about the purported ambiguity of the ordinance as it related to creating a historic district. There have been internal discussion and it may be appropriate to revisit the language in the ordinance to possibly refine the language for a text amendment. He welcomed any discussion to clarify the last sentence under Section 9-148 (3). Commissioner Wright suggested taking this under advisement; have the ordinance committee meet; talk with some trustees; and go back through the meeting minutes to learn the intent of the Village Board. Commissioner Spangler and Chairman Lambert both agreed. Commissioner Spangler asked if this would affect the CLG status. Chairman Lambert stated the comment Sara got back was the State Historic Preservation had concern with the rewriting of the last sentence. Chairman Lambert said any changes would have to be submitted with the annual report. Commissioner Derrick stated the original language “Such nominations must be accompanied by a petition supporting the nomination signed by owners of record of at least 51% of the properties within the proposed district.” Commissioner Spangler agreed with Commissioner Wright. Chairman Lambert agreed it would be good for the ordinance committee to review it and get back to us. Preservation Month Activities Planner Garrigan stated the proclamation would be at the first meeting in May at the Village Board. He indicated we would like the second meeting in May to be moved to 5:30 p.m. instead of 7:00 p.m. Chairman Lambert said the third grade classes could meet in the park first and learn a little of the history Planner Garrigan said the presentation of the plaque to Betty Ga ylord could be at the second meeting of the Village Board or it could be at the second meeting of the HPC. Chairman Lambert said it would be a special meeting and we will invite the Village President and all the Trustees. Planner Garrigan indicated he would get the Proclamation for the Village Board packet. East Side District Signage Planner Garrigan asked Commissioner Bortel about the time frame of the fabrication of the signs. Commissioner Bortel said Tom from Plainfield Signs thought he would have the signs ready at the LDDC meeting the first of May. Chairman Lambert asked if one of the signs could be presented to a resident of the district. COMMITTEE REPORTS : None DISCUSSION: None ADJOURN: Commissioner Bortel made a motion to adjourn. Commissioner Derrick seconded the motion. Voice vote. All the Commissioners were in favor.
