HomeMy Public PortalAbout75-067RESOLUTION NO. 75-067 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON AUTHORIZING FILING OF AN APPLICATION WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION, U. S. DEPARTMENT OF COMMERCE, UNITED STATES OF AMERICA FOR A GRANT UNDER THE TERMS OF PUBLIC LAW 93-567 SECTION 301 FOR A PUBLIC IMPROVEMENT PROJECT INVOLVING THE CONSTRUCTION AND DE- VELOPMENT ON CENTRAL AVENUE, ON THE FIGUEROA MEDIAN DIVIDER AND AT THE VINCENT GRANT MINI PARKSITE WHEREAS, under the terms of Public Law 93-567 Section 301, the United States of America has authorized the making of grants to public bodies and private or public non-profit organizations or associations to aid in financing of specific projects; and WHEREAS, said procedures established by the Economic Development Administration, U. S. Department of Commerce require the applicant to certify the approval of the application; and WHEREAS, said application contains assurances with which the applicant must comply; and WHEREAS, said application contains Title X terms and conditions with which the applicant must comply; and WHEREAS, said procedures further require the applicant to possess an adopted plan showing parks and recreation lands and facilities, existing and proposed; and WHEREAS, the City's Parks and Recreation Element of the General Plan was first adopted by the City Council on August 11, 1969 and Phase II was adopted by the City Council on February 1, 1971; and WHEREAS, the proposed public improvement project involves the develop- ment of three existing median divider panels and the construction of sidewalks and the installation of parkway trees on Central Avenue from Del Amo Boulevard north to 190th Street; the construction and development of the Figueroa median divider from Carriage - dale Drive north to 228th Street, and the construction and development of the Vincent Grant mini park site located at 21930 S. Water Street; and WHEREAS, the project must be compatible with the land use plans of those jurisdictions immediately surrounding the project. NOW, THEREFORE, BE IT RESOLVED that the City Council hereby: I 1 . Approves the filing of an application for an Economic Development Administration, U. S. Department of Commerce grant; and 2. Certifies that said agency understands the assurances contained in the application; and 3. Certifies that said agency understands the Title X terms and conditions; 4. Certifies that said agency has or will have sufficient funds to operate and maintain the project; and 5. Certifies that said agency meets the planning requirements and that the project is compatible with the land use plans of those jurisdictions immediately sur- rounding the project; and Res. Fredrick Bien, City Administrator, is hereby authorized to execute and file an application on behalf of the City of Carson with the Economic Development Administration, U. S. Department of Commerce, for a grant to aid in financing a public improvement project involving the development of three existing median divider panels and the construction of sidewalks and the installation of parkway trees on Central Avenue from Del Amo Boulevard north to 190th Street; the construction and development of the median divider on Figueroa Street from Carriagedale Drive north to 228th Street; and the construction and development of the Vicent Grant mini park site located at 21930 S. Water Street; and 7. That Howard B. Homan, Director of Parks and Recreation, is hereby authorized and directed to furnish such information as the Economic Development Admini- stration, U. S. Department of Commerce, may reasonably request in connection with the application which is herein authorized to be filed.
