HomeMy Public PortalAbout2012-02-09 HPC MINUTES Village of Plainfield Historic Preservation Commission Record of Minutes Date: February 9, 2012 Location: Village Hall Chairman Bortel led the pledge to the flag. Mr. Garrigan swore in George Rapp and Larry Kachel as new commissioners. Chairman Bortel called the meeting to order at 7:05 p.m. Roll call was taken; Commissioners Kachel, Bright, Olsen, Hendricksen, Buchanan, Rapp, and Chairman Bortel were present. Commissioners Derrick and Witt were absent. Also present were Michael S. Garrigan, Village Plan ner and Merrilee Trotz, Recording Secretary. APPROVAL OF AGENDA Commissioner Bright made a motion to approve the Ag enda. Motion seconded by Commissioner Olsen. Voice vote: All in favor. Op posed – no response. Motion carried 7-0. APPROVAL OF MINUTES: Commissioner Bright made a motion to accept the Nov ember 10, 2011 minutes as presented. Commissioner Hendricksen seconded the motion. Voic e vote: All in favor. Opposed – no response. Motion carried 7-0. CHAIR’S COMMENTS: Chairman Bortel welcomed the new commissioners and asked that they each identify themselves. Mr. Rapp stated he is fifth generatio n Plainfield and loves Plainfield and has worked with the Historical Society. Mr. Kachel cam e from Joliet and has been on many different committees, commissions and the Village B oard. COMMISSIONERS COMMENTS: Commissioner Hendricksen stated the population of P lainfield was 3500 when he came to town and now the population is close to 40,000; stated h e would like to keep the “warm fuzzy feeling” in Plainfield. Other Commissioners expres sed a similar feeling. HPC was established eight years ago this October. PUBLIC COMMENT: (Items not on the Agenda) No one approached the microphone. Historic Preservation Commission Minutes February 9, 2012 Page 2 of 3 STAFF REPORT Mr. Garrigan indicated there have been no landmark or pre-application meetings; no demolition permits submitted; and the watch list remains the s ame. Mr. Garrigan stated Staff anticipates a demolition permit for the Lutheran School will be s ubmitted soon as they propose to start construction this spring. Mr. Garrigan indicated the developer for the triang le at Oak and Route 59 will present a plan to relocate the war memorial to Settlers Park at the 2 nd Committee of the Whole meeting this month. The developer is proposing approximately a 10,000 sq. ft. structure. Chairman Bortel suggested the commission might want to contact the Clarkson and Weinhold families to establish a thematic district for these farm properties at the corners of Naperville Road and 127 th Street. Commissioner Olsen asked about work being done on 2 4108 W Lockport. Mr. Garrigan indicated it is roof work and/or maintenance work. No TIF funds have been approved for this site. NEW BUSINESS: None OLD BUSINESS: None COMMITTEE REPORTS : None DISCUSSION: Chairman Bortel presented a draft letter of agreeme nt for Certificates of Appropriateness. This agreement would reference any special conditions/st ipulations to assist in the work being completed as approved. This agreement would be sig ned by the applicant, HPC Chairman and Staff; this agreement would follow the process thro ugh the Village Board and to the building permit; then there would be notification of the tim e frame the proposed work and HPC and Staff could verify that the work is completed as original ly approved. Discussion was held and the consensus was approval of this agreement letter. Commissioner Hendricksen made a motion to approve t he Plainfield Historic Preservation Letter of Agreement for Certificates of Appropriate ness so that anyone applying for a COA would be aware of what the approval was based on. Seconded by Commissioner Rapp. Vote by roll call: Kachel, yes; Bright, yes; Olsen , yes; Buchanan, yes; Rapp, yes; Hendricksen, yes; Bortel, yes. Motion carried 7-0. Chairman Bortel presented a draft of residential gu idelines for preservation, restoration, rehabilitation and maintenance. The guidelines are needed for the owners of properties in the Historic Districts. Discussion was held. This do cument would become the residential guidelines when approved. The commissioners will l ook over the guidelines and offer Historic Preservation Commission Minutes February 9, 2012 Page 3 of 3 suggestions at the next HPC meeting. Chairman Bo rtel indicated Catherine O’Conner will be present at the next meeting which will also be a tr aining session. Chairman Bortel presented a picture of a historic s ign that Commissioner Olsen found in Lockport. Discussion was held as to what would be on the sign; possibility of additional verbiage on the sign; the material used for the sig n; and if the signs could be included in the budget. Chairman Bortel will check on the cost of such a sign with Plainfield Signs. Chairman Bortel stated we have to put out bids for the IHPA writing of the nomination for the National Register of Historic Places for the downto wn of Plainfield. A training session for commissioners was held with a fictional proposal of a contemporary building in the existing downtown historic district . Commissioners then made their suggestions to lead the proposed developer to a building that w ould be a better fit in the historic district. ADJOURN: Commissioner Hendricksen made a motion to adjourn. Commissioner Olsen seconded the motion. Voice vote: All in favor. 0 - opposed . Motion carried.
