HomeMy Public PortalAbout2012-03-06 PC minutes VILLAGE OF PLAINFIELD PLAN COMMISSION RECORD OF MINUTES DATE: March 6, 2012 Chairman Sobkoviak called the Plan Commission meeting to order at 7:00 p.m. ROLL CALL: Commissioners Seggebruch, O’Rourke, Kiefer, Heinen , Fulco, and Chairman Sobkoviak; Fire District were present. Commissioner Renzi was absent; Park, School and Library Districts were absent. Also present were Michael Garrigan, Village Pla nner, and Merrilee Trotz, Recording Secretary Approval of Minutes: The Plan Commission minutes from February 21, 2012 was accepted as presented. PUBLIC COMMENTS: Chairman Sobkoviak asked for public comments on items that were not on the agenda. There was no response. DEVELOPMENT REPORT Mr. Garrigan indicated the Village Board approve d l) the special use for Rod Baker Classic Car Showroom; 2) the ordinance for the text amendment rega rding signage; 3) directed the village attorney to draft the ordinance for the special use permit for Ki ddie Academy and approved the final plat; and 4) directed the village attorney to draft the ordinan ce for the special use permit for the Olsen Ottawa Re-subdivision. OLD BUSINESS: Case No. 1574-122011.SU 23915 W Main Street At the applicant’s request, this case will be continued to March 20, 2012. Commissioner Kiefer made a motion to continue Case No. 1574-122011.SU to March 20, 2012. Commissioner Heinen seconded the motion. Vote by roll call: Fulco, yes; Seggebruch, yes; O’Rourke, yes; Heinen, yes; Kiefer, yes; Chairman Sobkoviak, yes. Motion carried 6-0. NEW BUSINESS: Will County Case Johnson Bed & Breakfast Mr. Garrigan stated this is a county case coming before the Plan Commission based on the fact that the subject site is located within 1-1/4 mile of the Villa ge’s municipal boundary. The subject site is located within the Village’s planning area at the southwest co rner of Wheeler and Indian Boundary Line Road. The applicant is requesting to conve rt the single family home to a Bed and Breakfast with a maximum occupancy of 12 guests which would require a special use and also requesting a variance from Will County to allow more than 2 adults per bedroom. Th e subject site is identified as low density in the Village’s Comprehensive Plan and there are a number of large estate lots adjacent to this site. The Michael P. Peck James Racich Dan Rippy Plan Commission Minutes March 6, 2012 Page 2 of 3 applicant is not seeking to annex into the Village an d has no need to connect to the Village’s water and sanitary; the applicant is not proposing to make any ma jor exterior modifications to the structure. The Village Staff is currently updating the Comprehe nsive Plan for the area generally located south of Renwick Road and West of Drauden Road to incorporat e a slightly higher density than what is currently permitted. Staff believes a Bed and Breakfast is consistent with the general identification for low density and does not foresee any negative impacts on the adjacent parcel s; and consistent with the trend of development along Wheeler Road and would suggest making a favo rable recommendation to the Village Board to send a letter of no objection to Will County. Chairman Sobkoviak swore in David Silverman, a ttorney for the applicant, and Tammy Lusciatti, daughter of applicant. Mr. Silverman indicated that Ms. Lusciatti would operate the Bed and Breakfast to cater to persons interested in crafting; indicated th ey do not anticipate any traffic issues; all parking can be accommodated on the property either within in the driveway or on the extension that is existing. Mr. Silverman indicated Will County agrees parking is ad equate; they have had discussions with Will County Health Dept; and they have a review letter from Plainfield Fire Dept. Commissioner Kiefer asked about the type of crafters . Ms. Lusciatti indicated all crafters i.e. quilting, cross stitching, crocheting, knitting, scrapbooking, and jewelry making. Commissioner Heinen asked about jurisdiction over Re nwick Road; if there was a ditch along Renwick; and if there would be modifications to the inside of the house. Mr. Garrigan indicated the Village has jurisdiction to Drauden and west of Drauden would be under the jurisdiction of Plainfield Township. Ms. Lusciatti explained there is a ditch along Renwick and Mr. Silverman indicated the parking is already in place. Ms. Lusciatti indicated the kitchen would be updated to make it a commercial kitchen; explained 3 or 4 door jambs would have to be widened; a ramp would be added outside to make it ADA accessible. Ms. Lusciatti indicated it is a 4 bedroom house, 3 be drooms upstairs with the master located on the main floor. Commissioner O’Rourke asked if this would be her r esidence. Ms. Lusciatti indicated it would be her residence. Commissioner Seggebruch asked what the Fire Depart ment required. Ms. Lusciatti indicated the Fire Department requires a fire alarm system, sprinkler system, emergency exits and lighting, and fire extinguishers. Commissioner O’Rourke asked if neighbors had been notified and Commissioner Fulco asked if this was a public hearing. Ms. Lusciatti indicated she spoke with the neighbor to the south. Mr. Garrigan indicated this was not a public hearing. Mr. Silv erman indicated it will be a public hearing when the case goes before Will County and they will provi de notice to adjacent property owners. Chairman Sobkoviak asked for comments from the audience. There was no response. Commissioner O’Rourke made a motion that the Plan Commission recommend that the Village Board forward a letter of no objection for the proposed speci al use and variance for the Bed & Breakfast being proposed for 25657 W Renwick Road. Vote by roll call: Kiefer, yes; Heinen, yes; Fulco, y es; Seggebruch, yes; O’Rourke, yes; Sobkoviak, yes. Motion carried 6-0. DISCUSSION Some discussion was held regarding Springbank Subdivision.
