HomeMy Public PortalAbout2012-01-03 PC minutes VILLAGE OF PLAINFIELD PLAN COMMISSION RECORD OF MINUTES DATE: January 3, 2012 Chairman Sobkoviak called the Plan Commission meeting to order at 7:30 p.m. ROLL CALL: Commissioners Seggebruch, O’Rourke, Renzi, Kief er, Heinen, Fulco, and Chairman Sobkoviak; Fire District were present. Park, School and Library Districts were absent. Also present were Michael S. Garrigan; Village Pla nner, Jonathan Proulx, Planner II, Merrilee Trotz, Recording Secretary Approval of Minutes: The Plan Commission minutes from December 6, 2011 were accepted as presented. PUBLIC COMMENTS: Chairman Sobkoviak asked for public comments on items that are not on the agenda. There was no response. DEVELOPMENT REPORT Mr. Garrigan indicated there was no development report. OLD BUSINESS: Case No. 1569-102511.TA Text Amendment Mr. Proulx stated this case was continued from No vember 15, 2011; this is a public hearing for the Zoning Ordinance amendment; appropriate notice has b een published in accordance with state statute and local ordinance. This is for two proposed changes to the Zoning Code relative to signage; the first is to expand the Central Sign District; the second series of changes has to do with trying to make provisions for temporary pennant signage. Staff drafted the pr oposal that pennant signage would be allowed for outdoor events that have been approved by the Board. Mr. Proulx reviewed the type of organization that is allowed to have a special use adding a special even t held by any business or organization, which event is associated with a temporary outdoor use that h as been approved by the Village Board in accordance with Section 9-27(1)(c). Mr. Proulx further described who is authorized to appr ove this signage for special event signs in 9-101(5) (b). Mr. Proulx further described the atte ntion-getting devices in the prohibited signs. Discussion was held as to what would be described as a special event which would include the use of pennant flags; the length of time these permits for pennant flags could be on display; explanation of pennant flags, sandwich signs, and snipe signs; contro l or limitation of the number of pennant flags; enforcement of the pennant flags. Peck James Racich Dan Rippy Plan Commission Minutes January 3, 2012 Page 2 of 2 Mr. Proulx suggested it could be tied to a grand opening, or outdoor sale of some type; the time period would be tied to the time frame for the special event; temporary signs are valid for 21 days at a time and can be renewed 4 times; and who w ould be able to approve the signa ge. Mr. Proulx indicated Code Enforcement stays on top of the signs. Chairman Sobkoviak asked if there was anyone in the audience who wished to make any comments. There was no response. Discussion was held with regard to the human signs and whether it should be noted to keep the human signs out of the street. Commissioner Fulco suggested the Commission look at the entire Sign Code. Commissioner Kiefer made a motion to recommend approval of the proposed Zoning Code amendments to expand the Central Sign District and allow limit ed use of pennant flags for temporary signage, as outlined in the staff report. Seconded by Commissioner Renzi. Vote by roll call: Heinen, yes; Fulco, yes; Seggebruc h, yes; O’Rourke, yes; Renzi, yes; Kiefer, yes; Sobkoviak, yes; Motion carried 7-0. NEW BUSINESS: Case No. 1573-121411.RZ.SU 15303 W Joliet Road (Rod Baker Ford) The applicant asked this case be continued to the next meeting January 17, 2012. Commissioner Renzi made a motion to continue case No. 1573-121411.RZ.SU to January 17, 2012. Seconded by Commissioner O’Rourke. Vote by roll call: Kiefer, yes; Heinen, yes; Fulco, yes; Seggebruch, yes; O’Rourke, yes; Renzi, yes; Sobkoviak, yes. Motion carried 7-0.
