Ch apman, SECRETARY • Raymond P. Brixey, LIASON Commissioner Michael Nott called the March 18, 201 0 regular meeting of the Board of Police Commissioners to order at 7:02 p.m. In addi tion to Commissioner Nott, in attendance were Commissioners Greg Chapman and Raymond Brixey, Chief William Doster and recording secretary, Kathy Glavac. The minutes of the February 18, 2010 meeting were read. Commissioner Brixey requested the following corrections be made to the minutes: Under New Business: The statement should read, “Per the Commissioner’s dire ction, not “per the attorney’s direction” and adding that a new version of General Order 10-4 01 will be drafted, “by Chief Doster.” The Sergeant Eligibility list expires on May 1, 201 0 not 2007. Commissioner Brixey also noted the following be corrected: Under Sergeant Eligibil ity List- “Chief Doster discussed some possible effects of delaying the testing and not me eting the May 1, 2010 date. He outlined the impact of not having a list in place in light o f current Village economic problems and talked about possible grievances from the police of ficers union.” Also noting changing the wording to sate that a promotional exam “may” take place in the near future, but the May 1, 2010 deadline will not be met. Also, a correcti on for the spelling of “budgeted” was duly noted and corrected. There being no further correc tions or clarifications, Commissioner Nott moved the minutes be approved with corrections. Co mmissioner Brixey seconded the motion. All in favor. The minutes were approved w ith corrections. Correspondence – Invitations to the Spring Seminar of the Illinois Fire and Police Commissioners Association was received. Chief Dost er informed the Commissioners they will be reimbursed for costs should they choose to atten d. Public Comments – None. Executive Session – None. Pending Business - Chief Doster presented Plainfie ld Police Department General Order 10-401 with revisions per discussion held at the Fe bruary 18, 2010 meeting of the Board of Police Commissioners. Commissioner Nott reaffirmed his position that CALEA refer to the Board of Police Commission Rules and Regulations re garding police officer and/or promotional testing information. Sergeant Exam – With a May 1, 2010 Sergeant Eligibi lity List expiration date, the Commission once again discussed concerns regarding conducting a promotional exam during this difficult financial economy, including legal issues that may arise as a result of not conducting a promotional exam and most importantly, concern over police officer morale. 14300 S. Coil Plus Drive • Plainfield, IL 60544-77 04 • (815) 267-7218 • FAX (815) 436-9681 Page 2 Minutes – March 18, 2010 Plainfield Police Commission Commissioner Nott had contacted the Institute for Public Safety Personnel, Indianapolis, IN to request a proposal for conducti ng the promotional exam which he presented to the Board. Upon review and discussion of the proposal, Commissioner Nott moved to contract with the Institute for Public Saf ety Personnel to conduct the sergeant promotional exam as outlined in their proposal with a schedule of dates and materials in place for the next Commission meeting. Commissione r Nott also moved that the April 15, 2010 meeting of the Board of Police Commissioner be moved to April 29, 2010 at 5:00 p.m. to allow the Institute for Public Safety Personnel add itional time to prepare the testing documentation for presentation to the Board. Commi ssioner Brixey seconded the motion to approve the proposal from the testing company and c hanging date and time of the next Board meeting. All in favor. Motion carried. Personnel Files – Chief Doster stated that all pers onnel files currently housed in the Law Enforcement Center will be moved to the Human Resou rces Department at the Village Hall. All police officer personnel files pertaining to th e Police Commission will be moved and permanently housed in the Police Commission office. On April 1, 2010, secretary Kathy Glavac will work with executive assistant, Lisa DeP atie to complete this task. There being no further business or discussion, Com missioner Nott moved the meeting be adjourned at 8:35 p.m. Commissioner Chapman sec onded the motion. All in favor. The meeting was adjourned.
