HomeMy Public PortalAbout2011-04-21 Police Commission minutesBOARD OF POLICE COMMISSIONERS VILLAGE OF PLAINFIELD MINUTES APRIL 21, 2011 Commissioner Michael Nott called the April 21, 201 1 regular meeting of the Board of Police Commissioners to order at 6:55 p.m. In a ttendance were Commissioners Michael Nott, Greg Chapman, and Raymond Brixey, Interim Po lice Chief, John Konopek, recording secretary, Kathy Glavac, Tina Devore and Ashley Wag ner. The minutes of the March 17, 2011 meeting were rea d and a typo was addressed on page two and Kathy was asked to correct it. There being no other corrections or clarifications, Commissioner Chapman moved the minu tes be approved. Commissioner Nott seconded the motion. All in favor. The minut es were approved. Correspondence – An invoice in the amount of $472.5 0 was received from Attorney for the Commission, John Broihier for services rend ered to the Commission. Commissioner Nott moved the invoice be approved for payment. Co mmissioner Chapman seconded the motion. All in favor. The invoice will be process ed for payment. Public Comments – Welcomed Tina Devore and Ashley W agner. Ashley is a student at Plainfield High School and is currently taking t he Government Class. She is here with her mother to observe the meeting. Commissioner Nott w elcomed them, introduced everyone explained the role the Board of Police Commissioner s. Executive Session – None. Pending Business – Sergeant Exam – A discussion was had regarding the results of the promotional exam recently conducted. The Commi ssioners along with Interim Chief Konopek were very satisfied with the testing compan y. A discussion regarding the use of assessment cente rs for testing was entertained. Interim Chief Konopek stated that assessment center s are more broadbased and involve multi tasking whereas written exams and oral interv iews do not. He also noted that most police officers prefer this form of examination. Commissioner Brixey noted that assessment center t esting is expensive, but should be noted for possible future testing. We have unti l 2013 before we will be testing for sergeants again. Minutes April 21, 2011 Page 2 Commissioner Brixey also noted that the Commission should be seeking outside sources and testing companies which offer an onlin e application process to streamline the process as well as alternatives to the current powe r/agility test that we use. The current rules and regulations of the Board of Police Commissioners we reviewed with changes made. Kathy Glavac will subm it a red-lined version to the Commissioners for further review. Commissioner Brixey moved that a special meeting b e held in May to hear a presentation regarding online police officer applic ations and testing process from IO Solutions as well as a final review of the changes to the rules and regulations. He suggested a date of May 19, 2011 at 6 p.m. but will confirm w ith the testing company and inform the Board of any changes. Due notice will be posted. Interim Police Chief Konopek presented the Commiss ion with documentation from the Village of Plainfield stating that the Village had withdrawn all charges brought forth as outlined in the March, 2011 minutes were withdrawn. He also asked if there was a statute of limitation s for re-hiring officers that were laid off. The three (3) officers which were laid off fr om the Plainfield Police Department are coming upon the two (2) year anniversary of those d ates. We took some time to research the rules and regulations with no clear answer. Co mmissioner Nott suggested that Chief Konopek contact Village of Plainfield attorney, Joa n Meyers and he will contact Commission attorney John Broihier for answers to this question . There being no further business or discussion Comm issioner Brixey moved the meeting be adjourned at 8:12 p.m. Commissioner Chap man seconded the motion. All in favor. The meeting was adjourned.
