HomeMy Public PortalAbout2011-07-11 Police Commission minutesBOARD OF POLICE COMMISSIONERS VILLAGE OF PLAINFIELD MINUTES JULY 11, 2011 Commissioner Michael Nott called the July 11, 2011 special meeting of the Board of Police Commissioners to order at 6:02 p.m. In addition to Commissioner Nott, in attendance were Commissioners Greg Chapman and Raymond Brixey, Inte rim Police Chief, John Konopek and recording secretary, Kathy Glavac. New Business – IO Solutions Commissioner Chapman commented on the conference c all last week with IO Solutions, Rina Zito, stating that she was knowledgeable and the services they are going to provide seem like it would be a good decisions for the Board to accept their propos al. He also called Chad Legal, regarding the oral interviews, their proctor fees are $500 for trainin g the commissioners, $425 a day for a proctor which lead the discussion to group interviews in order to cut down on costs. How many candidates per group interview? It was decided to limit the candidates to 4 per session and having 4 questions, thus allow ing each candidate to be first to answer a question. Power Test – Joliet Junior College would charge us $50 per person taking the power test. NIPSTA would conduct the same exam, funded by prospective candidates, and validate their completion for free. These validation cards are valid for one (1) year a nd afford candidates to use them when applying to multiple agencies. Commissioner Nott noted that this would streamline the process both for the Commission and candidates as well. Commissioner Brixey moved that the Board of Police Commissioners request a formal contract for services from IO Solutions to conduct the entry lev el police officer testing for the Village of Plainf ield. Their services to include, online applications, adv ertisitng, orientation, compilation of scores, vali dation of NIPSTA cards, conduct oral interviews compile pr eliminary eligibility list, request and compute preference points, and compile final eligibility li st. Commissioner Nott seconded the motion, All in favor. Testing Timeline: October 1 – Orientation and Writ ten Exam, Registration for Written Exam begins at 10:30 a.m., with 11:00 a.m. testing. Wee k of November 7 and 14 for oral interviews. Days and times to be determined by the number of candidates. All candidates will be sent written notification of interview date and time. There were a few typos, which secre tary Glavac corrected. Commissioner Brixey moved the amended Rules and Regulataions of the Board of Police Commissioners be approved on July 11, 2011. Commissioner Chapman seconded the motion. All in f avor. The Commissioners then signed the declaration on the back page of the Rules and Regul ations. The document will be available for review and a legal notice placed in the Enterprise Newspaper. The Rules and Regulations will become in force and effect after said notice time has elapsed. Interim Police Chief John Konopek informed the Com mission that the Village Board has approved the return of 2 of the 3 officers laid off. He wou ld like a response within thirty (30) days to deter mine if in fact, they are willing to return to their former positions or decline, in which case the third offi cer will have to be notified. The Commission will send a ce rtified letter to Dawn Fliszar and Jeffrey Kaminsky immediately notifying them of the Village Board’s d ecision. Chief Konopek stated their return would really help the department out and they would step back in to where they left off after some brief fie ld training.
