HomeMy Public PortalAbout2011-06-16 Police Commission minutesBOARD OF POLICE COMMISSIONERS VILLAGE OF PLAINFIELD SPECIAL MEETING MINUTES JUNE 16, 2011 Commissioner Michael Nott called the June 16, 2011 special meeting of the Board of Police Commissioners to order at 6:03 p.m. In addition to Commissioner Nott, in attendance were Commissioners Greg Chapman and Raymond Brixey, Inte rim Police Chief John Konopek and recording secretary, Kathy Glavac. New Business – Police Officer Testing – Commissioner Brixey researched public safety testing companies, including those currently and previously contracted by this Board of Police Commissioners, inquiring as to which ones offered an online applic ation process. Companies contacted were, Institute for Public Safety Personnel, Resource Management, C.O.P .S., Steven A. Laser & Associates and Stanard & Associates. Commissioner Brixey stated that none o f the companies listed above offered the online application process to government agencies. IO Sol utions, located in Westchester, IL is the only loca l company offering the online application process. C ommissioner Nott noted that if there were additiona l companies offering the online process, they would b e contacted and interviewed by this Board. The Commission feels the online application process is beneficial to both the candidates and Commission. Commissioner Brixey also noted that IO Solutions al so offers a physical ability assessment, as well as oral interview services. Further discussion was held regarding the fees cha rged by IO Solutions, based upon the proposal they submitted, and a call was placed to Chad Legal , their representative, with no response. Commissioner Nott directed recording secretary Glav ac to gather all information with regard to expense s from the last testing cycle so the Commissioners co uld compare the costs of both. Commissioner Chapman suggested the Commission that the Commission consider Phase I of IO Solutions proposal, which is the online application process and written exam. Ask about Phase II with a top 30 candidate minimum to oral interviews. Commissioner Nott moved the discussion regarding h iring the testing company be tabled because there were too many unanswered questions regarding their testing procedures and the cost involved. The Commission will contact Chad Legal, request a c onference call and ask that Mr. Legal explain and g o through their entire process, how it works, what se rvices are provided and the cost involved. Commissioner Chapman seconded the motion. All in f avor. A discussion was then held regarding the testing t imetable: All applications should be returned by September 15, 2011, with Orientation and Written Ex amination on October 1, 2011, Physical Agility tentatively scheduled for October 22, 2011 and Oral Interviews the weeks of November 7 and 14, 2011. Further discussion regarding the physical agility/ability test was had. Chief Konopek explained to the Commission that the agility test is more techni cal than the ability test or assessment. All candi dates Minutes June 16, 2011 Page 2 must pass the physical agility test given while the y are at the academy or they do not pass academy. The Commissioners will discuss this with IO Solutions a s to what other options are available. Rules and Regulations – The Commissioners and Chief were given copies of the current rules and regulations of the Board to review for any changes and updates. Chief Konopek stated that in order fo r the Board to have the authority to instill a probat ionary period for a promotional position, a Village of Plainfield Ordinance must be updated and approved b y the Village Board. The Chief suggested and is i n favor of a probationary period of twelve (12) month s. The proposed change in the ordinance would allow the Board of Police Commissioners the option of demoting a supervisor to their prior rank as par t of the disciplinary tools available to them. The proposed changes cannot be made to the Board’s Rules and Regulations until the Village ordinance i s updated. The Commissioners directed Chief Konopek to draft the changes to the Village Ordinance as discussed. Chief will direct Village Attorney, Joa n Meyers to prepare the documents and present them to the Village Board on July 18, 2011. The Commission will strike any reference currently stated in the proposed rules and regulations until such time as the Village Ordinance is updated. Recording Secretary Glavac to make necessary chang es to rules and regulations and send the document to Commission Attorney John Broihier for r eview. Therefore any further decisions or vote to approve the amended rules and regulations of the Bo ard have been tabled. Chief Konopek stated that the Village Board approv ed the recall of two (2) of the three (3) laid off police officers. The Commission will send notifica tion to the two most senior officers via certified letter. They must reply in writing. There being no further business or discussion, Com missioner Nott moved the meeting be adjourned at 8:07 p.m. Commissioner Brixey seconde d the motion. All in favor.
