HomeMy Public PortalAbout2011-10-20 Police Commission minutesVILLAGE OF PLAINFIELD BOARD OF POLICE COMMISSIONERS MINUTES MEETING OF OCTOBER 20, 2011 Commissioner Michael Nott calle d the October 20, 2011 regular meeting of the Board of Police Commissioners to order at 6:19 p.m. In addition to C ommissioner Nott, in attendance were Commissioners Greg Chapman and Raymond Brixey, Chief John Konopek and recording secretary, Kathy Glavac. Public Forum – None. The minutes of the September 15, 2011 meeting were read. Ther e being no corrections or clarifications, Commissioner Brixey moved the mi nutes be approved as read. Commissioner Chapman seconded th e motion. All in favor. The m inutes were approved as read. Correspondence – Notice of Char ges was received by the Plainfi eld Police Department. The Commission has accepted the notice and will refer further c orrespondence and action at this time to Commission Attorney , John Broihier. The annual re gistration for the IL Fire and Police Commission was received. The cost of annual membership is $375.00. An invoice in the amount of $1,611.00. An invo ice from the Enterprise paper for the police officer testing ad in the amount of $53.00 was also received. Commissioner Brixey questioned the invoice from IO Solutions as it had a $53.00 ch arge on there for the Enterpr ise newspaper ad Kathy Glavac will place a phone call to IO Solu tions to request a credit. C ommissioner Nott moved the invoices be approved for payment, Commissioner Chapman seconded the motion. All in favor. These invoices will be submitted for payment. Old Business – The Commissioners began this session as 3:00 p.m. with a training session with IO Solutions for the oral interview phase of the p olice officer testing process. They were all pleased with the p rocess and materials presented to them. Commissioner Brixey requested a copy of the preference points letter previou sly sent to candidates by this Commission. A similar version with the new testing procedures will the sent to qualified candidates by IO Solutions. A conference call was placed to Rina Zito from IO Solutions re garding questions concerning creating the initial eligibility register and the pr eference points letters that will follow to these candidates. Rina stated that those candidates who did not submit a NIPSTA card, will now be disqualified from further consideration, and initial eligibility register will then be established and preference points letters will be sent to the remaining qualified candidates. They have ten (10) days to respond in writing or p reference points will not be

The Co mmissioners also questioned whe n they will receive physical custody of the paper files for all current candidates. Rina in dicated that they are in the process of compiling all the docu ments in to files and will be shipping that shortly. The Commissioners thanked her for her time and ended the conference call. A discussion then ensued regardi ng the use of preference point s. As the rules and regulations stand at this time a nd the testing e ligibility requ irements of this Board, all candidates eligible for testing for the position of police offi cer for the Village of Plainfield qualify to request preference po ints. Chief Konopek noted that there are no provisions for preference points for those who serve as Community Service Offi cers for the Village. Commissioner Nott noted that as well as the possibility of usin g preference points for military service only. Commissioner Not t will place a call to Commissio n Attorney John Broihier for clarification on this matter. New Business – Commissioner Nott stated that the discussion re garding any further amendments to the current rules and regulations of the Board of Police Commissioners will be tabled at this time until further notification. He has not bee n able to contact Commission Attorney John Broihier for furth er clarification and direction on this matter. The meeting schedule for 2012 wa s presented to the Commission for approval. Commissioner Nott stated that spec ial meetings or additional me etings may be added to the schedule with due notice being given. Commissioner Nott moved the meeting schedule be approved. Commissioner Chapman s econded the motion. All in fa vor. Motion carried. Executive Session – None.
