HomeMy Public PortalAbout2011-05-26 Police Commission minutesBOARD OF POLICE COMMISSIONERS VILLAGE OF PLAINFILED MINUTES MAY 26, 2011 Commissioner Nott called the May 26, 2011 special meeting of the Board of Police Commissioners to order at 6:00 p.m. In addi tion to Commissioner Nott, in attendance were Commissioners Greg Chapman and Raym ond Brixey, Commission Attorney John Broihier, Chad Legal from IO Solution s and recording secretary, Kathy Glavac. IO Solutions – Chad Legal a representative from IO Solutions/Public Safety Recruitment presented the Board the services they p rovide government agencies for entry level testing. Included in his presentat ion was their online application process, power and/or physical ability testing, and oral interview services. Mr. Legal provided the Commission with written inf ormation on their company and services offered. The Commissioners wi ll review and discuss the information presented and contact Mr. Legal with an y further questions. The Commission thanked Mr. Legal for his time. John Broihier – Commission Attorney, John Broihier was present to discuss proposed updates and changes to the current Rules a nd Regulations of the Board of Police Commissioners for the Village of Plainfield. Attorney Broihier made the following recommendatio ns: • The Board use 60% written/40% oral weighted scores for the primary/initial eligibility list • Power Test may not be used as a screening tool, get our own test developed or give power test on a demonstration bas is and reject those who choose not to participate • At orientation, notify candidates that you will tak e the top 75(?) scorers from the written exam and move them on to t he oral interviews – Candidates must be notified prior to ta king the exam. • Rules will state”The following test may be given an d the sequence may change at the Board’s discretion.” • Keep costs down by accepting only a predetermined a mount of applications, state number in advertising and also reject any defective applications. Minutes May 26, 2011 Page 2 Attorney Broihier added those officers which have b een laid off, must be contact first in the event the Village Board determ ines officers can be hired. The statute states that if positions are eliminated or numbers reduced or restructured, the last person hired is the first person that gets laid off. The last person put on furlough is the first one to be asked to come back. This is done by the Village Board or Police Department and not the Police Commission as long as there is a vacancy. There is no statute of limitations regarding recall ing of laid off officers. Attorney Broihier will be submitting revised and u pdated Rules and Regulations of the Plainfield Police Commission for review and approval in the coming days. There being no further discussion or business, Com missioner Nott moved the meeting be adjourned at 8:00 p.m. Commissioner Cha pman seconded the motion. The meeting was adjourned.
