HomeMy Public PortalAbout2011-09-15 Police Commission minutesVILLAGE OF PLAINFIELD BOARD OF POLICE COMMISSIONERS MINUTES MEETING OF SEPTEMBER 15, 2011 Commissioner Michael Nott called the September 15, 2011 regular meeting of the Board of Police Commissioners to order at 6:00 p.m. In attendance were Commissioners, Michael Nott, Greg Chapman and Raymond Brixey, Interim Police Chief, John Kono pek and recording secretary, Kathy Glavac. Public Forum – None The minutes of the April 21, 2011 regular meeting, May 26, 2011, June 16, 2011, June 23, 2011 and July 11, 2011 special meeting were read. There bei ng one clarification in that Chad Legal should be spelled Chad Legal, Commissioner Raymond Brixey mov ed that the minutes be approved with the spelling error corrected. Commissioner Chapman sec onded the motion. All in favor. The minutes were approved. Correspondence – A copy of the new Village Ordinanc e was presented to the Board of Police Commissioners for their review. The Commissioners directed, Kathy Glavac to send a copy of the ordinance to the Commission Attorney, John Broihier for him to review and how it will pertain to our rules and regulations. An amendment to the rules a nd regulations should be forthcoming to allow for a probationary promotion period and demotion to prior rank as a discipline tool to be used by the Commission. Old Business – Application Process – Commissioner Nott personally thanked Commissioners Chapman and Brixey for all their efforts in coordin ating and working with the new testing firm and working through all the contractual issues. The ap plication process is now complete with the testing company reviewing applications. They should have a final count of qualified applicants to the Commission by September 21 as well as a list of que stionable candidates for the Commissioners to make decisions as to whether to accept or decline their application. New Business – Orientation – Orientation is schedule d for October 1, 2011 at 9:00 a.m. with the written exam to follow immediately. There will be a short break to allow us to set the room up for testing. Upon final receipt of candidate numbers, Kathy will see to it that there are enough tables a nd those will be set up during the break. The schedul e from the last Orientation was reviewed by the Commissioners and Chief Konopek. Although the form at will stay the same, the Commissioners decided not to provide a copy for all the candidates. Mich ael Nott will speak on behalf of the Commission, a representative of the testing company will speak to the testing process, and Chief Konopek will speak on behalf of the Police Department. Chief will take c are of setting their speaking agenda. Oral Interview Catalog - A discussion was held reg arding the context of the catalog provided by the testing company (IO Solutions). Only the top 40 hi ghest scoring qualified candidates on the written Page 2 Minutes September 15, 2011 Plainfield Police Commission exam will be invited to the oral interviews. The C ommissioners set the date of Saturday, November 19, 2011 for oral interviews. Various questions about how this testing company administers the oral interview, the costs involved for training and proc toring, and questions used all were discussed. A p hone call to Meghan Anderson, from IO Solutions, who wil l be handling the oral interviews, was placed. The Commissioners asked her and discussed with her thei r concerns. She will work to obtain answers to the Commissioners questions and will meet with them on October 20, 2011 at 3:00 p.m. at the Law Enforcement Center to plan the oral interview porti on of the police officer testing process. Executive Session – At 7:50 p.m. Commissioner Micha el Nott motioned the meeting be adjourned to Executive Session for the purpose of discussing personnel matters. The meeting was returned to open session at 8:05 p .m. Sergeant Promotion – Interim Chief Konopek informed the Commission that the Village Board has approved the promotion of a police officer to the r ank of Sergeant. After some discussion, Commission er Nott moved that the number one (1) candidate on the Sergeant Eligibility list, Colin Mulacek be appoin ted to the rank of Sergeant. Commissioner Chapman seco nded the motion. All in favor. Officer Mulacek wi ll be sworn in as Sergeant on October 3, 2011 at the V illage of Plainfield Board Meeting. A congratulato ry letter will be sent to Officer Mulacek. The Commis sion extends its best wishes to Officer Mulacek in his new position. There being no further business or discussion Comm issioner Chapman moved the meeting be adjourned at 8:30 p.m. Commissioner Brixey seconde d the motion. The meeting was then adjourned.
