HomeMy Public PortalAbout2012-03-15 Police Commission MinutesPLAINFIELD BOARD OF POLICE COMMISSIONERS MINUTES MARCH 15.2012 Commissioner Michael Nott called the March 15, 2012 regular meeting of the Board of Police Commissioners to order at 6:18p.m. In attendance were Commissioners Michael Nott, Greg Chapman, and Raymond Brixey, Chief John Konopek and recording secretary, Kathy Glavac. The minutes of the February 16, 2012 meeting were read. Comr~1issioner Michael Nott took a moment to review what had transpired at the February meeting with Commissioner Chapman, who was absent from the February meeting due to illness. There being no corrections or clarifications, Commissioner Nott moved the minutes be approved as read. Commissioner Brixey seconded the motion. All in favor. The minutes were approved as read. Correspondence -A request for employment was received from Cody Helium. Commissioner Nott will respond. An invoice for legal services was received from John Broihier in the amount of $3,150 for the disciplinary matter. Commissioner Nott moved the invoice be approved for payment. Commissioner Chapman seconded the motion. The invoice will be submitted for payment. Kathy Glavac received an email from Carol Summerfield inquiring the Commission's policy on hiring potential candidates who have admitted to using or have prior drug convictions. The Commission reviewed the rules and regulations. Commissioner Chapman noted that Chapter II, Section 3 -Disqualification states "The Board may refuse to examine an applicant or, after examination, to certify him as eligible: c) Who is aadicted to the use of drugs or intoxicating beverages or is found to have taken or used drug~ and/or narcotics illegally." Any applicant, or eligible, deemed disqualified hereunder, shall oe notified by the Board. Promotion Vacancy Language -A discussion was held regarding language in the Commission Rules and Regulations which would allow for a promoted officer to be demoted to his former rank for a probationary period of 12 months from his/her promotion date as well as language to allow for a voluntary demotion. At this time, should the Chief come before the Board to request a demotion of rank, the Commission does not Page 2 Minutes, March 15, 2012 Plainfield Police Commission have the authority to act on such a request. The Chief explained to the Commissioners that the only reason he would make such a request would be if a Sergeant was not fulfilling his duties. The Commissioners discussed this topic at length, raising many questions and presenting many different scenario's as to how the ability to demote a police officer would be utilized by the Board. Commissioner Nott will contact the Board's attorney, John Brohier for further direction regarding this matter. The discussion was then tabled. Preference Points -The current preference points allowance u~ed by the Board virtually allows all candidates to be eligible. A discussion was held regarding the current allowances, what should be changed, which allowances should be deleted, or new ones added. Educational: At this time all are allowed. Should it be changed to bachelor degree only, bachelor degree in law enforcement or criminal justice or eliminated? Veteran: Keep. Certified Officer: A discussion was held, possible elimination. Chief Konopek suggested allowing preference points for those who currently work at the police department, specifically, Plainfield Community Service Officers, who may apply, as they are required to learn the same Village rules and ordinances as certified police officers. There was also discussion of giving different preference point values to the allowances. Commissioner Nott will further discuss this with the Commission's attorney, John Broihier. The discussion was tabled. Social Media Background Check Allowance -Chief Konopek is requesting that a waiver be added to the employment application to allow access to a candidate's social media account(s). He ~rought a sample copy for the Commissioner's to review. The testing company used by the Commission will be contacted to inquire as to whether or not they have a sample waiver on file. Chief also asked about those candidates on the current eligibility list, as to whether or not they could be required to sign such a waiver. Commissioner Nott will discuss this matter with the Commission attorney, John Broihier. The discussion was tabled. Executive Session-None.
