HomeMy Public PortalAbout2012-02-13 COW minutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on February 13, 2012 In the Boardroom Mayor Collins called the meeting to order at 7:07 p.m. Present were: Mayor Collins, Trustee Fay, Trustee Peck, Trustee Lamb, Trustee Rippy, and Trus tee Bonuchi. Board absent: Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Steve Amann, Engineer; Allen Persons, Public Works Director; Michael Garrigan, Planni ng Supervisor; and John Konopek, Chief of Police. There were approximately3 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop, Special Meeting, and Executive Session held on January 23, 2012. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins stated that he received a letter complimenting the Dean Marquez and Greg Specht of the Building Department and thanked them for their efforts. TRUSTEES COMMENTS Trustee Fay: • Expressed some concern regarding the Villas at Fox Run and asked the staff to monitor the earth moving in that development and to keep the Board informed. • Inquired about the string of ars ons. Chief Konopek stated that there is still an active investigation. Trustee Lamb: • Asked if the Village had good working rela tionship with Will County Stormwater. Mr. Persons stated that the Village is a member and that staff attends regular meetings. He stated that there has been so me movement towards a flood study of the DuPage River, but funding is an issue. • Inquired about disaster prepare dness for flooding. Chief Konopek stated that the Plainfield Township has installed another water meter ga uge and prior floods have been mapped out. Education of the public is ongoing w ith all areas of disaster. Trustee Bonuchi: • Commented on the Business Evolution Center Ribbon Cutting. • Stated that Tuesday, February 21, 2012 is the la st day to register to vote for the General Primary Election. PUBLIC COMMENTS None. WORKSHOP MEETING #1 LOWER DUPAGE RIVER WATERSHED COALITION PRESENTATION Mr. Doug Kissel, Wastewater Superintendent , and Ms. Jennifer Hammer, The Conservation Foundation, gave a presentation regarding the Lowe r DuPage Watershed Coalition and the Lower DuPage River Watershed Plan. The Coalition is a non-profit organization repr esenting stakeholders within the watershed. Leadership roles are being f illed by the City of Naperville, City of Joliet, and with Board support, the Village of Plainfield. The Coalition has base d a fee structure on the basis of EPA issued permits. The Village of Plainfield ’s share of coalition dues is $27,154 or 15%. Minutes Committee of the Whole Wo rkshop – February 13, 2012 Page 2 of 2 Ms. Hammer stated that the Coalition will approach the EPA for regulatory consideration, grants, or other assistance. Ms. Hammer reviewed the Lower Dupage River Watershed Plan. The Lower DuPage Watershed starts at the confluence of the East and West Branches of the DuPage River and flows into the DesPlaines River near Channahon. Portions of 13 municipalities are within the watershed. A model of the watershed was developed to estimate the amount and source of pollutants of interest. Ms. Hammer then reviewed the pollutant load analysis. Trustee Lamb asked if the Village would be able to use the Coalition as an advocate. Ms. Hammer stated that the Coalition has been able to help with permit renewals. Trustee Bonuchi stated that she hopes the Coalition qualifies for grant funds and th anked them for the presentation. Mayor Collins asked if the best management practices could be monitored for the communities up north. Mr. Persons stated that the Upper DuPage Coalition is a couple years ahead and that the Lower DuPage Coalition will be able to use that data as well. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trust ee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 8:09 p.m. Michelle Gibas, Village Clerk
