HomeMy Public PortalAbout2012-04-23 COW minutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on April 23, 2012 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Rippy, Trustee Bonuchi, Trustee Fay, Trustee Lamb, Trust ee Peck, and Trustee Racic h. Others present: Brian Murphy, Administrator; Michelle Gibas, Villa ge Clerk; Scott Threewitt, Staff Engineer; Randy Jessen, Public Improvements Superintendent; A llen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Traci Pleckham, Ma nagement Services Director; and John Konopek, Chief of Police. There were approx imately 9 persons in the audience. Trustee Fay moved to approve the Minutes of th e Committee of the Whole Workshop and Executive Session held on March 12, 2012. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins: • Stated that Representative Cross is currently accepting nominations for recipients of the Ovation to Business Award. You can nominate a sm all, medium or large business in the 84th district that is sustai ning or growing jobs as well as invol ved in community service. Not-for-profit organizations are also eligible for nom ination. You can find and submit the application form on Rep. Cross’ website, www.tomcross.com . • Stated that he attended the Pl ainfield School District’s Founda tion for Excellence and it was well attended. Trustee Bonuchi stated that the Foundation appreciat es the community’s support. TRUSTEES COMMENTS Trustee Peck encouraged drivers to be aware of motorcycles and bicycles. Trustee Fay asked the staff to look at the tra ffic signal timing on Route 59 and Lockport Street. Northbound traffic on Route 59 turning left onto Lockport backs up. PUBLIC COMMENTS None. WORKSHOP MEETING #1 ELECTRIC AGGREGATION PUBLIC HEARING Trustee Fay moved to open a Pub lic Hearing regarding Electric A ggregation. Seconded by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried. Mayor Collins called the Public Hearing to or der at 7:05 p.m. Present roll call stands. Minutes Committee of the Whole Workshop – April 23, 2012 Page 2 of 3 Mr. Hugh O’Hara, Will County Government League, reviewed the Electric Aggregation Plan of Operation and Governance. Mr. O’Hara stated that aggregation efforts seek to lower the costs of electricity for residents and small commercial bu sinesses. The Will County Governmental League has selected a qualified consultant to assist with the overall process. Upon completion of the State’s requirements, the Will Electric Aggregation Group will begin to solicit bids from qualified alternative retail suppliers. Members will receive opt-out ma ilers which provide information on rates and terms and conditions. Mr. O’Hara pointed out that reside nts that already have a th ird party supplier will not be included in this program. Resi dents already with a third party pr ovider that are interested in joining the Will County Aggregation should review their contracts with their providers for early termination provisions. Mr. Larry Duchek, resident, asked if there is a fee from the municipality or the Will County Governmental League for providing this service. Mr. Brian Murphy, Village Administrator, stated that there are no fees involved. The municipalities involved in th e Will Electric Aggregation Group are doing this solely as a servic e to the community. Mr. Duchek asked if the Aggregation Group would be purchasing a block of electri city then reselling to the resident s. Mr. O’Hara stated that the Aggregation Group is not purchasing electricity, but rather negotiating a rate. Mr. Duchek inquired as to where a resident can get a c opy of the electric contract. Mr. O’Hara stated that once a contract is signed, all municipalities in the Will El ectric Aggregation Group will have a copy. Trustee Racich inquired about the call center. Mr. O’Hara stated that ComEd will provide all services and will be able to answer calls. The call center is only fo r questions regarding the supply of electricity. ComEd is accountable for electricity reliability and w ill still operate and maintain the infrastructure. Reports of outages or other reliab ility issues should be directed to ComEd. Ms. Maryann Feron resident, inquired as to what companies the Will Elect ric Aggregation Group will be soliciting for bid. Mr. O’Hara stated that th ere are 23 suppliers and th at the Aggregation Group will solicit bids from all of them. Each municipality in the Aggregation Group is entitled to one vote. Mayor Collins thanked Mr. O’Hara for his presentation and informed everyone that another Public Hearing for Electric Aggregation will be held on May 7 at 7:00 p.m. Trustee Fay moved to close the P ublic Hearing. Seconded by Trust ee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. The Public Hearing closed at 7:28 p.m. #2 ROAD INDEX PRESENTATION Mr. Don Hardt and Mr. Dave Butler, Infrastructu re Management Services , gave a presentation regarding the inventory and condition survey of th e Village’s roadway network. Mr. Hardt reviewed how the information was gathered. Mr. Hardt pointed out that the data is linked to the Village’s GIS database and staff will be able to use that data. Mr. Butler reviewed Plainfield’s data, rating, and methods of maintenance and preservation. Mr. Butler st ated that the results of the survey show that the average Pavement Condition Index (PCI) is 7 9, which is comparable to 20 Illinois communities including Schaumburg, Aurora, Northbr ook, Lake Forest, and Oak Park. Mayor Collins thanked Mr. Hardt and Mr. Butler for the presentation and then read the reminders. Trustee Fay moved to adjourn. Seconded by Trust ee Lamb. Voice Vote. All in favor, 0 opposed.
