HomeMy Public PortalAbout2012-05-14 COW minutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on May 14, 2012 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Bonuchi, Trustee Fay, Trustee Lamb, Trustee Pec k, Trustee Racich, and Tr ustee Rippy. Others present: Brian Murphy, Administ rator; Michelle Gibas, Vill age Clerk; Randy Jessen, Public Improvements Superintendent; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supe rvisor; and John Konopek, Chief of Police. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on April 23, 2012. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins thanked everyone that participat ed in the DuPage River Sweep. There were approximately 50 volunteers. TRUSTEES COMMENTS Trustee Fay informed everyone that the Open H ouse/ Ribbon Cutting for the Riverfront has been postponed. Trustee Racich encouraged everyone to participate in the Wounded Wa rrior 5K run that is scheduled to be held on Saturday, May 26, even if to line the street and to cheer. PUBLIC COMMENTS None. WORKSHOP MEETING #1 I-55 INTERCHANGE – PHASE 1 ENGINEERING UPDATE Mr. Allen Persons, Public Works Director, stated that over the past year, V3 Companies has been working on the development of the Phase 1 Engi neering Study for the expansion of the I-55 Interchange at Route 126 and the creation of a new interchange at I-55 and Lockport Street. Romeoville, Bolingbrook, and Plainfield have ente red into an intergovernmental agreement in support of this study and the Community Adviso ry Group (CAG) has provided guidance in the development of potential traffic routes. Mr. Dave Heslinga, Director of Transportation for V3 Companies, gave a presentation highlighting 11 variations of the potential future work for the I-55 interchange project. Alternates numbered 1A, 1B, and 1C provide an interchange at Airport Road. Alternates numbered 2A, 2B, and 2C provide a full access interchange at Route 126. Alternat es numbered 3A, 3B, 3C, and 3D provide a combination of Airport Road and IL 126 interchange s. Alternate number 4 provides enhancements to the frontage road network, but no new interchange access to I-55. Mr. Heslinga stated that the second of three public hearings will be held on June 21 between 4pm and 7pm at the Plainfield Village Hall. Mr. Heslinga stated that the presentation is posted on their website and the Vi llage is welcome to link to it. Trustee Lamb inquired as to whether or not IDOT and the FHA i ndicated support for this project. Mr. Heslinga stated that they are open to cons idering alternatives. Trustee Bonuchi expressed concern regarding the impact of the Lockport/Airport Road Intercha nge. She stated that her biggest concern was bypasses and we don’t have these. Mayor Collins cau tioned that environmental factors/contaminants should also be taken into consideration. Mayor Collins thanked Mr. Heslinga for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Racich. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 8:04 p.m. Michelle Gibas, Village Clerk
