HomeMy Public PortalAbout2012-06-11 Joint Meeting of the Village Board, Plan Commission, & Historic Preservation Commission minutesMinutes of the Joint Meeting of the Village Board, Historic Preservation Commission, and the Plan Commission Held on June 11, 2012 In the Boardroom Trustee Fay called the meeting to order at 7:00 p.m. Board Present: Trustee Lamb, Trustee Peck, Trustee Racich, Trustee Rippy, Trus tee Bonuchi and Trustee Fay. Bo ard absent: Mayor Collins. Historic Preservation Commissi on Present: Commission Derrick, Commissioner Kachel, Commissioner Bright, Co mmissioner Hendricksen. Historic Preservation Commission absent: Commissioner Bortel, Commissi oner Olsen, Commissioner Buchana n, and Commissioner Rapp. Plan Commission Present: Commissioner Sobkoviak, Commissioner Renzi, Commissioner O’Rourke, Commissioner Kiefer , and Commissioner Fulco. Plan Commission absent: Commissioner Seggebruch and Commissioner Heinen. Trustee Racich moved to appoint Trustee Fay as temporary chair for meeting. Seconded by Trustee Lamb. Seconded by Trustee . Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, ye s. 6yes, 0 no. Motion carried. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on May 14, 2012. Seconded by Trustee . Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Trustee Fay: • Requested a moment of silence in memory of the three teenagers that were killed in a motor vehicle accident on Route 126. • Reminded everyone of the IDOT Public Hear ing regarding the I-55 interchange on June 21 from 4pm – 7pm at the Village Hall. TRUSTEES COMMENTS None. PUBLIC COMMENTS None. WORKSHOP #1 ROUTE 59 VISIONING Mr. Garrigan stated that staff is seeking discussion and direction on what the future vision for the Route 59 corridor from Main Street to Union Street should be and whether there is still support for the Business Transition Dist rict along that corridor. Commissioner Derrick gave a presentation on th e Business Transition District. Commissioner Derrick suggested applying BTD Zoning to parcel s currently zoned R-1 w ith a lot line on Route 59, and with an existing dwelling. Commissioner De rrick reviewed some benefits of a Business Transition District and highlighted some commun ities that have successful Business Transition Districts. Minutes Joint Workshop – June 11, 2012 Page 2 of 3 Commissioner Hendricksen stated that recently the Landmark & Distri ct Designation Subcommittee of the Historic Preservation Commission recently discussed the Business Transition District. Commission Hendricksen reviewed the benef its of BTD to the neighbors and the community. Commissioner Hendricksen also st ated that the Comprehensive Plan addresses Business Transition and he agrees with the Comprehensive Plan. Commissioner Sobkoviak stated th at the Plan Commission has b een a proponent of Business Transition Zoning. Currently, Business Transition Zoning is on a case by case basis. If you create a District, there are no guarantees of what type of business you w ill get unless you clearly define what low-impact business are allowed. Commissioner Renzi stated that the Village should be proactive instead of reactive and expressed concern regarding density. Comm issioner Renzi felt that the Rout e 59 area has changed and felt that some portions warranted B-1 commercial zoning. Trustee Kachel stated that th e Business Transition District is set up for homes surrounding downtown. He agrees with creat ing a District for Route 59 and possibly extending it out. Small businesses fit in with neighbors. Stic k with the Comprehensive Plan the way that it is now. Commissioner Keifer expressed concern regardi ng accessibility and parking. He prefers a case by case basis. Trustee Fay stated that he prefers case by case basis, and would like to see some more public relations and educati on on the subject. Trustee Peck stated that he would like to ha ve staff compile some information from other communities that have successful districts. He also suggested having a specific list of approved business if the direction is go to with a Business Transition District. Trustee Rippy stated that strip malls provide for more traffic fl ow. He does not want to see nothing but strip malls, but expressed concern on how much Business Transition the Village can support. He feels there should be a mix. Trustee Bonuchi stated that tra ffic and parking are important but strip malls are not the solution. Details need to be worked out to define a busin ess transition district. She is not in favor of tearing down homes to put up strip malls. Trust ee Bonuchi suggested that staff provide more information to the Board. Commissioner O’Rourke felt that a Business Trans ition District makes sense to maintain balance and it gives direction to home se llers. More intense uses can go someplace else. He expressed concern regarding B-1 zoni ng next to residential. Trustee Racich stated that with this economy th e Village needs to conti nue to seek the best options. He also prefers business tr ansition zoning on a case by case basis. Minutes Joint Workshop – June 11, 2012 Page 3 of 3 Trustee Lamb expressed concern regarding demoliti ons and leaving out vacant lots. He wants to maintain the character of the neighborhood and lik es the idea of a Busine ss Transition District. New development must be consiste nt with residential character. Trustee Racich left the meeting at 7:59 p.m. Trustee Fay opened the floor to public comments. Mr. Tom Mooney, resident, expressed concern rega rding Business Transition District as well as demolition of homes. Mr. Ernie Knight stated that he is in support of a Business Tran sition District and does not see a downside. It helps keep property values and protects the area. Trustee Racich returned to the meeting at 8:25 p.m. Mr. Michael Garrigan stated that he will bring mo re information back to a future Committee of the Whole Workshop and thanked the Trustees and the Commissioners for their input. Trustee Fay read the reminders. Trustee Fay moved to adjourn. Seconded by Tr ustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried.
