My name is Sergeant Bernard O'Donnell, serving as a Patrol Supervisor for the Town of Gulf Stream, Palm Beach County, FL. I trust you'll forgive the intrusion on your Sunday morning; however, the urgency of this matter necessitates immediate attention. Yesterday, December 9, 2023, Mr. Mitchell Sinberg brought to my attention an issue concerning his attempt to trade in a 2021 Land Rover for a Rivian, detailed in the CARFAX report. The report indicates that the vehicle identification number associated with the 2021 Land Rover was reported stolen in Canada, with an official record dated November 24, 2022, from Mississauga, Ontario. Upon investigation, I confirmed this information through NCIC and discovered a discrepancy regarding the vehicle's mileage, as noted in the CARFAX report (Page 3 of 5). Moreover, a review of Florida Department of Motor Vehicles records revealed that Mr. Sinberg legally purchased the 2021 Land Rover from a local dealership in Pompano Beach, FL, on February 24, 2021. Notably, this purchase predates the reported theft in Canada by a significant margin. Based on the evidence gathered, it appears Mr. Sinberg acquired the vehicle well before the theft report surfaced in Canadian records. I consider Mr. Sinberg a victim in this matter and have taken the necessary steps to initiate follow-up investigation through the Delray Beach Police Department, requesting an official NCIC teletype message to Canadian officials for their response. Enclosed with this email, you will find a copy of the message sent to the Canadian authorities. Please note that due to the non -priority nature o this issue over the weekend, I anticipate a response possibly within the following week. I have thoroughly documented all findings in an official police report under case number 20230148783, along with attached PDFs of pertinent documents utilized during the investigation. Access to this report will require a public records request, for which I will provide Mr. Sinberg with the necessary instructions. Additionally, I seek guidance regarding the resolution of discrepancies within the CARFAX report. Specifically, I am curious about the turnaround time for correcting such issues and whether Rivian can address this matter upon receipt of the official police report or if CARFAX requires direct involvement for resolution.
