HomeMy Public PortalAbout2011-03-28 COW minutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on March 28, 2011 In the Boardroom Mayor Collins called the meeting to order at 7:03 p.m. Board Pr esent: Mayor Collins, Trustee Lamb, Trustee Peck, Trustee Raci ch, Trustee Bonuchi, Trustee Fa y, and Trustee Kachel. Board absent: Trustee Peck. Others present: Brian Mur phy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Michae l Garrigan, Planning Superv isor; Dean Marquez, Building Supervisor; Traci Pleckham, Manageme nt Services Director; John Konopek, Chief of Police; and Eric Munson, Police Sergeant. There were 5 persons in the audience. Trustee Fay moved to approve the Minutes of th e Committee of the Whole Workshop and Executive Session held on March 14, 2011. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS None. TRUSTEES COMMENTS Trustee Kachel stated that he wa s not at the last meeting so he did not have the opportunity to comment on St. Patrick’s Day and was sorry he missed seeing the Administrator’s Mohawk. Trustee Fay thanked the Chamber for the Business Expo. Trustee Fay also inquired as to if 127 th Street between Heggs and Route 30, near the Shenandoah Subdivision, is scheduled for improvements. Mr. Persons stated that is scheduled for improvements in the future. Trustee Bonuchi commented on the Business Expo and stated that it is impor tant to shop at local businesses. PUBLIC COMMENTS None. WORKSHOP MEETING #1 TRAFFIC SAFETY PRESENTATION Interim Police Chief Konopek gave a presentation highlighting Traffic Safety. Chief Konopek reviewed the Top 3 Department Priorities, including Speed Enforcement, Occupant Restraint Enforcement, and Impaired Driving Enforcement. Chief Konopek then reviewed the Policies and Guidelines, training, incentives and recogniti ons, State and National Recognitions, Public Information and Education. Chief Konopek pointed out that the Police Department participated in or hosted numerous events in efforts to inform and educate the public. Chie f Konopek then reviewed enforcement activity and crash data. Meeting Minutes Committee of the Whole Workshop – March 28, 2011 Page 2 of 2 Trustee Fay thanked staff for the presentation and suggested looking into doing a full scale disaster drill with Canadian National. Trustee Lamb: • Pointed out that there are more trains now and that they are moving faster and applauded the Police Department’s enforcement efforts. • Stated that he recently heard that children up to 2 years of age shoul d be facing backwards, and asked what the Village was doing in rega rds to that new information. Chief Konopek stated that the Police Department is working on changing the literature and pointed out that the Village has several people that are ce rtified to install car safety seats. • Stated that he would like to see more publicity about Citizen Awards. • Inquired as to the protocol of accidents and medi cal attention. Chief Konopek stated that the officers that are medically traine d are authorized to provide assi stance to their training. Chief also pointed out that the Plai nfield and Oswego Fire Departme nts have excellent response times and are often on the scene within minutes of the Police Department. • Stated that he appreciate d getting the trend data from the Police Department. Trustee Racich thanked staff for the report a nd commended Chief Konopek for his enthusiasm. Trustee Kachel also thanked staff for the report and suggested yearly updates on safety information. Trustee Bonuchi thanked staff for the report and urged drivers to take caution and follow the directions of the personnel directing traffic, especi ally in the event of an accident, and do not drive around vehicles with flashing emergency lights. Mayor Collins thanked staff for the report and read the reminders. Trustee Fay moved to adjourn. Seconded by Truste e Lamb. Voice Vote. All in favor, 0 opposed. Motion carried.
