HomeMy Public PortalAbout2011-05-09 COW minutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on May 9, 2011 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board pr esent: Mayor Collins, Trustee Bonuchi, Trustee Fay, Trustee Lamb, Trustee Pec k, Trustee Racich, and Tr ustee Rippy. Others present: Brian Murphy, Administra tor; Michelle Gibas, Village Cl erk; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor ; Doug Kissel, Wastewater Superintendent; Traci Pleckham, Management Services Director; and John Konopek, Interim Chief of Police. There were approximately 12 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on April 25, 2011. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins thanked everyone involved with the Disaster Drill that took place on Saturday. TRUSTEES COMMENTS Trustee Bonuchi also thanked everyone involved with the Disaster Drill. PUBLIC COMMENTS No Comments. WORKSHOP MEETING #1 LOWER DUPAGE RIVER WATERSHED Ms. Andrea Cline, The Conservati on Foundation, gave a presentation highlighting the Lower DuPage River Watershed Workgroup, the Watershed Plan, and fu ture considerations for the nutrient quality of the water in the DuPage River. Ms. Cline pointed out that the Lower DuPage River watershed covers 168 square miles and encompasses portions of 13 municipalities, in cluding the Village of Plainfield. The Illinois Environm ental Protection Agency has identi fied a wide vari ety of problems within the watershed including high nutrient levels , sedimentation and siltati on, invasive algae which can contribute to dissolved oxygen sinks. The C onservation Foundation initiated the Lower DuPage Watershed Plan in September 2009 and was completed in May 2011. A model of the watershed was developed to esti mate the amount and source of the pollutants of interest, sediment, chloride, phosphorus, nitrogen, and fecal coliform. The model evaluated the origin of the pollutants. Ms. Cline reviewed the policy recommendations including providing incentives for green infrastructure, use of anne xation agreements to include best management practices, and preservation of natu ral resources. Ms. Cline tha nked the Village Board for being proactive and pointed out that Th e Conservation Foundation often refers to the Village as an example of what to do. Minutes Committee of the Whole Workshop – May 9, 2011 Page 2 of 3 Ms. Cline pointed out that there is always room fo r improvement and pointed out a “hot spot” in the Village – a residential neighborhood o ff of Feeny Drive. Pollutants run off the landscape into the creek and then into the DuPage River. Trustee Fay inquired as to how the Village can pr event such run off issues. Ms. Cline suggested removal of the channelized swale. She also sugg ested having a community meeting to address the issues and educate the public. Trustee Lamb stated that the Vill age needs to think through how to handle best management practices with this economy because they cost more to implement. Trustee Racich thanked The Conservation Foundation for its efforts and pointed out that because of the efforts the Hickory Creek now has fish that live in it. At one point, noth ing could survive in that Creek. Ms. Cline pointed out that going forward The Cons ervation Foundation will formalize the structure of the group to implement the watershed plan. The comp leted plan gives watershed priority for funding under the IEPA 319 and Green Infrastructure Grants Program. #2 SPECIAL EVENT PROPOSAL FOR ONE-DAY BREWERS’ FEST Mr. Steve Caton, Mr. Dale Lewis, and Mr. Kevin He rbst gave a presentation to the Board requesting permission to use Village-owned property to host a Brewers’ Fest for the be nefit of the Riverfront Foundation. The group has created a non-for-profit co mpany, Midwest Brewers Fe st, Inc. to run the event. All proceeds will be donated to the Riverfr ont Foundation for the benef it of redevelopment of Electric Park. Midwest Brewers Fest, Inc. wi ll be solely responsible for planning, managing, execution, and clean up from the fest. The gr oup is anticipating an annual event that donates $40,000 or greater in cash and approved infrastructural improvements. Chief Konopek stated that staff has worked signifi cantly with the applicant re garding this proposal. There were some concerns, most of which have b een addressed. Chief Konopek pointed out that the proposal has changed dramatically with staff’s input. Chief Konopek also pointed out that in order to accommodate the event, the Village Board must approve an amendment to the Liquor Code, adding an additional Liquor License Classification to allow such brew fest type events. Trustee Lamb indicated that he liked the concept; it makes the Village a des tination. He thought the plan was ambitious and was curious to see how the event turns out. Trustee Peck stated that he would like to get the support of the surroundin g neighbors. Mr. Caton stated that they are currently working on that and poi nted out that typically br ew fest attendees were docile. He also pointed out that the event would end at 8:00 p.m. Trustee Peck also inquired about the credentials of the servers. Mr. Caton pointed out that everyone serving would be Bassett certified or have similar certifications. Mr. Caton requeste d that instead of requiri ng everyone to be Bassett certified that the Village consider having one pers on per area. They will also have 50 volunteers Bassett certified and assigned to each booth. Volunteer s will be wearing safety green shirts so that Minutes Committee of the Whole Workshop – May 9, 2011 Page 3 of 3 they can be clearly identified. Trustee Peck en couraged consistency in whichever way the Board moved forward. Trustee Peck also suggested th at the persons with Ba ssett certification wear wristbands to make them clearly identifiable. Trustee Bonuchi asked about the carding process. Chief Konopek stated that people from Midwest Brewers will be responsible for carding patrons, and also pointed out that Police Officers will be present. Trustee Bonuchi stated that she like th e Designated Driver program as identified by the applicant. She also inquired as to how food vendors would be chose n. Mr. Dale Lewis stated they are looking for restaurants that sp ecialize in craft beers and pointed out that Plainfield has four restaurants. Trustee Bonuchi inquir ed about retail sales. Mr. Lewi s pointed out that there will be beer related items for purchase. Trustee Bonuchi st ated that she felt it was important to have the servers certified in serving alc ohol. Trustee Bonuchi asked Trust ee Fay as the Chairman of the Riverfront Foundation if they suppor ted the event. Trustee Fay stated that the Riverfront Foundation does support the event. Trustee Racich pointed out that the event was an adult-only event and encour aged the applicant to advertise the event as such. He also felt that it wa s important to have the se rvers certified in serving alcohol. Trustee Rippy asked if the event would require ex tra Police Patrol. Chief Konopek stated that the Police Officers would be offered special detail and the costs would be passed on to the applicant. Trustee Rippy inquired about liability insurance. Mr. John Ar goudelis, attorney, stated that the Village Ordinance requires liability insurance and Midwest Brewers, as the event coordinator, will provide the Village with a certificate of insura nce naming the Village as Additional Insured. Additionally, the contract with the vendors requir es that each vendor prov ide a certificate of insurance naming Midwest Brewer s Fest, Plainfield Riverfront Foundation, and the Village of Plainfield as Additional Insured. Administrator Murphy stated that staff will bring the Ordinance to the Board for formal adoption. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Racich.
