HomeMy Public PortalAbout2011-01-24 Committee of the Whole Workshop & Joint Meeting with the HPC minutesMinutes of the Joint Meeting with the Histo ric Preservation Commission and Committee of the Whole Workshop of the Presid ent and the Board of Trustees Held on January 24, 2011 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board Pr esent: Mayor Collins, Trustee Fay, Trustee Kachel, Trustee Lamb, Trustee Pec k, and Trustee Bonuchi. Trustee Racich was absent. HPC Present: Chairman Bortel, Vice-Chair Derrick, Commissioner Bright, Commissioner Allen, Commissioner Feagans, and Commissioner Witt. Commissioners Olsen, Spangler, and Wright were absent. Others pr esent: Brian Murphy, Village Administrator; Michelle Gibas, Village Clerk; Allen Persons , Public Works Director; Michael Garrigan, Planning Supervisor; Traci Pleckham, Management Services Director; and Bill Doster, Chief of Police. There were approximately 11 persons in the audience. JOINT MEETING WITH THE HPC #1 LOCKPORT (DOWNTOWN) HISTORIC DISTRICT Ms. Catherine O’Connor, Illinois Historic Preser vation Agency, gave a presentation regarding the advantages of establishing Hi storic Districts. Ms. O’Connor reviewed the Village’s current Historic Preservation Ordinance and the role of the Historic Preservation Commission. Ms. O’Connor also reviewed educati onal benefits, social and psychol ogical benefits, and pointed out ways that Historic Districts can aid in Business recruitment, touris m, and protection of real estate investments. Ms. O’Connor then reviewed Federa l tax credits, property tax freezes, and grants. Ms. Suzanne Derrick, Vice-Chair of the Hist oric Preservation Comm ission, then gave a presentation to the Board. Ms. Derrick pointed out that this presen tation was presented on January 12, 2011 at an informational meeting he ld by the Historic Preservation Commission. Ms. Derrick reviewed the benefits of a historic district includ ing economic revitalization, resale value, stability, code relief, technical assistance, recognition and prestige, and protection of Plainfield’s heritage. Ms. De rrick also addressed some common concerns as well as the Certificate of Appropriateness Process. Ms. Derr ick pointed out some of the misconceptions of the review process. The review process is not difficult and certain things like ordinary maintenance do not require a review. Ms. Derri ck pointed out that there will be another informational meeting in February. Trustee Lamb stated that the process needs to be as owner friendly as possible and pointed out that the Village has a unique oppor tunity with the Downtown and the Riverfront. Trustee Lamb also pointed out that it is importa nt that the Village maintain Certified Local Government status. Trustee Kachel questioned notification and the voting process suggested sending a copy of the Ordinance to the property owners by regular and certified mail. Mayor Collins suggested sending a subseque nt letter if a resp onse is not received. Joint Meeting and Committee of the Whole Workshop Minutes January 24, 2011 Page 2 of 3 Trustee Peck suggested following th e ordinance as it is written as to not jeopardize our Certified Local Government Status and apologized for not attending the meeting on January 12 th . Trustee Bonuchi suggested a review of our current ordinance. Trustee Fay thanked the Hist oric Preservation Commission and Ms. O’Connor for their presentations. Trustee Fay moved to adjourn the Joint Meeti ng. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. The Joint Meeting adjourned at 8:23 p.m. COMMITTEE OF THE WHOLE WORKSHOP Mayor Collins called the meeting to order at 8:25 p.m. Board Pr esent: Mayor Collins, Trustee Fay, Trustee Kachel, Trustee Lamb, Trustee Pec k, and Trustee Bonuchi. Trustee Racich was absent. Others present: Brian Murphy, Village Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Michae l Garrigan, Planning Superv isor; Traci Pleckham, Management Services Director; and Bill Doster, Chief of Police. There were approximately 11 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on January 10, 2011. Seconded by Trustee Kachel. Vo ice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins informed everyone of a letter received by the Board from Cindy Roth thanking the Board for the installation of a traffic signal at Essingt on and Route 126. Mrs. Roth’s daughter, Kristen M. O’Brien, was tragically killed in an automotive acciden t at that intersection of June 27, 2008. Kristen was only 18 years old. TRUSTEES COMMENTS Trustee Lamb positively commented on the traffic signal at Essington and Route 126. Trustee Bonuchi thanked everyone involved with getting the traffic signal and gave a special thank you to Ellen Theobald, Dire ctor of the Plainfield School District 202 Transportation Department. PUBLIC COMMENTS No comments. Joint Meeting and Committee of the Whole Workshop Minutes January 24, 2011 Page 3 of 3 WORKSHOP MEETING #1 POLICE DEPARTMENT AND ADMINISTRATION/MANAGEMENT SERVICES Bill Doster, Chief of Police, gave a presentati on on the Police Department’s 2011/12 Budget. Chief Doster reviewed the Police Organization Chart and the budgets for the Executive Offices, Patrol Division, Administrative Division, Records Unit, Seizure/forfeiture and Police Special Activities, Community Service Division, Legal Unit, Capital and Contingencies, PEMA, and Police Commission. Chief Doster also reviewed some trend highlights. Mrs. Traci Pleckham, Management Services Director, then reviewed the 2011-2012 Budget for the Administration/Finance Unit. Mrs. Plec kham highlighted the expense history of the Legislative Program, Administrative Program , Community Relations Program, Facility Management Program, Human Resources Progra m, and the Information Technology Program. Trustee Peck suggested that the Vi llage do a cost/benefit analysis in regards to prosecuting all of our misdemeanor cases. Currently, the Will C ounty State’s Attorney handles those cases and gets the majority of the revenue. If the Village will generate more revenue after accounting for legal fees encumbered, it is a win/win situation for the Village. Mayor Collins thanked the staff for th e presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Tr ustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried.
