A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE CITY MANAGER TO COMMENCE A SEARCH FOR
DEPARTMENT HEAD POSITIONS HELD BY CONTRACTORS, SCREEN
APPLICANTS AND RECOMMEND EMPLOYMENT AGREEMENT FOR SELECTED
CANDIDATES TO COUNCIL FOR RATIFICATION OF THE SAME
WHEREAS, on a number of instances, Councilmembers have commented on
positions held by contractors who serve as Department Heads, specifically on the cost
of consultants providing such services; and
WHEREAS, the two more significant positions in this status are the Public Works
Director and the Development Services Director; and
WHEREAS, at the moment the Development Services Department is the subject
of a possible reorganization. As such, the title and duties of a Department Head remain
in flux until a final reorganization plan is presented and approved by Council. After
Council approval, the job classification including duties and pay must be discussed with
the Lynwood Employees' Management Group and Lynwood Employees' Association
and approved by the Personnel Commission. Once complete, a search for candidates
for the position may commence; and
WHEREAS, the City desires to immediately begin recruitment for a Public Works
Director; and
WHEREAS, the Public Works position will be advertised for a period of two
weeks on the following websites: American Public Works Association, Western City,
Government Jobs, Jobs Available, and the City of Lynwood; and
WHEREAS, an additional two weeks will be provided for candidates to respond
and the City will take no more than two weeks for evaluation of applications with a final
recommendation for terms of employment coming to Council on October 6, 2015.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. The City Council hereby authorizes the City Manager to commence
a search for department head positions held by contractors, screen applicants and
recommend employment terms for selected candidates for council ratification of the
same.
Section 2. This Resolution shall take effect immediately upon adoption.
Section 3. The City Clerk shall certify as to the adoption of this Resolution.
