Minimum Standards: Staff advised that the Minimum Standards are not referenced in the City Code. The result is that violations cannot be enforced as a part of the City Code. The Committee recommends that the City Code be amended to include the Minimum Standards by reference. Motion by Lyn Clark, second by Jim Sproat, motion carried. 2. Aircraft Accident (2/28/88): An experimental aircraft overturned on the runway. No injuries were involved, but minor runway damage and minor damage to the aircraft was reported. Incident reports have been filed and the FAA will investigate. 3. Letter from Bureau of Aeronautics: A letter from William C. Miller, the new chief of the Bureau was noted. (attached) 4. Passmore Aviation Lease: The Committee reviewed the proposed site for the Leasee. (map attached) There were no objections. Suggestions on special conditions will be included in the standard lease. 5. Land Exchange with Hayden Beverage: A proposal to exchange a city owned parcel on the NE corner of Dienhard and Highway 55 was considered. The committee suggested we present this idea to the firm. 6. RV Dump Station Grant: The Committee reviewed the grant application and had no objections to a land trade with CONTEL or the proposed site. 7. Misc. Items: a. NDB final installation has not been scheduled to date. b. McCall Air Taxi has asked that the center taxiway not be plowed at all. This activity endangers ski plane landings. The Committee so recommends as a policy. Motion by Delp, second by Sproat, motion carried. c. The Committee asked for an updated map of tie -down rentors. 8. Airport Zoning Ordinance: Staff described the problems with the Airport Zoning Ordinance which was adopted by the City Council by motion in 1981. (attachment) Such action fails to make the Ordinance a part of the City Code. The Committee recommends that the Ordianance be updated to protect the airspace to include the airspace over the extended runway and be properly adopted by the Council. Motion by Clark, second by Delp, motion carried. The Committee noted and welcomed two (2) new members, Lori Vierra who will be appointed as the Chamber representative, and Mr. Fereday who will replace Mr. Delp. The Committee asked the Mayor's office to acknowledge Mr. Delp's service to the Airport and the City. Without further business, the meeting adjourned at 8:40 am. Arthur J. One of my first goals is to find out what Idaho pilots and aviation officials think about aviation in Idaho. Your opinions on airport development, search and rescue, state aviation publications, and flying safety are important, and I would like to hear from you. There are several ways you can make your opinions known. The upcoming Safe Pilot Awards Programs during February and March will be held in key locations in the state. Idaho's Aeronautics Advisory Board members are Harry Merrick, Twin Falls; William Parrish, Moscow; and Pete Hill, Shelley.
