Commissioner Soles moved, and Commissioner Shapiro seconded the motion to
approve the Agenda. Motion carried: 6 -0.

a. Minor Development Permit Alpine Vet Clinic Tract 3, Faraklas Minor Subdivision
Commissioner Cook moved, and Commissioner Shapiro seconded the motion to open
the public on Minor Development Permit Alpine Vet Clinic Tract 3, Faraklas Minor
Subdivision. Motion carried: 6 -0.
We are in receipt of a Development Permit application for a vet clinic in the Business
District. The proposed location is in an existing structure located at 25 County Road 72,
as such this proposed use is a change in use and is therefore classified per the
regulations as a Minor Proposal {see Section 16 -4 -40 (3) (b)
The applicant is Dr. Jim Hailey. He is the owner of Alpine Vet Clinic which is currently
located next to the Tabernash Post Office. Dr. Hailey is pursuing purchasing the
property at 25 County Road 72 and relocating his business from Tabernash to Fraser.
Dr Hailey's goal is "to provide quality care assisted by digital imaging equipment."
As this Development Permit application is a change in use, the applicant has addressed
the relevant development standards. The Municipal Code does not specifically address
off street parking requirements for vet clinics. Staff has used the parking regulations
applicable to offices in determining the required amount of parking. Offices require 1

parking space per 200 square feet. The proposed vet clinic will be located on the first
floor of the existing structure. The square footage of this area is approximately 1165 SF
(1165/200 5.8 parking spaces). The applicant has provided a site plan that depicts 6,
10' X 20' parking spaces. The Minimum Design Criteria and Construction Standards
require that all driveways shall be surfaced with a minimum thickness of 6 inches of
compacted roadbase material.
The landscaping and signage are pending. The applicant has addressed the trash in the
application. Staff has discussed the disposal of animal's bodies with the applicant and
Dr. Hailey can clarify the plan in person.
Dr. Hailey outlined his concept for a Vet Clinic at this site.
Commissioner Shapiro moved, and Commissioner Cook seconded the motion to close
the public on Minor Development Permit Alpine Vet Clinic Tract 3, Faraklas Minor
Subdivision. Motion carried: 6 -0.
Commissioner Cook moved, and Commissioner Hodsdon seconded the motion to
approve the Minor Development Permit Alpine Vet Clinic Tract 3, Faraklas Minor
Subdivision. Motion carried: 6 -0.
5. Workshop /Design Charrette
The Village at Grand Park Pending Development Permit/Market Street Commercial
Proposal
Scott Munn representing Grand Park Development briefed the Commission on the
Market Street Commercial proposal.

Commissioner Hodsdon recused himself from this discussion due to his relationship with
Munn architecture and Grand Park Development.
Commissioner Cook moved, and Commissioner Shapiro seconded the motion to
adjourn. Motion carried: 6 -0. Meeting adjourned at 8:15 p.m.
