HomeMy Public PortalAboutAAC Minutes 1987 12/02AIRPORT COMMITTEE MEETING DECEMBER 2, 1987 ATTENDING: Lyn Clark, Ron Delp, Jim Sproat and City Administrator Bud Schmidt. FAA/AIP PRE -APPLICATION The Committee noted receipt of the pre -application and expressed their approval of the project's progress. NDB The Committee noted with delight the receipt of the NDB radio frequency assignment. Ron Delp asked to review the technical manuals when the equipment arrives. The problem of the altimeter readings were discussed and the need for an AWOS (Automated Weather Observation System) to certify the NDB approach (essential for commuter service). The Committee believes this is a high priority and asked the staff to again work with the Bureau of Aeronautics to resolve this matter. PENDING AGENDA ITEMS 1. Mission Statement The Committee recommended changes in certain provisions and asked that a draft with those changes be forwarded to them for consideration at the next meeting. 2. Unicom operator agreement No activity to date. SNOW PLOWING: Staff reported that airport plowing would be done as it has been the past two years with two exceptions: 1. Instead of plowing 80' off the runway, we will plow 50' back. This will save 4 miles per storm (15 storms per year). (Note: these figures are correct. I had advised the committee of different distances which were a concern. These distances should be more acceptable and of less risk.) 2. USFS Taxiway stub: The Airport 0 & M agreement between the city and the USFS requires us to plow a 263' stub onto the USFS ramp. This is being included in the plowing routine this year and will also permit a mid -runway escape route. 3. Winter Heliport: See attached memo. Schmidt, Airport Manager DATE: December 1, 1987 RE: Winter Heliport designation Since the jet ramp has no ground rods, the city will plow an area on the Southeast corner of the former USFS ramp for a winter heliport. This location has a grounding rod in place. As of November 30, the heliport is closed and this area should be used for all helicopter arrivals, departures and parking. Also, recall that helicopters are to use the standard traffic patterns for all aircraft. Airport Committee June 3, 1987 Attending: Ron Delp, Lyn Clark, Bill Williams, Bill Dorris, Kirk Braun, Bud Schmidt, City Administrator/Airport Manager 1. Mission Statement draft (No. 1) The attached first draft was distributed along with the Pioneer Aviation letter of May 25. The committee asked to review the proposal and schedule discussion for the July meeting. 2. Status Reports: a. NDB - Phase I construction (tower base, guy wire anchors and building pad) is complete. No FCC frequency assignment has been received. b. RFP/Engineering Services: The Request for Proposals has been published and proposals are due June 24, 1987. The selection process will be considered at the next meeting. c. UNICOM: At Council direction, the city has applied for a new UNICOM license. 3. Manchester Hangar Lease: The Committee discussed the lease reviewing the two problematic provisions, namely the fuel tank and the lease term. They were satisfied that the lease language preserves the "Minimum Standards" requirements on the fuel facility. The "Minimum Standards" permit only 20 year lease terms. Mr. Manchester has requested a 40 year term. Attorney Remaklus has investigated the Minimum Standards and advises that these are set by the local authority (i.e. the city.) The committee recommends that the Minimum Standards be amended to permit a maximum lease term of 40 years. Further, the committee recommends approval of the lease.
