AIRPORT COMMITTEE MINUTES

Manchester Lease: A revised lease has been prepared
and forwarded to Torrey Enterprises. (See attached
letter)
Request for Proposals (RFP) for Engineering Services:
The Committee recommends that the RFP be published
and vendors be invited to make proposals. (See attach-
ment)
USFS Helicopter Landings: Bill Williams asked that the
Airport Manager allow USFS helicopter landings at the
tanker base ramp or the mid-field pad for 1987. The
commission made no ojection to the request.
Landscaping along Highway 55: The P.W. Department plans
to grade this berm and erect the Airport Information sign.
Bill Dorris a~reed to permit the City to remove (He wants
to keep sign and posts) his sign. The Chamber of Commerce
is interested in donating some decorative trees for the
site.
Miscellaneous items:
a. CAP Building; Lyn Clarke asked that the CAP building
be repainted and the porch repaired.
b. Loss of two (2) "Low Flying Aircraft" signs along
Dienhard Lane was noted.
c. NDB Technical Agreement; Bill Williams asked about
the rate and frequency of radio checks required and
asked the City to detail the services required to
beein develoDine and a~reement.
d. McCall Air Taxi would accept to~soil for landscaDine
along their northern and eastern perimeter.
UNICOM: The City has in the past held the UNICOM License.
McCall Air Taxi has proposed to become the licensee, re-
lieving the City of equipment, maintenance costs, and
future license problems.
It is not essential that the City be the licensee.
The policy decision is whether the City should re-
tain the license or should abandon an interest in holding
that license.
Further, since its licensing this radio, which con-
stitutes some benefit to an operator, has been installed
and operated by Pioneer Aviation. If the City elects to

retain ownership of the license, it may be appropriate
to have each FBO make a proposal/bid to operate the
radio advisory service. Criteria might include hours
of operation, license maintenance, equipment maintenance,
cash payments, etc.
Note: The paperwork to apply for the license is on
my desk. I will not mail the documents pending Council
action.
7. NDB Update: On Friday, May 8, 1987, Bureau of Aeronautics
staff will be on site to undertake preliminary engineering
on the beacon. Phase I of installation is scheduled for
May 13 14. No frequency assignment has been received to
date.

Dear Ms. Schraener:
Enclosed is the revised hangar lease. You will notice
that it does not authorize installation of a fuel tank.
You have advised us that you intend to develop an
operating agreement with a McCall FBO. At such time asr
that agreement is in place¥ the fuel tank may be installed
under the FBO's management and control. We are eager to
limit the number of fueling locations and tanks at the air-
port.
The one non-FBO fuel tank (Evergreen) now at the air-
port is under FBO management.
I hope this minor variation in approach is not a seri-
ous obstacle.~
You will note that the letter of FAA approval of the
plan is enclosed.
Also, on your site layout, you should consider the
snow shedding of the ~oof onto the parking area. Moving
the building to the North to better align with the exist-
ing building would resolve the matter.

to you.
