CALL TO ORDER AND ROLL CALL
Mayor Giles called the regular meeting of the McCall City Council to order at 5:30 p.m.
Mayor Giles, Council Member Callan, Council Member Holmes, Council Member
Maciaszek, and Council Member Nielsen all answered roll call.

1. AB 21-159 City Licenses Report to Council Per McCall City Code: Per McCall City Code
Title 4 Chapter 9, the City Council has determined the City Clerk shall be delegated the
authority to process and grant or deny all alcoholic beverage license applications, other than
certain circumstances involving catering permits, which the City Clerk shall review the
application for catering permit for completeness and forward said application to the Police
Chief. The Police Chief upon receipt of the application shall make a recommendation to the
City Clerk to approve or deny the application. Whenever the City Clerk shall determine that
an application for alcoholic beverage license transfer or renewal is complete, the City Clerk
shall approve or deny such application. All decisions of the City Clerk shall be reported to the
City Council at the next regularly scheduled City Council meeting after such decision. The
City Clerk is also responsible for all processing of business, taxi, snow removal, pawnbroker,
child daycare licenses, vendor permits, and public event applications. Action: Council to
review the License report.
5. AB 21-157 Request to Approve the Chamber of Commerce July 4, 2021, Fireworks
Display Permit: The McCall Area Chamber of Commerce is submitting a request for a
firework display permit. They have executed an agreement with Garden State Fireworks, Inc.
for conducting a firework display over Payette Lake. The attached application has been
approved by both the Police Chief and the Fire Chief. Action: Approve the firework display
permit for July 4, 2021 and authorize the mayor to sign all necessary documents.
6. AB 21-161 Request for Local Housing Incentive Program: Reimbursement Request for
Thompson Place Condominiums, Units 5 and 6: The Thompson Place Condominiums
located on Thompson Street were platted with 12 of the 16 units as deed restricted local

housing. The McCall City Council adopted Resolution 19-02, Local Housing Incentive
Program, that created a reimbursement incentive program for projects that meet the criteria of
a deed restriction. Attached are units 5 and 6 that have executed the Deed Restriction for the
Units with the new owners. Units 9 and 11 of the Thompson Place Condominiums with deed
restrictions were previously approved by City Council. The deed restrictions have been
reviewed by the City Attorney. Action: Approve the request for reimbursement of the amount
of $10,000 each through the Local Housing Incentive Program for Units 5 and 6 of the
Thompson Place Condominiums and authorize the mayor to sign all necessary documents.
Council Member Holmes moved to approve the Consent Agenda as submitted. Council
Member Nielsen seconded the motion. In a roll call vote Council Member Holmes, Council
Member Nielsen, Mayor Giles, Council Member Callan, and Council Member Maciaszek all
voted aye, and the motion carried.
STAFF INTRODUCTIONS
AB 21-162 Introduction of New Police Department Staff
Police Chief Justin Williams and Lieutenant Dallas Palmer presented the introduction of the
three of four new members of the McCall Police Department:
Jerry Tatum, from Florida, is a 10-year army veteran whose last position before coming here was
a felony probation officer. Jack Pape, also a marine veteran is from Star, Idaho. Both Officer Tatum
and Office Pape have completed POST and field training. Roger Picard also from Florida and
Marine Corps, was a Sheriff Deputy for 6 years. The department is at full staff for the first time in
at least eight years.
The Council welcomed the new officers.
CHAMBER & DEPARTMENT REPORTS
Chamber of Commerce
Lindsey Harris of McCall Area Chamber of Commerce gave a brief update to the Council. She
shared the Elaine Haas Award recipients have been selected, Board elections are coming up, they

launched the McCall Promise, and she announce the July 4 Guide deadline.
Department Reports
The Council thanked staff for their thorough reports. Per Council Member Nielsen’s request,
Public Works Direct Nathan Stewart gave a brief update on Spring Mountain Blvd and shared the
hope is that the paving will be completed before the holiday weekend.

City Clerk BessieJo Wagner provided a summary of the comments received. The comments will
be included at the end of the minutes as Attachment 1:
Council received 24 comments representing 22 members of the community. 9 Members of the
community were in favor of the Ordinance prohibiting the feeding of wildlife, and 13 members
expressed they were against the ordinance, however, many of the against comments were against
the killing or moving of the deer, not necessarily the prohibition on the feeding of wildlife. No
verbal comments were given.
Hearing no further comments, Mayor Giles closed the comment period.
BUSINESS AGENDA
AB 21-163 Request for Council to Review a Draft Ordinance Regarding Prohibiting the
Feeding of Wildlife
Police Chief Justin Williams presented the review of a Draft Ordinance regarding prohibiting
the feeding of wildlife. On May 27, 2021, Council directed staff to continue with preparation
of a proposed ordinance prohibiting the feeding of wildlife within the City of McCall. In
cooperation with Idaho Fish and Game (IFG), staff has created the included draft ordinance
for review and discussion.
Chief Williams clarified that the ordinance is strictly an ordinance regarding feeding of
wildlife. The City will defer to IFG for what they choose to do with the wildlife.
Council Member Holmes expressed concern for the following three statements in the ordinance
and gave her reasons:

“WHEREAS, the intentional feeding of wildlife can alter natural behavior so far as to
endanger public safety and require relocation or euthanasia of habituated animals”
Council Member Holmes feels that although this ordinance is primarily for prohibition of feeding
wildlife, she wanted to be clear that she is totally against killing the deer. Police Chief Williams
clarified that this language will not be in the ordinance as the draft presented was written in a
resolution format which is not how an ordinance is written. He agreed that the City is not in the
business of relocation and euthanasia of wildlife.

5.7.400 B3 – Edible material located in a residence, closed vehicle, fully enclosed
storage structure, or in an enclosed trash container, where the owner or person in
charge has taken reasonable measures to restrict access by wildlife.
Council Member Holmes was also concerned about “the intent to lure” language of 5.7.400 B3
and Police Chief Williams clarified that this is specifically regarding hunting. Council Member
Holmes wants that to be called out specifically, so it is clearer for the public. She would also like

some language regarding overloading of trash cans written in with some enforcement piece, so
it has teeth to deal with violators.

5.7.400 B7 – Persons who are engaged in a lawful trapping activity allowing edible
bait with all appropriate licenses and/or permits from Idaho Department of Fish and
Game and according to both State of Idaho and City of McCall rules and regulations
for such trapping activity; and activities that include lawful recreational trapping of
wildlife and lawful trapping of nuisance wildlife by both the public and authorized
agents of the State of Idaho, the City of McCall, and the U.S. Department of
Agriculture Wildlife Services.
Council Member Holmes feels this section should be removed completely as it should be a
separate conversation. City Attorney Bill Nichols stated that if this section gets removed this
could create a political firestorm. Regan Berkley, representative of IFG, stated that the State
does not have any regulation regarding trapping, and it is up to cities to make those
regulations. Police Chief Williams clarified that this language is there to show that the City
does not prohibit lawful fish and game activities that are following the State regulations and
guidelines. Council Member Holmes asked that at what point would the City be involved in
any trapping and relocation by IFG of which Ms. Berkley shared they would certainly involve
the City in those conversations. Ms. Berkley addressed the louse issue and stated the issue in
McCall is different from the issue in the City of Riggins as those deer were very infested and
the deer in McCall are just beginning to show infestation. She stated that it is difficult to assess
from afar, so IFG will have a veterinary on site to evaluate each deer that is captured to
determine if there is a lice issue before transport.

Council Member Holmes stated she would like a 4 touch on this item as the Council has not
seen the final ordinance yet and she does not want to make a hasty decision. City Attorney
Nichols asked Ms. Berkley to clarify the migration patterns. Ms. Berkley explained how the
winter feeding stops deer from naturally migrating to lower climes where there is food. City
Attorney Nichols then shared he had asked that question of IFG to determine how much time
was available before the adoption of the ordinance is required and for education. He stated
there is plenty of time to get it right.
Council Member Nielsen wanted to know if there is any influence the City has on what
operations FG will carry out. City Attorney Nichols asked for clarification of and spoke to
what would happen to the deer if the ordinance was passed but not relocated. Ms. Berkley
talked about the issues of what would happen if an ordinance were passed and IFG did not
trap and relocate the deer. She stated that there is some food available, but it would quickly
disappear with the snow and the deer would basically starve and die. She stated that the most
humane and responsible thing to do is to trap and relocate them. Police Chief Williams
reiterated the dilemma brought up by both the City Attorney and IFG is right on point, and he
defers to the wildlife biologist experts to give guidance and make those decisions. He pointed
out humans have created this problem of the deer being dependent for food. He feels it is
important to work closely with IFG and be supportive to solve this problem.

Mayor Giles gave a recap and reminded the Council this ordinance is specifically addressing
wildlife feeding.
Council Member Nielsen asked for Ms. Berkley’s view of the success of the relocating of
deer. She shared success would be trapping and relocating as many as possible with the hope
that all trapped would be healthy enough to be relocated to the winter herd. She cannot offer
a specific survival rate at this time. Council Member Nielsen also asked if trapping is legal in
the City. Police Chief Williams stated that it is legal to trap but hunting is not. Mayor Giles
asked to stick to the topic and not start on an off topic. Council Member Maciaszek agrees
with staying on topic and appreciated Ms. Berkley’s explanation.
City Attorney Nichols asked for a definition of squirrels and Police Chief Williams stated all
squirrels.
Council Member Callan agrees with item #3 in defining what is prohibited with the trash
issues and has some qualms with the euthanasia but agrees with relocating. Police Chief
Williams gave more explanation of what #3 is trying to accomplish and overflowing trash is
covered in another part of the code. City Attorney Nichols stated it could be worded that an
overflowing trash can, not properly covered by a lid, could be determined as not reasonable.
Mayor Giles summarized again and asked staff to finalize the draft ordinance for
review/adoption at the next Council meeting. He asked that Police Chief Williams and Ms.
Berkley be present for that presentation.
An audience member asked if wildlife is traumatized by the relocation. Ms. Berkley addressed
the question by stating animal welfare is their top priority and they routinely trap and relocate
animals and have been doing it for many years. The amount of trauma mostly depends on the
animal.
AB 21-160 Request Approval of Resolution 21-22 to Surplus and Sell Personal Property –
Taser X26 Tasers and accessories
Police Chief Justin Williams presented Resolution 21-22 to surplus and sell department
personal property – Taser X26 Tasers and accessories. Idaho Code §67-5732A allows the
conveyance of surplus personal property to other state and local agencies. Annually City staff
identifies several items as surplus property. He has determined that eight (8) Taser X26 Tasers and
accessories are no longer of use to the City of McCall, and he would like to sell the X26 Tasers to
Accredited Security and receive a credit up to $1,400.00. Staff has determined that it is in the best
interest of the Police Department to sell the X26 to the nationally known distributor that possesses
the equipment to repurpose rather than destroy them.
The Council did not have any questions of staff.
Council Member Callan moved to adopt Resolution 21-22 declaring the 8 X26 Tasers and
accessories as surplus, authorizing the Police Chief to sell the 8 X26 Tasers and accessories
to Accredited Security and sign the sales agreement, and authorize the mayor to sign the
Resolution. Council Member Maciaszek seconded the motion. In a roll call vote Council

Member Callan, Council Member Maciaszek, Mayor Giles, Council Member Holmes, and
Council Member Nielsen all voted aye, and the motion carried.
AB 21-156 Application for the Idaho Airport Aid Program (IAAP)
Airport Manager Rick Stein presented the application for the Idaho Airport Aid Program. The
Idaho State Division of Aeronautics is currently accepting applications for the Idaho Airport Aid
Program (IAAP). The IAAP will fund projects that did not receive a high National Priority Rating
from the Federal Aviation Administration. Such projects may include snow removal equipment,
buildings, fencing, and other hard to fund projects. The State has a recommended a funding request
limit of $300,000 and plans on funding projects on a 90% State/10% local split. Final grant
amounts and financing shares will be announced by the State as all grant applications are received
and reviewed.
Staff has identified the need to purchase snow removal equipment due to the aging fleet that has
succeeded the expected operational use/life cycle. The current snow blower unit is a 31-year-old
Rolba 3,000 tons per hour (tph) blower. The Rolba has proven unreliable in the past few years with
frequent breakdowns, requiring longer airport closures for snow removal. The new equipment
would consist of a front-end loader mounted snow blower unit capable of at least 3000 tons per
hour. Based upon similar equipment purchased at other airports, the expected cost is $280,000 -
$260,000 in equipment purchases, and $20,000 for administrative costs (specifications, bid
package, etc).
Council Member Holmes moved to approve the Application for the Idaho Airport Aid
Program for new snow removal equipment and authorize the mayor to sign all necessary
documents. Council Member Callan seconded the motion. In a roll call vote Council Member
Holmes, Council Member Callan, Mayor Giles, Council Member Maciaszek, and Council
Member Nielsen all voted aye, and the motion carried.
AB 21-158 Request to Adopt Resolution 21-23 Intent to Reimburse Authorized
Reimbursable Expenditures from the Library Bond Fund
City Manager Anette Spickard presented Resolution 21-23 Intent to reimburse authorized
reimbursable expenditures from the Library Bond Fund. The McCall City Council adopted
Ordinance No. 999 calling for a bond election for the Library Expansion Project on March 11,
2021. The bond election was held May 18, 2021, asking the voters of McCall whether the City
should issue general obligation bonds of up to $4,200,000 for the library project. The required two-
thirds (2/3) majority of the electors cast votes in favor of issuing the bonds. The City intends to
incur and pay for reimbursable expenditures from the Library Bond Fund, and it is the City’s intent
to be reimbursed for the expenditures from the bond proceeds. Adopting the resolution of Intent
officially declares the City’s intention to be reimbursed for certain authorized expenditures. The
resolution was prepared by bond counsel.
The Council did not have any questions of staff.
Council Member Maciaszek moved to adopt Resolution No. 21-23 Intent to Reimburse
Authorized Reimbursable Expenditures from the Library Bond Fund and authorize the
Mayor to sign all necessary documents. Council Member Holmes seconded the motion. In a

Covid-19 Update and Review of Mask Metrics Status
Police Chief Justin Williams presented the Covid-19 update. He reported that the county is still
below average and 3 of the 4 metrics are being met. City Manager Anette Spickard gave an update
on the focus of the Covid-19 regional taskforce is now focused on education regarding
vaccinations and there is a mobile vaccine vehicle going around to different communities.
Upcoming Meetings Schedule Discussion
Council discussed upcoming meetings. Council Member Nielsen would like an update from the
Housing Advisory Committee.

Please prohibit feeding of deer, and work with IDFG to reduce the herds drastically. Overpopulation of
deer in our part of town is a serious menace and has had a major financial cost for us. This spring, a deer
being chased by a loose dog in the neighborhood darted out of a side street, struck my stopped vehicle
at a full run and caused significant damage. In recent years as deer herds in town have increased, we
have spent hundreds of dollars on deer repellent to save our trees, shrubs and gardens. But it's always
temporary and seems they will soon eat almost everything they can reach, including "deer hardy"
plants. Two weeks ago in frustration I spent almost $400 on 7 foot deer netting. Prior to that, we
watched deer easily jump over a 5' wire fence around our vegetable garden. Our yard now has some
protection but feels and looks a bit like a prison. This has to end. Thank you.

Leave the deer where they are. Increase education about not feeding. Signs about it in areas where it is
known they are being fed. Generations of deer are in town. It is an endearing feature here and should
be left alone. The mountain lion has been around for many years.

Deer have been a problem for years. Feeding them isn’t good for deer or McCall. Tourist love to see
them like we do but they need to become wild again. Same for all the furry creatures. Birds are just fine.

Please vote in support of this proposed ordinance. We support McCall Police Dept. and local Fish and
Game in the need to curb the cities deer population. We know first had the destruction of personal
property that is being done. Please drive by and take a look. The City of McCall, should look to other
resort communities in the state. It is one of the only in the state NOT to have an Nuicance ordinance for
feeding of wildlife in city limits. Thank you

"Just read an article in the Lewiston Tribune that the mayor and city council are discussing the moving of
the ""town"" mule deer. The wildlife is one of the reasons why we love visiting McCall every year in the
spring and fall. McCall is a mountain town, not an urban city. Do your part in helping to maintain this
mountain town and it's four legged inhabitants. Educate people on how not to feed the elk and deer;
how not to leave garbage cans open for the bears, fox and raccoons; how not to leave dog and cat food
on porches. People choose to move to McCall because of it's beauty and natural setting. It's not the
fault of the animals, it's human err. Wildlife have lived there long before humans. If people want to
change the beauty of this mountain town, then they probably should just stay in the city. McCall is not
an urban city. Do not stress-out and move these deer. The McCall wilderness is their home. Not
everyone goes to McCall to eat, drink and be merry. Many go for the serenity and to be with nature.

rearing to get to the food! Crazy!!

"Dear Council Members, The proposals to move or cull our ""town deer"" makes me very sad. It is a
cruel ""solution"" to a falsely-framed ""problem.""
Long before McCall existed as a town, the deer were here. So were the predators (cougar and wolves,
even no doubt). Then, we built our town. The problem is not the town deer, but the town itself. There is
no evidence that I am aware of that our mule deer migrated to lower elevations in the winter. It's a
tricky, almost impossible journey from our valley floor to Riggins, Council or the lowest reaches of the
North Fork of the Payette River. In all likelihood, our town deer wintered over on our very own valley
floor.
And what have we done to their wintering grounds: built houses, roads and fences everywhere. This has
limited their food supply, made it very difficult for them to move around the valley floor so they can
browse and feed without getting caught up in fences, hit by cars or worse. The impulse to feed deer is
not a widespread issue: a few people in town feed some of the deer a few months in the depths of
winter, when forage is limited or non-existent. There would be much more food for the deer during
winter if we hadn't built houses and roads everywhere?! If it is ok to feed songbirds (another population
in decline due to human activity), why not deer, we should be asking ourselves?
Instead of culling the town deer, we should try to live together more peacefully with them: instead of
driving 35 mph on roads posted 20 mph, follow the speed limits. Whether to avoid humans, pets or
deer, people should SLOW down while driving in town. The city could and should post more signs
reminding motorists that there are pets, wildlife and humans on or next to roadways? Maybe some
signs that just say ""watch out for humans and wildlife""?! As for the damage to gardens, and we all love
our gardens, people might try putting out deer repellant or deer resistant plants? Cayenne,
commercially available repellant sprays, and fences (where permitted) all work very well for keeping
deer out of gardens. Become a better, more ""mountain savvy"" gardener.
As for the burden on the police department, we have seen plenty of house pets and occasionally
bicyclists hit by cars, as well. Do we want to ban them?
And then there is the alleged lice/mite/ skin infestation problem: those do exist in town, but they also
exist outside town. Lice infestations are not unique to the town deer: they happen to all ""herding""
deer populations. The reason lice, skin and wasting disease spreads in deer populations is precisely
because they are herd animals, not because the herd lives in town. The Department of Fish and Game
ought to be thinking broadly about making our deer, elk and other browsing herds more healthy
everywhere, not just killing town deer to appease a small segment of town dwellers unhappy because
they can't leave their gardens unattended at their second homes.
Let's try and have some concern for all of god's creatures, not just ourselves?"

I am against rushing this through. I feel enough research hasn't been done. Please refer to the email
letter I sent to each council member and to the City Manager. In my letter, I shared the results of some
of my research and what other places have done. I believe we need to slow down and consider better
options. Eradicating the deer either by trapping and relocating them or killing them is costly and has

The local deer can sometimes be a problem due to being fed and eating from people's yards and
gardens. However, I first visited McCall back in 1999, and have lived here since 2002, and there have
always been large numbers of deer within city limits. Why is the city just now choosing to try to resolve
a problem that has existed for decades? What is their reasoning behind only allowing wild birds to be
fed? If they are going to ban feeding wildlife in city limits, they shouldn't do a half assed job of it, and
should ban the feeding of birds as well. I used to feed the birds all the time, but have not done so for
several years. This is because of the huge problems wild bird feeding can cause. It not only attracts birds,
but it also attracts squirrels, skunks, raccoons, deer, and bears. Will the city propose to eradicate all the
wildlife in the future because they sometimes pose problems? How is the city going to enforce the
feeding ban when the bird feed attracts wildlife other than birds? Is the city going to enforce/cite people
for attracting and feeding bird food to other wildlife, even if it was not intentional? Do any of the F&G
people, police, mayor, or city council members feed the birds, and are not including feeding them in the
ban for their own purposes? I am not trying to be funny with the photos. They show the aftermath of
what can happen when a bear rips down a handmade bird feeder, then climbs a 6 foot fence and tears
down two more feeders hung 12 feet up a tree, which attracted even more wildlife."

"I was once known as the ""Mad McCall Bomber"". I designed, built, and experimented with homemade
explosives, until I was arrested on 09/02/2011. When I was released on 12/08/2011, I swore to myself
that I would never go back down that long dark roadway, towards self destruction. Instead, I took up the
camera that I used to express myself many years prior. My subjects were the urban wild animals that
lived around me, and that I loved photographing.
Unfortunately, back in 2015, I was lied to by Dallas Palmer of the McCall Police Department. He
specifically told me that feeding wild animals within city limits was illegal. He emphasized that if I
continued to do so, that I would be cited and my probation violated so that I would end up back in jail.
He suggested at that time that if I had questions, I should contact Idaho Fish & Game for verification. I
did exactly that the next day, and was told that there were no (zero) regulations/ordinances prohibiting
the feeding of urban wildlife in the McCall area. I stopped feeding any wildlife at that point, even though
I read the entire McCall Civil Code, and also found no mention of the illegality of feeding wildlife within
city limits.
I was quite pissed off due to being lied to directly by a member of our local police department, and
when my Probation Officer, Mike Truxel, told me he would not enforce a probation violation (I had him
verify my findings with Idaho F&G and McCall City Code), I knew then and there that Dallas was lying
about what he told me. Less than two weeks later, former McCall Police Detective Brian Koch stopped
by my house to tell me that he would issue me a citation if I ever fed the wildlife again. He specifically
told me that it was in ""the books"" written that it was illegal to feed wildlife, and if I couldn't find where
that fact was documented, that ""that's your own fault"".

Just a factual account since April of 2017: I have had several foxes show up at my house in McCall
showing signs of mange. I did a lot of research on how to possibly treat these foxes for their mange
conditions. I decided to treat these foxes myself for their mange. I ordered medication online, and
carefully followed the directions I found online.
(http://www.foxwoodwildliferescue.org/2017/01/05/treating-sarcoptic-mange-in-red-foxes/), and
through the fox welfare site in England (National Fox Welfare Society). Since 2017, I have been able to
successfully treat 9 of 11 foxes that presented themselves to me with varying degrees of mange
infestation. If you ban/prohibit the feeding of wildlife within the city of McCall, you will essentially
condemn any fox afflicted with mange to a long, unnecessary, and extremely painful death due to
mange. Don't tell me that there are other options available, because our local ""animal welfare""
rehabilitation center (Snowdon) is a joke at best. I have contacted them 6 times to come and assist/help
afflicted/injured animals, and they have never once helped at all. It also seems that the only help Id F&G
want to provide is a quick bullet to the brain for any wild animal they are called out for."

able to feed several low income families. Transplanting deer seems a bad choice, as 50% mortality

This ord. is a necessary start but it will be meaningless unless enforced. Also the City must be active in
assisting the removal of these deer during early winter when they really gather. This will require
resources to clear snow for trapping, providing City properties for trapping and perhaps manpower. This
also will likely take several years to be come effective.
These town deer will not migrate normally, its been too many generations of staying in town during the
winter instead of migrating. If feeding is successfully curtailed the deer's condition will be much
reduced, even more damage to citizens landscape plantings will likely occur and there could well be
much more deer mortality.

"I know this is a complicated and emotional issues. I would like to remind everyone that people are the
ones who moved into the wild lives habitat. We dug and removed their food sources. We eliminated
their natural migration routes and now we deem them the problem. I don’t agree with this.
Trapping and relocating deer is an exercise is futility and a waste of money. Where do you draw the line
for trapping? City limits? Area of impact limits? County limits? What’s to stop the deer on the edge of
that limit line to not come over. We learned from the failed wolf introduction decades ago that the wolf
doesn’t know to stay where he was put.
In regards to a comment in the paper about a majority of the people are feeding deer inappropriate
food. I would like a copy of that report. No one polled me to see if I feed the deer. No one asked me
what I fed them if I did feed the deer.
History proves the deer and elk winter in Donnelly, McCall and New Meadows. The Finnish settlers
settled in Donnelly in the winter because the deer and elk where there. New Pearce tribe used the Zims
hot springs area because of the hot springs, fish, deer and elk.
If Fish and Game is going to address feeding they need to address the big picture. Elk in Donnelly are
manipulated and moved by the ranchers that provides the sleigh rides. They have moved that wintering
herd from the trees to the fields adjacent 55 by feeding them. Someone will die when hitting an elk on
55 due to their direct efforts to market their business. No one will die hitting a deer at 25mph in front of
Albertsons.

I would argue Lardos is feeding the bears with the uncontrolled vent hoods spewing grease onto carpets
and causing the direct dependency of the bears to live in the Rio Vista sub. Aggressive bears are
dangerous.
What will constitute feeding? I feed the birds. Seed falls on the ground and the deer eats the seeds. Do
I get a fine? I plant flowers and grow tomatoes. Deer eat those, do I get a fine. I would rather our law
enforcement officers enforce the no alcohol ban on the beach during the fourth then write tickets for
feeding the bears.
A major draw and big part of our quality of life is nature. Our past mayors, city councils and planning
and zoning commissioners failed our community by not requiring developers to provide environmental
clearance and preservation of migratory routes for wildlife. As a consultant in Boise I did this on every
community development I worked on. It’s even required in downtown Bellevue, WA but not McCall.
The Cities past short comings managing development should not be passed to the current citizens and
the wildlife that are directly affected by those decisions.

Since this ""matter"" came up only in the last week, and since it is not ultimately clear as to what this
""Wildlife Ordinance"" fully entails, here is my clarification statement:
1. I have no problem with there being an ordinance put in place by the City to make it illegal to feed
deer and other wildlife within the City limits of McCall. I think that is a good and necessary first step.
Therefore, I am in agreement or ""for"" that matter ONLY.
2. What I am FULLY AGAINST however, are the other issue(s) being talked about in the same breath by
Regan Berkley, Regional Wildlife Manager with Fish and Game and by local Police Chief Justin Williams
to catch/transport/ or euthanize the town deer. Particularly concerning is Ms. Berkley's quote in last
weeks Star News: ""There is no effective way to rid the deer of the lice, so infected deer would be
humanely killed by Fish and Game to avoid spreading the infestation, she said"".
3. It is very unclear as to which issue we are supposedly making our stance on. JUST the proposed
ordinance to make it illegal to feed the deer? OR, several other ordinances regarding trapping,
transporting, euthanizing all of the town deer? In speaking with a multitude of friends and

acquaintances this week who live here full time, NOT ONE OF THEM KNEW OF THIS PROPOSED

***Regarding deer lice: Multiple studies show that lice in deer are not uncommon. These same studies
also show that the lice are NOT harmful to humans nor domestic pets, and that the lice rarely kill the

enforced (20mph and 25mph), and the distracted driving issue was enforced, I think we would find that
there would be few car/deer collisions. I spoke by phone this week with the WA State Fish and Game
Wildlife Officer, and he stated that ""even at 25mph, most deer survive the collision and do not need to
be euthanized"".
***Regarding the attraction of predators: I have been coming to McCall since the early 1960's
(summers, winters, weekends, holidays) and have enjoyed McCall with my family at our two cabins (the
first in Wagon Wheel Bay off of Warren Wagon Road from 1967 through 1994, and the second in Shady
Cove/Pilgrim Cove off of Lick Creek Road from 1994 to 2012. I have been a full time resident of McCall
since 2012 and live on the McCall Golf Course.
I have never once seen a mountain lion or wolf. I have only seen a coyote in town ONCE (on the golf
course) in the past 55+ years. I realize there are ""sightings"" on occasion. Primarily from juvenile
mountain lions without a mother, or perhaps a sick/injured lion. The City of Boise has many more
sightings than McCall.
These are fleeting, and in 55+ years I don't believe there are ""increased"" sightings, but rather an
increase in reporting of sightings. Again, these are very rare. I am unaware of ANY documented killings
of deer within our City Limits in 55+ years.

over with houses, the deer have no other choice but to be ""seen"" in town?
It is a blessing and privilege to live amongst the deer and other wildlife here in McCall. It is a primary
reason I moved here from Boise.
I spent this week talking to Fish and Game Wildlife Officers and Biologists from the States of
Washington, Oregon, Utah and Idaho. Our neighboring states have excellent websites and resources to
educate the public on ""LIVING WITH WILDLIFE"". Not the ""transport and euthanizing of wildlife"".
It was refreshing to hear of and read their education pieces.
I am curious what percentage of those complaining to the City of McCall/F & G/The Police Department
are complaining about the deer ""eating their gardens, flowers, trees, shrubs""?
Why are we accommodating their statements when there are ways to mitigate the deer coming on their
property and/or eating their gardens?
There are plenty of educational pieces out there. No need to recreate the wheel.
****Finally, I believe that the City has much bigger fish to fry right now:
1. Housing
2. Infrastructure
3. Safe biking paths and sidewalks
4. Making roadways safer
5. Speeding locals and Tourists and Distracted Drivers
6. The huge illegal drug problem Within Our City.
Many of the above will harm or kill far more humans than any town deer will.
I hope you will not make a knee-jerk reaction to a ""non-issue"" that we can never recover from . Just
one cursory look at the history of the wolf in Idaho should tell you that (eradicate to extinction; re-
introduce; and now eradicate to 90%+ extinction). This is a very dangerous situation of trying to ""Play
God"". I hope our City officials take a BIG step back before it's far to late.

The deer problem is overwhelming at our house in the winter and spring. Up to 15 deer dwell on our
property nearly every single day. The amount of feces is astounding, and the impact to the native shrubs
and trees (mountain ash, lilac, currant, aspen, etc.) is significant.
The deer continue to visit throughout the summer and fall, using five game trails to transit the property
while browsing. I do not garden at home due to their presence, and instead grow vegetables in a plot at
the Community Garden, which has a deer fence.
I give the deer the widest berth possible when outside, but they have no fear of humans, and I don't
trust them around kids. I am frustrated when I see people in my neighborhood leaving out food for them
-I have seen quartered heads of iceberg lettuce, Cheerios cereal, and bales of hay. This is
unconscionable human behavior.
I fully support culling the mule deer population if a diagnosis of exotic lice makes transplanting them to
the wild impossible. These deer are sickly (yet somehow hyper-fertile - so many twins and triplets), and
it is inhumane to allow them to continue propagating in downtown McCall, which is not their native
territory.
They either belong in the wild, or they should be humanely dispatched.

first 15 years we would stay at Worldmark. We absolutely loved when the wildlife would grace us with a
glimpse. The deer were always big hit! The last few years, when we visit, we stay with friends or family,
or at their homes when they are away. Even the thought of "removing ALL deer" from the city is
disgusting! These animals have lived there for much longer than we humans! How in the world, as a
human, can you even grasp the concept of wiping out hundred of living creatures? Sure, there will be a
problem animal or two, from time to time...but for Heavens sake, these are LIVING ANIMALS! Who are
you/we, to decide they shouldn't be here anymore? All of this because of what? And, is this the publicity
you want for your beautiful mountain town...."they killed all of the deer in the town limits because some
people thought they were a nuisance?"

home not the reverse. I agree that people should be educated about the reasons NOT to feed any of the
wildlife in our town but I don’t think that a City Ordinance is the answer. As with so many other rules in
McCall there is no one enforcing them so they are meaningless. Please leave the town deer where they
are and do a “Don’t Feed the Wildlife” campaign to educate our locals and visitors about how to
properly interact with our wild neighbors.

Describe Your Concern: I highly oppose the deer eradication in McCall and I believe the feeding of the
deer should be a fine. However completely removing the deer is a shame on the city and IDFG. This will
be removing a part of McCall that makes it special. I want me kids to enjoy seeing the deer around town.
Educate the public on feeding the deer and issue fines for those who do not comply.

and always has been the main attraction for us. They were here before we were. We are encroaching on
their space! Plans to remove this magnificent wildlife will turn McCall into another run of the mill tiny

this.

disgusted that they are removed! We the people are the problem! There has to be a better way and that

them to leave. They are NOT a nuisance, we need to learn to live amongst them! If you don’t like them

We covered their feeding grounds by building more and more houses so what do we expect? They still

this. Spend that money on, and distribute, deer food with lice medicine in it and solve that part of the
problem.
Personally, I think speeding is much more of a nuisance and danger to people than all of the deer. Put

stop to “smell the roses” and appreciate what these animals do for the ambiance of McCall? We built

kill them all. Look what we have done! Please rethink this.

located in the mountains and the deer and other wildlife were there first! McCall and Idaho wildlife

suspicion that those raising concerns about the "town deer" are out-of-staters that have relocated to

visit and spend money in McCall if the deer are relocated or euthanized. I encourage officials to leave

That was their home way before it was anyone was around. Why in the world would we take them from
their home and why in the world would anyone ever want to euthanize them???? Seriously???

this proposed ordinance has gotten this far. Apparently, “the powers that be” have already made a
decision, but I think it is a bad one and am completely against it.
A major reason many of us love living in McCall is our close relationship to nature. Our beautiful lake,
Ponderosa Park, the surrounding mountains, and, yes, wildlife, especially the town deer and foxes. Yes,
they occasionally complicate things, but if they could speak I am sure they would say we have done the
same for them.
We live on a very busy street with a blind curve that is posted 20 mph, but the average speed driven is
much higher. Many drive more than 30 mph. No thought is given the safety of any person or animal on
or adjacent to the street. Last night our peaceful evening was interrupted by a young man driving an
SUV who was “forced” to come to a stop because a young fawn and mother deer were crossing the
roadway. The young driver yelled out his window, “F*%k you!” I thought there was an altercation going
on, but were no other people or cars out there. He was yelling an expletive at the deer. I do not
understand that mentality, but we see the aggressive driving, the honking and intentional driving “at
speed” to scare the deer and to me it says volumes about our sense of entitlement and our species’ lack
of empathy for other life.

So, instead of getting mad at the deer, foxes and other wildlife in town, let’s try to figure out how to live
with them: spend money on better traffic signs, give tickets to our perennial speeders, better educate
visitors and residents about how to coexist with wildlife, and generally be grateful for the fact we do
have wildlife all around us? That is part of the “magic of McCall,” after all? We cared enough about
wildlife and the “wonder of nature” to enact anti-light pollution ordinance; why can’t we learn to live
with nature instead of killing or “removing” it from town? We might as well all move back to the suburbs
at that point?
Since some apparently want to “fast track” this ordinance, the final thing that breaks my heart is that
this city council is not giving this issue the public hearing it deserves. This ordinance is not about helping
the deer, but about appeasing a small group of people who seem to have a point of view that I do not
think makes sense financially, scientifically, or morally. Nor is it workable at a practical level - after the
deer are ""removed"", do you think other deer are not going to move back in to town to replace the
removed deer? Passing this ordinance without a thorough public hearing with “live” testimony would
leave wounds in the community. To me that would be the most heartbreaking thing of all. "

into the home area of these deer and therefore the deer shouldn't be punished for something that
those people decided. The people that live mccall knew what they were moving into before they

mccall as well. So not only is it going to cost money to get rid of the deer in general but you also be
loosing money from the tourist who come up just to see the deer.

lived on this street for 40 years, in that time we have watched the deer migrate on the same route year
after year. Once the deer quit leaving in the winter we watched them use the same paths to move
around town. I don’t claim to know why this started but I do for a fact know that their staying had
nothing to do with people feeding them. So now fast forward years later and we have an abundance of

deer in town. Yes deer are getting hit by cars but is that really the deer’s fault? No it is not! If the people
driving our city’s roads would drive the speed limit of 25 mph as posted throughout town and pay
attention instead of texting or what ever they are doing, they could easily come to a stop and not hit the
deer.
I have taken the time to do some research on stopping distances at various speeds. 25mph: up to 85 ft
to stop, 30mph: 109 ft, 35 mph: 136 ft and 60 mph: 305 feet. So my point is that if the speed limits were
enforced in this town the odds of deer getting hit go exponentially down. So that solves problem #1.
Mangy looking deer, this is what happens to deer in the winter no matter where they are, it happens to
some dogs too! It isn’t because they are sick or infected with some deer disease or from people feeding
them, it is their natural hair process. I am not saying there aren’t a few sick ones out there but for the
most part our town deer are pretty healthy. It isn’t the fault of the people that are feeding the deer that
they are getting hit as relayed to my husband by an uninformed police officer. I can show you pictures
from 20-25 years ago that show the deer using the same migratory path and they still are in spite of all
the building across the street.
I am against eradication of all the deer in this town and in favor of educating people and enforcing the
speed limits!!!!
I will go so far as to offer any officer to sit I’m my driveway anytime and stop the constant stream of
speeding cars on Davis Ave. I would venture a guess that you could pay for an officer hired for this
purpose within a very short period of time.
Let’s try to work together and it will be a win win for all involved, especially the deer

up there on the weekends. At the age of 60 I still get excited to see the deer grazing in town. I can't

the front yard or back, that was Mountain living!! Its part of nature that was there first. Those
complaining can move - and if its the guy buying the mortuary out (lol), I will gladly go knock him into

2009 and WE CARE DEEPLY about the deer and wildlife in McCall! We strongly oppose removing deer in
McCall. This is a very bad idea! I do not know anyone that wants the deer removed. It is the

interact in negative ways. The deer have been present within city limits (and surrounding areas) nearly
year-round for decades. I live in a neighborhood of the city where there are several large wooded areas.
This weekend alone, I counted no fewer than 32 individuals and groups of people travelling on our
street, who stopped either to view or photograph the few deer that were present and grazing on grass
near the street.
It was obvious that the deer were not seen as a nuisance, and rather as a type of attraction. Several of
the people I saw over the weekend returned two and three times to the area to view/photograph the
deer. I have witnessed these same actions by visitors and locals alike, continually throughout the year,
for the 11 years I have lived in my home. I have also witnessed five negative encounters between people
with their dogs and the local deer. In every instance, the deer appeared to be attempting to protect
themselves or their young because an irresponsible dog owner allowed their dog(s) off leash on a public

street/area illegally, and the dog(s) either chased after, or physically attacked the deer. In two of those
instances, the dog involved was owned by an acting city council member at the time (Laura Scott).

efforts."

serious consequences later (any one remember the "bunny bashing" caused by the coyotes population

that is a difference scenario. If people don't want other animals in their yard they need to put up
appropriate fences to keep them out.

entice"" wildlife. Grease is garbage and I would like to see grease added to the list of items to attract
wildlife, in this case bears. Common practice to use grease to ""bait bears"" during hunting season and
any person or business who has an abundance of grease disposed of outside their property should be
fined until the situation is remedied. This is specifically related to Lardos. They are the only commercial
kitchen in town with such a nasty mess behind their building, not even sure it meets city or health code.
This results in the direct correlation of the bear population in Rio Vista. Fish and Game had to kill an
aggressive bear in Rio Vista 2 -3 years ago. That is much more dangerous to people and pets than the
deer are and I would like to see that problem addressed in this ordinance.
I don't agree with the term ""Habituated.......... Otherwise living within city limits - outside their normally
wild habitat"". Our city was built within their habitat. McCall failed the wildlife through the years by
allowing developments to take place without providing for habitat preservation and preservation of
natural migration patterns. The result of the City failing to develop in an appropriate manner to work
with and preserve nature is to blame the wildlife.
I worked for the Government for 15 years in the planning, annexation and development side and know
this has already been decided. You wont change or remove the definition for Habituated I hope you will
address the real issue with Lardos and the grease leading to the direct attraction of bears living in my
neighborhood.

wildLIFE. For the absolute privilege and blessing it is to live Among the Wildlife (deer, bear, fox, coyotes,

behavior and language...it is an incredible blessing to witness daily from my home here inside the Park.
But if the City of McCall and Fish and Game have their way, they will ALL be gone next year. All. It is a

""Removal"" of the ""town deer"" that are *such* a ""nuisance"" may ""sound nice"", but what they are

up or down from McCall.

Fish and Game the ""Go-Ahead"" to immediately start the process to eradicate all town deer.
This is a irreprehensible, uneducated and short-sided decision that You UNILATERALLY are making For
ALL OF US, that will not only affect those of us who live here and call McCall home but those generations
to come. Including 2nd homeowners, visitors and tourists.
The First step MUST BE for the City Council to TABLE the no-feed ordinance and tell Fish and Game to
STAND DOWN.
There are so many more pressing problems and issues in McCall that need the attention of our City
""Leaders"". The deer by far, are LAST on the list.
Who is so strongly spear-heading this and WHY? And why so suddenly?
Follow the POWER OR THE MONEY and you will typically always find out.
Fish and Game? Local Police? Local City Manager? Local City Mayor?
Which of them grew up here? Which have spent their childhood years into adult years here enjoying all
McCall has to offer and the sheer beauty and magic and PRIVILEGE of living among the deer and other
wildlife? Are they really OK with forever altering the beauty and magic of McCall? For EVERYONE? To
what end?
Who are they playing to?
I highly doubt any of them will want to brag to their children, grandchildren and future generations that
""THEY WERE RESPONSIBLE FOR KILLING ALL OF THE TOWN DEER"". Is THAT the legacy they want to
leave? Blood on their hands? And WHY?
Do our City Council Members, City Manager and City Mayor Actually even KNOW that if they pass the
no-feed ordinance that Fish and Game will immediately begin the eradication process (euthanization of
ALL TOWN DEER)?? Are they actually OK with that?
If they DON'T Know Or Understand This, then WE need to ask, demand that they ALL STAND DOWN.
McCall has ALWAYS been a sanctuary for humans and wildlife alike. Please do not “City-fi” and pave
over and alter forever the last vestiges of this beautiful MOUNTAIN town. We LIVE in the mountains for
the wilderness experience. We live here because we CAN co-exist with the deer and other wildlife. We
live here because is NOT Boise or any other large concrete city. We are going down a very horrid path
we can never return from. Once it’s gone, once the deer are gone, this magic, this beauty is GONE
FOREVER.
I urge you to DO THE RIGHT THING. Table this ordinance AND vote, and step back to re-evaluate what
you are doing.

as if saying "Good Morning". If our wildlife is removed, we will no longer be able to share this amazing

The McCall Mayor got it right when he said the situation with deer in McCall is not natural and not
sustainable. The endless crush of humanity that is destroying wildlife habitat is absolutely not
sustainable and is not natural. McCall and Valley County have joined headlong in the destruction of
wildlife habitat with development, activities and roads that are destroying wildlife habitat at an
unsustainable rate.
We have a problem with humans not deer. Human development has essentially destroyed all the deer,
elk, and antelope wintering habitat in the Treasure Valley. That crush of uncontrolled humanity is now
creeping up the hill in Dry Creek and Avimor and Highways 55 and 95 have become Kill Zones for deer,
elk, and any other wildlife that wanders onto the roadways. The deer and elk migration corridors are
threatened by the continued development of every river corridor in our area and now planned
developments, mines and roads will take the rest.
The Police Chief mentions the problem of dead and maimed deer in a town with a 25 mph speed limit.
Again, it is not deer that are the problem but the crush of reckless drivers in an armada of vehicles. Oh
yes, and dogs at large. Both of these are enforcement issues. As I sit here, watching vehicles running
down Lick Creek Road at 50 mph, I wonder where the enforcement is.
Gigantic, energy inefficient homes and endless development not only destroys habitat locally and
displaces wildlife but is the root of habitat loss on a global scale. More dams and coal mines for
electricity have destroyed the rivers of the West and we have lost salmon and so many of the native fish
of the West. These river corridors are now just killing fields for migratory wildlife and gurgle with
methylmercury and carp so we can build more houses and more developments.
We have extirpated Sockeye and Chinook Salmon from Payette River and our Lake. Bighorn Sheep and
Antelope are long gone around McCall, Columbia Sharptail Grouse, Sage Grouse, Monarch Butterflies,
native Trout, Mountain Quail, Mountain Goats, Grizzly Bears, Pronghorn Antelope—all hang by a thread.
We cannot count on the Idaho Department of Fish and Game Department to make wise choices here.
They have been nothing but a Holding Company for Extermination over the years and are politically

neutered by the State government. One need only review the recent wolf actions by the Fish and Game
Department and the State to understand how castrated they are in dealing in wildlife issues.
There has been a 68% loss of wildlife worldwide since 1970. Migratory fish species have declined 72%
since 1970. Deal with that Idaho Department of Fish and Game and stop nibbling around the edges and
dumping hatchery fish and non-native species into our environment. This is not sustainable and it is not
natural.
In a hundred and fifty years, we have lost so many local, iconic species to human development. Now,
we think we have a problem with deer in McCall. We have a problem with humans and their greedy
tendencies. They are not natural and they are not sustainable—the Mayor is absolutely correct.
We need to do a better job managing ourselves, not deer.

The deer need to be thinned out or gone. They have no natural thinning process in town and have no
Predators from what I have seen.
Most mommas have twins so the amount of deer is over loading the city and are getting out of control
of eating folks landscape in their yards.
They have chased my dog and attracted it at my front door.
They have attracted my neighbors dog on the leash when she walked down the street.
They will eventually make their way back but for now they are definitely a Nuisance. "

I attended the June 10, 2021, McCall City Council meeting in person to listen and learn more about two
“proposals” the City of McCall is currently considering regarding our town deer. The first proposal is
putting an ordinance in place making it illegal to feed deer and all wildlife in McCall with the exception
of song birds.
The second “proposal” of much more concern due to its draconian measures, is giving Idaho Fish and
Game the go-ahead to trap, relocate or euthanize all of our town deer. This will happen if our city
council votes on and passes the “illegal to feed wildlife” ordinance.
This will also happen without any public hearing or without any public input by our full-time and part-
time residents, taxpayers and visitors/tourists. Unless you speak up now.
I am OK with an ordinance to not feed the deer and wildlife in McCall. I am not OK with the notion of
trapping, transporting and/or euthanizing all of the town deer simply due to them being a “nuisance.”
Just yesterday, Mama Deer (who has been giving birth to her fawns in my side yard for 11 consecutive
years) and her day-old twins scampered across the fairway on the McCall Golf Course where I am a full-
time resident. Golfers, one visiting from Arizona, stopped their play and excitedly exclaimed “Aww,
look! Baby fawns! Quick, get a photo”! I simply cannot imagine a McCall without “town deer.” I’ve been

enjoying McCall for 58 years with my family and friends at our family cabins over the years, and there
have always been town deer.
Can you imagine being a visitor to Ponderosa State Park in the great state of Idaho and never being able
to witness the majestic beauty of a wild deer? They are a part of the fabric of McCall. May as well
remove the expensive signage they put throughout the park letting visitors know of the wildlife they are
“likely to see” in the park. Or tell them as they enter the park, “Sorry, but to see a wild deer, you will
have to go to a big-city zoo.” What a travesty it would be if our children, grandchildren and visitors were
never to see a wild deer or fawn in McCall ever again.
What in the world are our city officials thinking? And all due to the deer being a “nuisance?”
After doing considerable research by talking with Fish and Game wildlife biologists, wildlife officers, and
wildlife conflict specialists in Idaho as well as our neighboring states of Washington, Utah, and Oregon,
we have much to learn. Each had come to the same conclusion, that trapping and relocating deer,
known as “translocation,” did not work due to two primary reasons: 1. Over 50% die during or shortly
after the transport, and 2. The exorbitant cost ($600 to $900 per deer). If we allow this to happen in
McCall, who will be paying for that? Certainly not Idaho Fish and Game? Certainly not the City of
McCall? The taxpayers? One wildlife officer said to me “Fish and Game shouldn’t be getting involved at
all.” He also said that the “deer belong to all of us” and that one governmental agency should not be
allowed to take that from the local residents and visitors.
There are other alternatives that we can consider first before we got down a slippery slope that we can
never recover from: 1. If traffic issues are “the most common problem” with our deer, would it not be
much more cost effective to actually enforce the speed limit? 2. In the 58 years I have been spending
time in McCall and now living here full-time for 12 years, I have not once seen a mountain lion. Have
there always been occasional sightings during the winter or spring months? Of course. Towns and cities
from neighboring states simply post a general warning about sightings, or capture and re-release the
lion vs. eradicating an entire herd of deer.
3. Of course deer sometimes become aggressive toward people and dogs, most often in the spring when
they are caring for newborn fawn. Again, why not educate the public on how to live with"

by eradicating the local town deer? The deer do indeed belong to All of us. The city has many more
pressing problems that it ought to be working on.
I urge our city leaders and city officials to take a big step back before it’s too late, before we can never
recover from a very poor decision. Educate, not eradicate.

of control. It is very obvious (and I am no wildlife expert) that the deer population is not healthy. The

To the City Manager, the Mayor, the City Council, and the other public representatives attending
tonight, I appreciate the opportunity to have my comment read by all of you for tonight‘s
meeting.
Though this is an issue about wildlife management within the city limits, it would seem there is
more to it than that.
I believe it is imperative for the community and those who represent it to communicate
respectfully with one another to ensure that all members feel heard, seen, and understood.
There is a lot to be learned from our mix of educational and experiential backgrounds. Context
really is everything. Over the years growing up here I have witnessed the relationship between
public officials and our community erode and repair itself many times. Hopefully, this will be a
productive and thoughtful process during which trust in our public entities will be encouraged as
opposed to a night in which a band aid is slapped on the issue and the relationship further
eroded.
We live in a rural, mountain community no matter how much it may feel otherwise this time of
year. Wildlife in our community is inevitable.
All of the wildlife issues we are experiencing currently and in the future have not been branded
appropriately, these are human issues, not wildlife ones. We have altered the routes, the food
supply, and more for these animals and we need to take accountability for our actions. This may
include actions such as engagement and education for locals and tourists alike, citing
individuals and businesses for feeding wildlife, citing people for not driving responsibly (too fast
or impeding traffic to take a photo).
I understand all of this would take resources that may be hard to come by, but education and
prevention prove to be more impactful and cost effective in the long run (I say this an economist
by training). Not all of us in this community are cevidologists or have a degree in the study of
cervids, let alone biology, but I would hope we all are people who enjoy and respect nature. I
also believe people want to do good, so it rests on the shoulders of those at the table tonight to
provide the opportunity for our community members to learn how to be better.
This is not an isolated incident or issue, we do not need to reinvent the wheel. The precedent
has already been set and the burden of proof well established by communities and other Fish &
Game districts across the continent. If communities like ours all over North America can co-exist
then so can we.
I implore the council to either establish a community action committee or to table the issue for
another time. There are plenty of issues at the forefront and as the deer haven’t gone anywhere
for over a hundred years, they can probably wait a few more weeks.

To the City Manager and City Council,
I am not able to attend the meeting tonight due to a previous
obligation. Yet, I still feel the need to followup on my stance
regarding the deer in town. I hope you took the time to read my
letter I sent for the last meeting.
Before I go any further, I need to express my disappointment in
the Police Chief's unprofessional comment about 'Armchair
biologists'. It was an uncalled for remark directed at those of us
who wrote and or expressed our concerns. Whereas, I may not
have a specific degree in biology, I am well educated, a long time
resident, a taxpayer, and a voter who took the time to respectfully
write a letter to the Council about my concerns. Before I wrote
my letter, I researched what other states do with their local deer.
Every site I went to was a State Fish and Game site and their
Wildlife Management Plan. I found out a lot of information;
some of which I felt would be worth considering for our area. I
believe if I am going to write my opposition about something, I
should also offer up other ideas, options, solutions, or plans.
Taking the time to research other strategies from legitimate

resources, other 'experts' in the field, and sites are exactly what
any person or entity should do before making an important
decision. I was not impressed by his comment; this was a public
meeting. Remarks and comments should be kept respectful
regardless of where we stand on an issue.
Back to the subject at hand. I am not going to rewrite my whole
letter again as I am hoping you read it when I had sent it a couple
of weeks ago. I realize the Council and City Manager are in a
difficult position regarding our town deer. I respect your hard
work at trying to find the best solution without inflaming the
public. I have heard if you do pass a no feeding ordinance, then
our F&G will start the process of trapping, removing/relocating,
or killing the deer this winter regardless of what others think or
want. It troubles me to hear this as I still feel, according to my
research, that we should try other options before going this route.
I know you say what F&G does has nothing to do with you. I get
what you are trying to say, yet I believe the backlash will still
come your way. This issue and decision are causing anger in the
community. I have no idea what you will decide tonight. I
would like to believe rational and reasonable thinking will
prevail. I suggest this decision be tabled to give everyone a
chance time to navigate this situation better.
While it is tabled, we could still move ahead in educating the
public about the 'dos and don'ts' etc. regarding the
deer/wildlife. A community/council advisory committee could
be formed to help guide the process along. I believe if we slow
down, look at the successes of other communities, open our
minds to making a plan where common ground can be found, we
may come out of this with a win for the community and the
deer. It is certainly worth a try in my opinion.

Wildlife / Deer:
Wildlife in the state of Oregon falls under the control of the Oregon Department of Fish and
Wildlife (this includes skunks and raccoons). The Bend Police Department will respond to
emergency wildlife calls that pose a danger to the public. Some examples of this would be
motor vehicle accidents involving a deer that is unable to walk or a deer entangled in
fencing. The Department does not respond to injured deer that are able to stand and walk.
Unfortunately, deer walking with broken or missing legs are common in the city limits due to
deer having encounters with traffic.
During the spring, it is common to find unattended new born fawns inside the city limits. It is
common for female deer to leave the newborn fawns for up to 24hrs unattended while the
female deer feeds. It is important to leave the fawn where you find it, and do not move or
handle the fawn. Female deer are very protective of fawns, and have been known to attack
people and/or dogs when they feel their fawn is threatened. If the fawn is located in a
dangerous place such as the middle of a street, or the front door of a business, please
contact the Bend Police Department or the Oregon Department of Fish and Wildlife for

agricultural lands where they damage crops. These feeding programs are long-term commitments that
require significant financial and staffing resources. Feeding starts early in the season so deer and elk’s

Also find attached a new brochure that we’ve developed to try to stem deer
feeding. Not sure if this is “officially” endorsed yet and I don’t think any are
printed .. .but I think it’s really good so feel free to borrow from it.
As to why eradication isn’t good I guess I’d just say that this isn’t a good
choice because plenty of people no doubt really like the deer and they
“belong” to everybody. Of course outside of urban settings they play
important simultaneous ecosystem roles of herbivore and prey. Maybe
another straightforward reason in opposition to eradication is that it would
be expensive and its very likely that deer would just move back into the
places that they were removed from.
For some more background . . . .some cities have implemented capture
and remove programs. These tend to be expensive, not particularly
effective and the relocated deer don’t tend to have a great survival
rate. Thayne worked for a while on a project like this in Utah.

SALT LAKE CITY — The Utah Division of Wildlife Resources has made the decision to
discontinue the translocation of urban deer (removing deer from urban areas and
relocating them to rangelands).

A recent DWR study tracked the deer that were removed from urban areas and
relocated. It found that about half of the deer did not survive after being relocated.
After weighing the benefits and risks associated with the non-lethal removal option,
the DWR has made the decision to discontinue the translocation part of the urban deer
program. Research also showed that the translocation efforts didn't significantly

In some situations, it may be necessary to feed deer to sustain a base population (WAFWA
2003). If necessary, winter feeding of mule deer in Utah will be guided by the winter feeding
policy (UDWR 2011b).
In 2017, the Division founded the Utah Wildlife Migration Initiative to document, preserve, and
enhance wildlife movement throughout Utah. This initiative uses state-of-the-art GPS tracking
technology to monitor the movements of species in near real-time. Information generated by
tracking collars is used to define critical habitats for species, including migration corridors.
Currently, the Migration Initiative is putting a large focus on documenting mule deer
movements. For example, in 2019 there were over 900 mule deer with GPS tracking collars in 15
wildlife management units throughout the state (Figure 7). GPS tracking information allows the
Division to precisely define migration corridors for mule deer (Figure 8). The Division uses the
information to work with partners to place wildlife crossings on roads, which preserves wildlife
movement and reduces deer-vehicle collisions. The information is also used to work with
landowners and municipalities to preserve open space for deer and other wildlife to move across
the landscape. Additionally, the information is used to target habitat treatment locations and
evaluate the success of habitat improvements

Is supplemental winter feeding ever warranted?
A DWR conservation officer pours food into a trough as part of an emergency feeding
situation in northern Utah.
Yes, there are sometimes specific emergency situations when supplemental feeding is
beneficial. For example, deer herds in critical wintering areas that are caught in
unusually deep and long-lasting snow might benefit from winter feeding.
When the DWR considers supplemental feeding, biologists carefully analyze whether
the benefits will outweigh the disadvantages. If a decision is made by the agency to
proceed, resources are allocated, special food mixtures are determined and the feeding
takes place in an organized, targeted and strategic way that maximizes the benefits to
the deer while minimizing the possible adverse consequences.
DWR biologists strongly advise against private individuals and organizations feeding
deer. Well-intentioned private feeding endeavors almost always create more problems
than they solve. Instead of helping, this kind of feeding can result in higher deer
mortality rates and long-term adverse consequences for the herd.
It can be tough on a caring public to avoid the quick fix that deer feeding can offer.
People must understand that deer are wild animals and not livestock. Despite the best
intentions, winter feeding is usually a last resort and not in the best interest of deer.
