HomeMy Public PortalAboutWater Commissioners -- 2022-11-04 MinutesPursuant to Governor Baker's March 12, 2020, Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020, Orders imposing strict limits on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www.brewster-ma.gov. For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http://livestream.brewster- ma.�ov or on Channel 18. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting. For this meeting, please send contact panderson@brewster-ma.gov. In the event we are unable to live broadcast these meetings, despite best efforts, we will post on the Town website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting at http://tv.brewster-ma.�ov. 1. Call to Order: 11:15 2. Declaration of a Quorum: • Read by Commissioner Baran. Those in attendance were Commissioner Brown, Commissioner Skidmore, Liasson Mary Chaffee, Assistant Superintendent Alex Provos and Superintendent Paul Anderson. 3. Meeting Participation Statement: • Read by Commissioner Baran 4. Water restriction update: • Superintendent Anderson — Monomoy Lens continues to not improve but, more to level off. a. Motion by Commissioner Brown to leave the current water restrictions as is. Restrictions will continue to only permit hand watering from 4:00 AM to 8:00 AM and from 5:00 PM to 9:00 PM. Effective Friday, September 30th, newly established lawns or plantings are exempt from these restrictions. i. Motion 2nd by Commissioner Skidmore ii. Roll Call Vote: 3-0-0 5. Sea Camps Pond property discussion • Bay and Pond Parcel • The purchase of the Pond Parcel by the Audubon Society, Brewster Conservation and Brewster Water. • Bay Parcel was available for immediate use due to access for police, fire, and parking. • The Pond Parcel does not have easy access for the fire and police department and does not have parking. a. The town is hiring a consultant and will be meeting on Monday, November 7th to come up with possible solutions for each parcel. b. The Select Board wants to come up with a structure on the use of each property. i. Water Commissioner Baran would like to have a future discussion about the funding for the purchase of land. 1. Concerns to maintain Zone 2 and water quality and development on the parcels. :, , • Superintendent Anderson and Town Administrator Lombardi have had discussions with the concerns the water commissioners have for the use of the parcels. 6. Superintendent's Report • Flushing continues and should be completed by Thanksgiving. • Generator Project: Still waiting for generators to be delivered. Hoping to have by the end of November and early December. • CMRS: Monitoring of contaminates M . EPA to determine what contaminates to sample for, the quantities and health issues and concerns. • Hydration Station at the golf course complete • Replacement of older water services that cross the road continue being replaced due to the up-and-coming project with the DPW paving project. • Newsletter to have once a year in the February 1St billing statements to communicate with residents of latest updates, changes, and projects. a. Newsletter to be an insert in the February 11t bills. b. Posted on Water Department Website c. The name of the newsletter 12 years ago was called "The Pipeline". i. Water Commissioner Brown would like to continue with the name "The Pipeline". ii. How many emails does the water department have on file to consider emailing to residents. • In -House Training a. Emergency Access Plan — b. Damaged or defective equipment c. Confined Space d. Work Zone Safety: work sites e. Hot Box Cleaning: Policy to clean and maintain equipment f. Lock out tag out: De -energized equipment g. Conflict Management: mostly directed toward managers and supervisors 7. Assistant Superintendent Report • N/A 8. Office Manager's Report • N/A — Attendended Administrative Assistant meeting a Crosby Mansion. 9. Approval of September 30th Meeting Minutes. • Motion by Commissioner Brown to approve the September 30th minutes as written. a. Motion 2nd by Commissioner Skidmore b. Chair abstains c. Matters Not Reasonably Anticipated by the Chair: • Joint meeting to discuss the Attorney General's Decision on Brewster Case #10575 — Approval of Punkhorn Hunting Bylaw. a. Punkhorn Hunting: Citizen petition to have bow hunting for 3 weeks in December. b. Meeting will be posted and will need two water commissioners to make a quorum. 13.
