He recommended the City use a negotiated sale process and presented a proposal to select an underwriter. The Council accepted the recommendation of a negotiated sale process and authorized Zion's Public Finance to circulate the RFP for an underwriter. Zions circulated the RFP on July 23, 2021 with a deadline to respond by August 10, 2021. Zions will provide a summary of the results to the Council at the August 12 meeting. The McCall Police Department is requesting approval to submit a grant application to the Small,Rural, and Tribal Body-Worn Camera Program offered by the Bureau of Justice Assistance,U.S.Department of Justice and Justice & Security Strategies to support implementation of body-worn camera (BWC) programs in small,rural and tribal law enforcement agencies in an amount up to $2000 per sworn officer. The estimated total cost to provide BWCs to McCall Police Department's twelve (12) sworn officers is $44,188. The grant must be matched 1:1, so the grant request amount and local match commitment is $22,094. BWCs have become an industry standard and will assist the McCall Police Department by ensuring officer accountability of all police activities, enhancing overall investigations of incidents, and improving prosecution rate of crimes. Requested technology necessary to implement BCWs include WiFi/Bluetooth wearable cameras, power. supplies and charging stations, and hardware/software necessary to archive captured video. The process to pass the forgone recovery resolution is the same as the process for the city budget and can be done at the same time. Both hearing notices, the hearing for forgone recovery and the city budget, must be published in the official newspaper twice seven days apart and can be done together. At the conclusion of the FY22 Budget work session held July 29, 2021, the Council set a tentative budget in the amount of $35,615,364 that includes the maximum allowed 3% increase of $194,018 plus new construction and annexation of $220,071, and $68,814 of the forgone amount for maintenance and operations. The Council may elect to recover the Forgone Amount for maintenance and operations by formally adopting the attached Resolution to Recover Forgone Amount for Fiscal Year 2022 for Maintenance and Operations at the conclusion of the public hearing. Council cited the reason for the increase is due to an increase in meetings and the increase in the amount of time needed to prepare for the meetings. City Council Members and the Mayor also receive all benefits afforded to regular full-time employees of the City of McCall as described in the annual"Employee Benefits Guide" including Idaho PERSI retirement benefits. The code was reviewed by all staff and then the City Attorneys to develop draft code language to bring to the McCall Area Planning and Zoning Commission on August 10. The P&Z Commission recommended approval to the City Council with the consideration of four items (see Staff Report). Since Valley County has decided not to consider any further policy changes until the 10 -year review of the Impact Area is completed, the City has decided to proceed with code changes that would apply to the McCall City limits at this point. Then Valley County can decide if they would like to adopt similar ordinances for the McCall Impact Area in the future. At the request of Council, staff has determined a fee schedule for the STR process administration. A proposed fee memo is attached for Council to review and provide direction to staff. The City of McCall and Valley County last updated codes for regulating and permitting STRS occurred in January 2020. The McCall City Council held two work sessions on this topic. The updates the city code would occur in Title 3 and Title 4. The City of McCall hired Diane Kushlan as a consultant to develop code language with the City and partner agencies, research other communities, and provide draft language to improve the current regulatory and permitting standards. The code was reviewed by all staff and then the City Attorneys to develop draft code language to bring to the McCall Area Planning and Zoning Commission on August 10. The P&Z Commission recommended approval to the City Council with the consideration of four items (see Staff Report) and a Public Hearing on suggested code language was held on August 25, 2022. Since Valley County has decided not to consider any further policy changes until the 10 -year review of the Impact Area is completed. The City has decided to proceed with code changes that would apply to the McCall City limits at this point. Then Valley County can decide if they would like to adopt similar ordinances for the McCall Impact in the future. The Ordinance is attached. RECOMMENDED ACTION: 1.
