A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE PURCHASE OF THREE (3) VIDEO SURVEILLANCE CAMERAS
FROM CONVERGINT .TECHNOLOGIES THROUGH A SOLE SOURCE PROCESS
FOR THE NEW LYNWOOD LINEAR PARK AND APPROVING THE CONTRACT FOR
SUCH PURCHASE IN A FORM APPROVED BY THE CITY ATTORNEY
WHEREAS, the City's new Linear Park along the Fernwood Avenue corridor will
be visited daily by Lynwood residents; and
WHEREAS, in order to enhance public safety along the Fernwood Avenue
corridor addition of video surveillance cameras are needed to increase the safety of
patrons; and
WHEREAS, purchasing three (3) additional surveillance cameras can be done
more economically and expeditiously using the informal bid procedure; and
WHEREAS, funding for the three (3) was identified in the Bureau of Justice
Assistance — JAG grant in FY -13 and FY -14 in the amount of $34,000; and
WHEREAS, Section 6 -3.13 of the Lynwood Municipal Code provides an
exception to the formal bidding process when the supplies, equipment, services or
contract could be obtained from only one source; and
WHEREAS, Section 6 -3.13 of the Lynwood Municipal Code also stated that the
City Council can authorize purchases of services though an Informal Request for Bids
with a 4/5 vote if the City Council finds that such an acquisition may be more
economically and efficiently through the use of an alternative procedure; and
WHEREAS, Convergint Technologies is the only company within a 60 mile
radius that is a certified integrator of IndigoVision, and due to the technical provisions
required for these cameras Convergint Technologies equipment be obtained as a sole
source provider.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. Due to the technical provisions required for these cameras to
operate under the infrastructure at Century Sheriff's Station, staff is requesting that the
City Council approve the purchase for three video surveillance cameras from
Convergint Technologies by a sole source procedure consistent with LMC Section 6-
3.13.
Section 2. This Resolution shall take effect immediately upon its adoption.
