A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARSON ESTABLISHING STANDARDS AND CRITERIA
FOR FLOOD PLAINS MANAGEMENT
THE CITY COUNCIL OF THE CITY OF CARSON DOES HEREBY FIND AND
RESOLVE AS FOLLOWS:
' Section 1. The City Council hereby finds that certain
areas within the City of Carson have been designated by the
Federal Insurance Administration on the official Flood Hazard
Boundary Map as special flood hazard areas, and therefore, it is
necessary for the protection of the property and residents within
said areas and for the prevention of'future flood damageto
establish standards and criteria for the administration of flood
plains management.
Section 2. The following standards and criteria for
flood plains management shall apply to all areas within the City
of Carson, identified by the Federal Insurance Administration on
the official Flood Hazard Boundary Map as flood plain areas having
special flood hazards("flood areas"):
1. Permits shall be required for all proposed
construction and other developments, including the placement
of mobile homes, within those areas designated as Zone A on the
official Flood Hazard Boundary Map of the City of Carson;
2. All proposed developments within those areas
designated as Zone A on the official Flood Hazard Boundary Map
of the City of Carson shall be reviewed by the Community Develop-
ment Director to insure that all necessary permits have been
received from those governmental agencies from which approval
is required by federal or state law, including Section 404 of the
Federal Water Pollution Control Act Amendments of 1972, 33 U.S.C.7334;
3. All permit applications within those areas designated
as Zone A on the official Flood Hazard Boundary Map of the City of
Carson shall be reviewed by the Community Development Director to
determine whether proposed building sites will be reasonably safe
from flooding. All new construction and substantial improvements
(including the placement of pre -fabricated buildings and mobile
homes) within said areas shall (a) be designed (or modified) and
adequately anchored to prevent or minimize floatation, collapse or
lateral movement of the structure, (b) be constructed with materials
and utility equipment resistant to flood damage, and (c) be constructed
by methods and practices that minimize flood damage;
4. All subdivision proposals and other proposed new
developments within those areas designated as Zone A on the official
Flood Hazard Boundary Map of the City of Carson, shall be reviewed
by the Community Development Director to determine whether such
proposals would be reasonably safe from flooding and to assure that
(a) all such proposals are consistent with the need to minimize
flood damage within the flood prone area, (b) all public utilities
and facilities, such as sewer, gas electrical, and water systems,
are located and constructed to minimize or eliminate flood damage,
and (c) adequate drainage is provided to reduce exposure to flood
' hazards;
5. All new and replacement water supply systems within
those areas designated as Zone A on the official Flood Hazard
Boundary Map of the City of Carson shall be reviewed by the Public
Works Director to insure that such systems are designed to minimize
or eliminate infiltration of flood water into the systems;

6. All new and replacement sanitary sewage systems
and on-site waste disposal systems within those areas designated
as Zone A on the official Flood Hazard Boundary Map of the City
of Carson shall be reviewed by the Public Works Director to assure
that such sanitary sewage systems are designed to minimize or
eliminate infiltration of flood waters into the systems, and dis-
charges from the systems into flood waters, and to insure that all
such on-site waste disposal systems are located in such a manner
to avoid impairment to them or contamination from them during
' flooding.
7. All subdivision proposals and other proposed new
developments greater than fifty (50) lots or five (5) acres,
whichever is the lesser, shall be required to include within such
proposals, base flood elevation data;
8. Any base flood elevation data available from a Federal,
State, or other source, including any such data provided to the
City of Carson, by the Federal Insurance Administration Administrator
shall be obtained, reviewed, and reasonably utilized by the Public
Works Director, as criteria for requiring that (1) all new construction
and substantial improvements of residential structures have the lowest
floor (including basement) elevated to or above the base flood level
and (2) all new construction and substantial improvements of non-
residential structures have the lowest floor (including basement)
elevated or flood proofed to or above the base flood level;
9. For the purpose of the determination of applicable
flood insurance premium rates within those areas designated as
Zone A on the official Flood Hazard Boundary Map of the City of
Carson, the City of Carson Community Development Director shall
(a) obtain the elevation (in relation to mean sealevel) of the
lowest havitable floor (including basement) of all new and substantially
improved structures, and whether or not such structures contain
' basements, (b) obtain, if the structure has been flood proofed, the
elevation (in relation to mean sea level) to which the structure was
flood proofed, and (c) maintain a record of all such information.
10. The City of Carson Community Development Director shall
notify, in riverine situations, adjacent communities and the State
Coordinating Office prior to any alteration or relocation of a
watercourse, and shall submit copies of said notifications to the
Administrator of the Federal Insurance Administration;
11. The City of Carson Community Development Director
shall assure that the flood carrying capacity within the altered
or relocated portions of any watercourse is maintained;
12. All mobile homes to be placed within those areas
designated as Zone A on the official Flood Hazard Boundary Map of
the City of Carson shall be reviewed by the Community Development
Director to assure that said mobile homes are anchored to resist
floatation, collapse, or lateral movement by providing over the top
and frame ties to ground anchors.- Specifically (a) over the top ties
shall be provided at each of the four corners of the mobile home,
with two additional ties per side at intermediate locations and
mobile homes less than fifty feet long requiring one additional tie
per side, (b) frame ties shall be provided at each corner of the
mobile home, with five additional ties per side at intermediate
points and mobile homes less than fifty feet long requiring four
additional ties per side, (c) all components of the anchoring
system be capable of carrying a force of 4800 pounds, and (d) any
additions to any mobile home shall be similarly anchored.
13. An evacuation plan indicating alternate vehicular
access and escape routes formobilehome parks and mobile home
subdivisions located within those areas designated as Zone A on
the official Flood Hazard Boundary Map of the City of Carson shall
be filed by the Community Development Director with the appropriate
Disaster Preparedness Authorities.

Section 3. Within all flood areas, the standards and
criteria set Orth herein shall take precedence over any less
restrictive conflicting local laws, ordinance, or codes.
