HomeMy Public PortalAbout77-121RESOLUTION NO. 77-121 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, REFUSING TO ENTER INTO A JOINT AGREEMENT WITH THE LOS ANGELES UNIFIED SCHOOL DISTRICT TO SHARE IN THE CITY'S PLANNING TARGET PROVIDED UNDER THE PUBLIC WORKS EMPLOYMENT ACT OF 1977 (PL 95-28) WHEREAS, the Los Angeles Unified School District's entitlement to share in the City's Planning Target as provided under Public Law 95-28 would greatly reduce or eliminate the City's project; and WHEREAS, such reduction or elimination would be detrimental to the welfare of the handicapped citizens of Carson; and WHEREAS, the School District presently has a Planning Target in excess of $15.5 million; and WHEREAS, the School District proposes to share in the City's Planning Target for projects already included in their own Planning Target; and WHEREAS, the School District is entitled under provisions of Public Law 95-28 to share in the Planning Target of the City of Los Angeles which amounts to $45,794,000; and WHEREAS, the School District is entitled under provisions of Public ' Law 95-28 to share in the Planning Target of the County of Los Angeles which amounts to $32,940,000, provided the District serves a major region of the County; and WHEREAS, the School District .is entitled under provisions of Public Law 95-28 to share in the Planning Target of any jurisdiction if their proposed projects serve the residents of that jurisdiction; and WHEREAS, the City Council of the City of Carson feels the School District's ability to have its' Planning Target include projects it proposes to fund from the Planning Target of the City is contrary to the intent of Public Law 95-28 and would deny the City an opportunity to address one of the needs of its' handicapped citizens. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CARSON That the City Council of the City of Carson refuses to enter into a Joint Agreement with the Los Angeles Unified School District to share the City's Planning Target for reasons embodied in this Resolution, and does request the Economic Development Agency to approve and fund the City's application for the construction of handicapped ramps. PASSED, APPROVED and ADOPTED this 27th day of June, 1977.
