HomeMy Public PortalAbout2012-09-24 COW minutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on September 24, 2012 In the Boardroom Mayor Collins called the meeting to order at 7:05 p.m. Present were: Mayor Collins, Trustee Lamb, Trustee Peck, Trustee Racich, Trustee Rippy, Trust ee Bonuchi, and Trustee Fay. Also Present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, P ublic Works Director; Michael Garrigan, Planning Superv isor; Dean Marquez, Building S upervisor; Greg Specht, Building Inspector; and John Konopek, Chief of Police. There were approximately 22 persons in the audience. Trustee Fay moved to approve the Minutes of the Special Meeting, Committee of the Whole Workshop, and Executive Session held on Septem ber 10, 2012. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins: • Administered the Oath of Office to Michael P. Doornbosch, Police Officer. TRUSTEES COMMENTS Trustee Fay: • Suggested hosting a Veteran’s Breakfast for Vete ran’s Day. Trustee Fay offered to coordinate the event. All Trustees indi cated support for the event. • Thanked the Will County Forest Preserve for securing grants for the Forest Preserves. PUBLIC COMMENTS None. WORKSHOP MEETING #1 OLD ST. MARY’S CHURCH (RFP) Mr. Michael Garrigan stated that the staff has prepared a Request for Proposal for the future redevelopment of the Old St. Mary’s Church wh ich was recently purchased by the Village. The proposed RFP invites any prospective developer, re staurateur, retailer, or business individual to submit a concept for the potential commercial re-use of this historic struct ure into a business that would assist in the continued revitalization of downtown. Proposals will be accepted until May 10, 2013. Trustee Lamb expressed some concern regarding the timing of the due date for proposals and the Consolidated Election and potential for new Board Members. Trustee Lamb thought that people may be hesitant to submit proposals because of a new Bo ard in May. Mayor Collins stated that the staff will still be the same and a new Village Board should not deter people from submitting a proposal. Trustee Bonuchi complimented staff on the RFP. Trustee Fay thanked staff and noted that it is common practice for governments to purchase pr operty to improve, enhance, and restore. Minutes Committee of the Whole Workshop – September 24, 2012 Page 2 of 2 At 7:22 p.m., the Village Administrator Murphy inv ited the Board Members and the audience to tour the Old St. Mary’s Church. The Village Board, st aff, and members of the audience proceeded to 24018 W. Lockport Street. At 7:30 p.m., the staff gave the Village Board and several members of the a udience a tour of the Old St. Mary’s Building and answered questions regarding the building, its history, and the improvements made by the Village. On a motion from Trustee Fay and seconded by Trust ee Bonuchi, the meeting adjourned at 7:47 p.m. Michelle Gibas, Village Clerk
