RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF CARSON ADOPTING
THE NOISE ELEMENT OF THE CARSON
GENERAL PLAN AND CERTIFYING TO
THE PREPARATION OF AN ENVIRON-
MENTAL IMPACT REPORT IN CONNECTION
' THEREWITH
THE CITY COUNCIL OF THE CITY OF CARSON HEREBY FINDS AND RESOLVES
AS FOLLOWS:
Section 1. The City Council does hereby receive that certain
document entitled "Noise Element of the Carson General Plan'on file
in the office of the City Clerk and incorporated herein by this re-
ference, and further receives an Environmental Impact Report in con-
nection therewith.
Section 2. Based upon the foregoing Environmental Impact
Report the City finds the following adverse environmental effects
may result from the adoption of the Noise Element:
(a) Minor alternatives of existing landforms due to con-
struction of noise barriers at various locations where technically
feasible. This effect will be sufficiently mitigated as any change
to the existing landforms will be accompanied by landscaping or
planting which will have a positive aesthetic impact.
(b) Additional cost to implement noise control programs,
construct noise barriers and for goods and services. This effect
is mitigated by the fact that State and Federal programs are pre-
sently available to underwrite some of the additional costs.
Section 3. Except as expressly set forth in Section 2 here-
of,the City Council hereby finds that based upon the aforesaid En-
vironmental Impact Report, and the mitigation measures set forth
therein and above, the adoption of the subject Noise Element will
not have a significant effect on the environment.
Section 4. Based upon the foregoing, the City Council hereby
certifies that the aforesaid Environmental Impact Report was duly
prepared in compliance with the California Environmental Quality Act
and the State of California and City of Carson Guidelines thereto,
and hereby adopts the aforesaid Noise Element, as the "Noise Element"
of the General Plan of the City of Carson.
Section 5. The City Clerk shall place an endorsement upon the
Noise Element of the General Plan described in Section 1 hereof to
show that it has been approved by the Carson Planning Commission and
adopted by the Carson City Counsel.
Section 6. The City Clerk is hereby directed to file a Notice
of Determination with the County Clerk.

hereby certify that the whole number of members of the City Council of said City is five;
that the foregoing resolution, being Resolution No. 77-247, was duly and regularly
adopted by the City Council of said City at a regular meeting of said Counci',.duly
and regularly held on the 21st day of November 1977, and that the same was
so passed and adopted by the following vote:
