BOARD MEMBERS: Michael Nott-CHAIRMAN • GregR. Chapman-SECRETARY • Raymond P. Brixey.-UASON C~mmissioner Michael Nott called the September 20, 2012 regular meeting of the Board of . Police Commissioners to order at 6:01 p.m.· In attendance were Commissioner~ Michael Nott, .Greg· ·Chapman and Raymond Brixey, Chief John Kc:mopek and recording secretary, Kathy Glavac. '' Public Forum -None. The minutes of the April 19, 2012 meeting were read. The· following corrections were .·made: Pr~ference Points .:.. A discussion regarding the awarding of preference points to police officer candidates. At this time, the structure of this portion of the testing process is such that each candidate is qualified to claim pr~ference points. After discussing many different options ·and listening to different points ofvi~w, the Commission came to the conclusion that preference points · · will be awarded to: . 1. Veterans who have received an honorable discharge from their branch of the military, or 2. Certified police officers who have successfully completed the Illinois Law-Enftlrcement . Trainin~ pr~gram as prescribed by Chapter 50, Paragraph 705 of the Illinois Compiled Statutes, or 3. Candidates who have successfully earned a Bachelor Degree in Criminal Justice or Law · Enforcement .. · The Commission would remove preference points for an Associate Degree in Law . Enfdrcement or Crimi$1 Justice as it is now an employment requiremeirt. Commissioner Brixey moved that the minutes of the AprH19, 2012 meeting be approved as amended. Commissioner Nott seconded the motion. All in favor. We wish him well as he begins his career as a Plainfield Police Officer. Rules and Regulations -The following proposed amendments to the rules and regulations will be made pending approval from Commission attorney, John Broihier: 1. Changes to Preference Points -Remove, Associate Degree and replace with Bachelor Degree in Criminal Justice or Law Enforcement. P9 2. Promotional Vacancy-Allow for demotion to lower rank. P14 Kathy Glavac to contact John Broihier with proposed changes and will report back to the Commission with his decision. She will also ask about updated Commissioner Handbooks and order same if they are available. We will also begin the process of records retention and destruction. Kathy will inquire if there is a set policy with John Broiher regarding Commission documents and move forward based upon his response. New Business-Sergeant Exam-The Sergeant eligibility list will be expiring in November of 2013. Kathy Glavac brought this subject to the attention of the commission so discussions and plans may begin. Chief Konopek suggested that we explore the possibility of using assessment centers rather than regular testing/oral interviews. After some discussion, this matter was tabled until the next meeting, with the Commissioners and Chief stating they will gather testing information, so further discussion can take place and a time line for testing can be put in to place.
