Woodville Historic District Commission

MINUTES
Members Present: Sean Davan, Chair, Paul Larter, Vice Chair, Tina Berlad, Craig Nation, Nancy
Peters
Members Absent: Alan Connell
The meeting was called to order at 7:30 PM.
Public Hearing - Application for Certificate of Appropriateness – 216 Wood Street
Mr. Davan recused himself from the discussion and vote, and spoke as a private citizen and not
as a member of the Commission.
The applicant, Denis Kudriashov, had not applied to the Commission or Building Dept. for any
work permits prior to the commencement and completion of his project to change out windows
and install central air. He had been told on more than one occasion by his neighbor Mr. Davan
how to proceed to obtain the required permits. He showed pictures of the completed work. His
reasons for not getting permits were; the windows were really rotten and it was very hot and he
could not sleep with window air condition noise. He did not view it as a problem because the
work was appropriate for the neighborhood. He said he was originally planning to connect the
barn to the house to make an in-law space. He is now divorced and just wants to sell and move
on.
Craig Nation said he thought the work was ok and he would approve. A discussion was held
regarding what action was appropriate when work is accomplished without complying with
Town regulations. The building dept. has the ability to issue a fine and to impose additional
fines per each day of violations. The building dept. sent a letter to the applicant reviewing the
application requirements and the present violations and potential fines outlined. There was no
reply to the letter so a second letter was addressed to the real estate agent who quickly responded
to the problem.
Mr. Nation moved to approve the completed work as appropriate and made a recommendation to
the building dept. to issue double fees as the applicant was made aware of the need for permits.
Paul Larter seconded the motion and the vote was unanimous. A letter stating our
recommendations will be sent to the building dept.
Public Hearing – Application for Certificate of Appropriateness - 217 Wood Street
Mr. Davan spoke as the applicant and not as a member of the Commission.
The applicant wishes to enlarge and hot top his driveway to install a turnaround which is
presently gravel. The turnaround will match the current drive surface.

Craig Nation moved to approve and Tina Berlad seconded the motion. The Commission voted
unanimously in favor.
Further discussion of fees and fine would be helpful for the commission to better understand the
process and what happens when an application is turned down.
