A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON
SUPPORTING THE LOS ANGELES COUNTY COMMISSION ON HUMAN
RELATIONS POSITION TO DELAY IMPLEMENTATION OF THE UNI-
VERSITY OF CALIFORNIA BOARD OF REGENTS TEST POLICY
' WHEREAS, the City Council of the City of Carson opposes discriminatory
practices which frustrate or inihibit equal educational opportunities; and
WHEREAS, the City Council of the City of Carson believes that admission
to the University of California should be based upon ability and that no person
should be denied admittance to the University because of unfair discriminatory
testing; and
WHEREAS, the University of California Board of Regents adopted a policy
in October 1977, requiring mandatory consideration of standarized college admission
test scores for the admission of all college applicants rather than merely those
having a lower than 3.1 grade point average; and
WHEREAS, the validity of these tests have been subject to question by the
Board of Regents Committee on Educational Policy and by other academicians and ad-
ministrators within the education system; and
WHEREAS, the Los Angeles County Commission on Human Relations has opposed
the immediate implementation of mandatory standardized test criteria in order that
a one-year study may be initiated to analyze the effect such a policy would have
upon minority and rural applicants to the University.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Carson
does hereby support the position of the Los Angeles County Commission on Human Rela-
tions and hereby opposes the immediate implementation of the mandatory standardized
test criteria in order that a one-year study may be undertaken to determine the
effect such tests may have open minority and rural applicants to the University.
